Best Credential Evaluation Service in the USA: ECE, WES, IEE, and the Others Compared

There is no single "best" credential evaluation service. WES is the most recognizable name, but it is not always the fastest, cheapest, or most accepted for every purpose. The right agency depends on what you are using the evaluation for — graduate school admissions, professional licensing, immigration, or employment — and how quickly you need it.

This comparison covers the major NACES member agencies used in the United States: ECE, WES, IEE, SpanTran, and ERES.

Why NACES Membership Matters

NACES (National Association of Credential Evaluation Services) is the professional membership organization that sets standards for credential evaluation in the United States. U.S. immigration authorities (USCIS), state licensing boards, and most graduate programs require evaluations from NACES member agencies — or from members of AICE, a smaller equivalent body.

Using a non-NACES agency for immigration or licensing purposes carries real risk: USCIS may reject or question the evaluation, and licensing boards may refuse to accept it. All agencies discussed in this article are current NACES members.

The Main US Credential Evaluation Services

WES — World Education Services

WES is the dominant name in credential evaluation globally. It is the standard for Canadian immigration (the only NACES agency that directly transmits ECA reports to IRCC for Express Entry) and is accepted at virtually every U.S. graduate program and licensing board.

Best for:

  • Canadian immigration (Express Entry, PNP, work permits)
  • U.S. graduate school admissions (the most universally accepted name)
  • Situations where maximum name recognition matters

Processing time:

  • Standard: 20–35 business days after all documents received
  • Rush (7 business days): available for immigration cases

Cost (approximate):

  • Document-by-document: $130–$160 USD
  • Course-by-course: $215–$240 USD

Limitations: Slower standard processing than ECE. For U.S.-only purposes (not Canadian immigration), WES offers no structural advantage over ECE — and ECE is typically faster.

ECE — Educational Credential Evaluators

ECE is widely used for U.S. graduate school admissions and is notable for its fast standard processing time: approximately 5 business days. Many university admissions offices list ECE as an accepted or preferred evaluator, and some name it alongside WES as their standard references.

Best for:

  • U.S. graduate school admissions (fast turnaround, strong university acceptance)
  • Any situation where you need standard processing in under a week
  • Course-by-course evaluations for academic programs

Processing time:

  • Standard: approximately 5 business days after documents received
  • Rush processing: available for an additional fee

Cost (approximate):

  • Document-by-document: $110–$140 USD
  • Course-by-course: $180–$215 USD

Limitations: Does not transmit ECA reports to IRCC — not usable for Canadian immigration (use WES for that). Less recognized than WES in some international contexts.

IEE — International Education Evaluations

IEE is a well-regarded NACES agency with particular strength in immigration and professional licensing evaluations. It is commonly used for H-1B petitions and is specifically known for handling evaluations involving the "3-for-1 rule" in U.S. immigration — where three years of professional work experience can substitute for one year of university education to establish bachelor's degree equivalency.

Best for:

  • H-1B visa petitions (strong acceptance by USCIS)
  • EB-2 and employment-based immigration where equivalency arguments are complex
  • Professional licensing board applications
  • Situations where an evaluator needs to address work experience as a degree substitute

Processing time:

  • Standard: 5–7 business days for most evaluations
  • Rush processing: available

Cost (approximate):

  • Document-by-document: $120–$155 USD
  • Course-by-course: $185–$225 USD

Limitations: Less commonly listed by name in university admissions requirements. Stronger in immigration and licensing than in graduate school admissions contexts.

SpanTran — The Education Evaluations Company

SpanTran has built particular strength in U.S. teacher certification evaluations. Many state boards of education list SpanTran as an accepted or preferred evaluator. It also serves general immigration and admissions purposes.

Best for:

  • U.S. state teacher certification and licensure
  • Spanish-language credentials (as the name suggests, strong Latin America and Spain coverage)
  • General admissions where any NACES agency is acceptable

Processing time:

  • Standard: 5–10 business days
  • Rush: available

Cost (approximate):

  • Document-by-document: $100–$140 USD
  • Course-by-course: $175–$215 USD

Limitations: Not the first choice for Canadian immigration (use WES) or for complex immigration cases where USCIS familiarity with the agency name matters. Less depth in Asian credential systems than WES.

ERES — Education Records Evaluation Service

ERES is commonly used for healthcare licensing — nursing boards (CGFNS, state nursing boards), pharmacy licensing, and medical credentialing. It has built specific expertise in translating healthcare education credentials from non-US systems.

Best for:

  • Nursing licensure (NCLEX, CGFNS)
  • Pharmacy board applications
  • Healthcare and medical credential verification
  • Any licensing board that specifically names ERES as accepted

Processing time:

  • Standard: 5–10 business days
  • Rush: available

Cost (approximate):

  • Document-by-document: $100–$135 USD
  • Course-by-course: $170–$210 USD

Limitations: Narrower general recognition than WES or ECE for non-healthcare applications.

Side-by-Side Comparison

Agency Standard Speed Doc-by-Doc Cost Course-by-Course Cost Best Use Case
WES 20–35 bus. days $130–$160 $215–$240 Canadian immigration, US grad school
ECE ~5 bus. days $110–$140 $180–$215 US grad school, fast turnaround
IEE 5–7 bus. days $120–$155 $185–$225 H-1B, EB-2, complex immigration
SpanTran 5–10 bus. days $100–$140 $175–$215 Teacher certification

How to Choose

For Canadian immigration: Use WES. It is the only agency that transmits ECA reports directly to IRCC. No other agency works for Express Entry credential verification.

For U.S. graduate school admissions: ECE or WES. Check your target program's requirements first — many list both as accepted. If speed matters, ECE's 5-business-day standard processing is a practical advantage.

For H-1B or EB-2 immigration: IEE or WES. IEE has strong experience with the complex equivalency arguments USCIS sometimes requires, including work-experience-as-degree-substitute scenarios. WES is also widely accepted by USCIS.

For teacher certification: SpanTran, or whichever agency your specific state board names. Always check the state board's accepted evaluator list before ordering.

For nursing or healthcare licensing: ERES, or verify against the specific licensing board's accepted agencies list (CGFNS and state nursing boards often specify).

When any NACES agency is acceptable: Choose based on price and speed. ECE is generally faster and slightly cheaper than WES for U.S.-only purposes, with comparable acceptance at most institutions.

One Practical Note on Ordering

If you are applying to multiple graduate programs or licensing boards simultaneously, order all the recipient copies upfront when you place the original order. Adding recipients after an evaluation is issued typically costs more, and some agencies charge a re-issuance fee. Check each agency's policy before ordering.

The Credential Evaluation (WES/NACES) Guide covers which agency to use for specific visa types, what each evaluation letter must include, how to handle low equivalency findings, and how to navigate evaluation holds.
