UAE Employment Visa Process: Step-by-Step Guide for 2026

The UAE employment visa process involves three government authorities, a medical clinic, and a biometrics centre — all in a specific order. Missing a step or doing them out of sequence causes delays that can stretch from days to weeks.

This is the current process under the 2022 digital framework, where MOHRE and ICP systems are integrated and most steps can be tracked through the MOHRE Smart App.

The 10-Step Employment Visa Sequence

Phase 1: Before You Arrive

Step 1: Job Offer and MOHRE Contract

The process is always employer-initiated. Once you accept an offer, the employer submits a digital labour contract to MOHRE through the Tasheel system. The contract must be bilingual (Arabic and English) and be a fixed-term contract — unlimited contracts were abolished in 2022.

You will receive an OTP or confirmation request through the MOHRE portal or app to digitally sign the contract. Do not skip reading it — compare the terms to your offer letter carefully, as discrepancies at this stage are common.

Step 2: Work Permit and Entry Permit

Once MOHRE approves the labour contract, they issue a work permit. This triggers ICP to issue the Entry Permit (sometimes called the "pink visa" or Mission Visa). The entry permit is valid for 60 days from issue.

Work permit and entry permit processing typically takes 2 to 7 working days for mainland employers.

Phase 2: Arriving in the UAE

Step 3: Entry Into the UAE

Travel to the UAE on your entry permit. Immigration will check the permit on arrival. Important: do not overstay or travel on a tourist visa if your entry permit is already issued — this creates a status conflict.

Step 4: Status Change (If Already in the UAE)

If you are already in the UAE on a tourist or visit visa when you accept a job offer, you can change your status to employment without leaving the country. This is called a Status Change and costs approximately AED 550–650.

Some employers tell employees to "border run" (exit to Oman or Bahrain and re-enter) to avoid the status change fee. This shifts the travel cost to you and has immigration risks. The status change route is cleaner and legally straightforward — your employer should cover the cost.

Step 5: Medical Fitness Test

Within the first two weeks of arrival, you must undergo the mandatory medical fitness test at a government-approved clinic (Smart Salem in Dubai, Abu Dhabi Health Services in Abu Dhabi, or equivalent in other emirates).

The test includes a blood draw (screening for HIV, syphilis, Hepatitis B for some roles) and a chest X-ray (screening for active tuberculosis). Results take 24–48 hours; Smart Salem in Dubai offers a 30-minute express option.

Step 6: Emirates ID Biometrics

Visit an ICP-approved typing centre or Emirates ID centre to provide fingerprints and a digital photograph. You can book the appointment through the ICP Smart App or smartservices.icp.gov.ae.

Step 7: Health Insurance Activation

Your employer must provide health insurance before the residency visa is stamped. In Dubai and Abu Dhabi, the government systems verify insurance status automatically — your visa cannot be finalised without it.

Phase 3: Residency Activation

Step 8: Residency Approval

GDRFA (Dubai) or ICP (other emirates and federal) approves the residency application. Since 2022, physical passport stickers are no longer standard — your residency is a digital record. Check the ICP portal or app to confirm "Active" status.

Step 9: Work Permit Activation

Once residency is approved, the labour permit becomes active in MOHRE's system. At this point you are legally authorised to work.

Step 10: Emirates ID Card Delivery

The physical Emirates ID card is printed and dispatched by courier (typically Aramex) to your UAE address. You receive an SMS notification when dispatched. Delivery takes 7–14 working days after residency approval.

Total Processing Time

From job offer to Emirates ID in hand: typically 3 to 4 weeks under normal conditions. The two bottlenecks are the medical test (if there is a queue) and the biometrics appointment availability.

For Abu Dhabi-based employers: the process is the same, but the Abu Dhabi Health Services (SEHA) handles the medical test, and Abu Dhabi residents use the ICP federal portal rather than GDRFA.

Employment Visa Validity

Most employment visas are issued for two years. Some companies secure three-year residency for senior positions. The validity is set at the time of residency processing and tied to your employer.

When you change employers, the old employer must cancel the visa, and the new employer repeats the process (skipping the entry permit if you remain in-country via status change).

MOHRE Work Permit: What It Covers

The MOHRE work permit is the authorisation to work for a specific employer in the UAE. It records your job title, salary, and contract terms. For mainland employers, this is issued by MOHRE. For free zone employers, the Free Zone Authority issues the equivalent.
