The UAE Golden Visa is a federal program, but its implementation is not uniform across the Emirates. Abu Dhabi and Dubai process applications through different authorities, use different portals, and apply different standards in several important areas. Applying to the wrong authority or preparing for the wrong requirements is one of the more preventable reasons for delays.

The Two Authorities

Dubai applications are processed by the General Directorate of Residency and Foreigners Affairs (GDRFA). Property investors typically use the "Cube" portal, which is integrated with the Dubai Land Department (DLD). General applications and professional routes use Amer service centers or the GDRFA online portal.

Abu Dhabi (and the northern emirates: Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah) applications are processed by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). Abu Dhabi-specific applications often involve a pre-application nomination step through the Abu Dhabi Residents Office (ADRO) via the TAMM portal.

Both issue the same 10-year Golden Visa with the same federal validity. The difference is in the processing requirements and how strictly each authority enforces various rules.

Degree Equivalency: Abu Dhabi Requires It, Dubai Sometimes Waives It

The UAE Ministry of Education (MOE) Equivalency Certificate is legally required for the skilled professional category under federal rules. In practice, the enforcement differs.

Dubai (GDRFA): For Level 1 applicants (senior managers and executives), the GDRFA has been known to waive the equivalency requirement when the job classification is very clearly at Level 1. This is not guaranteed and depends on the specific officer reviewing the application, but it has been reported consistently enough to be a meaningful distinction.

Abu Dhabi (ICP / ADRO): The Equivalency Certificate is treated as mandatory for all professional categories, Level 1 and Level 2 alike. There are no documented cases of equivalency being waived for Abu Dhabi ICP applications in 2025 or 2026. If your degree has not gone through the MOE equivalency process, expect the Abu Dhabi application to stall.

Practical implication: If you are applying in Abu Dhabi and your degree was obtained via an online or distance learning program, confirm that your degree is MOE-eligible before investing time in the attestation chain. Distance learning degrees are frequently rejected at the equivalency stage regardless of the university's prestige.

Property Investor Route: Mortgage Rules Differ

Dubai: Since February 2026, 100% mortgage financing is accepted for the property investor Golden Visa. There is no minimum down payment or minimum equity requirement. Eligibility is determined entirely by the total contractual value on the DLD Title Deed or Oqood (off-plan), regardless of how much has been paid. Off-plan properties are eligible from the point of Oqood registration.

Abu Dhabi: The Abu Dhabi approach is more conservative. A minimum equity contribution — typically interpreted as AED 1,000,000 to AED 2,000,000 in verifiable equity in the property, not total financing — is often required. Additionally, the financing must come from a UAE national bank (not a foreign bank operating in the UAE). The specific requirements have also shifted in 2025 and 2026, so confirming current requirements with the Abu Dhabi Residents Office or a local PRO before proceeding is advisable.

The "100% financing accepted" rule is a Dubai-specific change. Do not assume it applies if you are applying through Abu Dhabi.

Typical Processing Times

Both authorities target completion within 6 to 10 weeks for straightforward applications. In practice:

Dubai: Generally more predictable timelines for the professional category. The GDRFA system is well-integrated with the MoHRE work permit system. Applications that do not have data mismatches tend to move smoothly once biometrics are complete.

Abu Dhabi: Reports from early 2026 indicate that Abu Dhabi has been experiencing higher application volumes and in some periods paused or slowed issuance for certain categories while the ICP system was updated. Community forums have documented a higher rejection rate for purely salary-based professional applications in Abu Dhabi compared to Dubai, particularly for applicants at the AED 30,000 basic salary minimum. The ADRO nomination process adds an additional step that Dubai does not require.

If you are a skilled professional, the answer is determined by where you live and work. You apply through the authority in the emirate where your employer is registered and your MoHRE work permit is linked. You cannot choose to apply through Dubai if your employer is in Abu Dhabi or vice versa.

If you are a property investor, you apply through the authority in the emirate where the property is located. A property in Dubai goes through GDRFA. A property in Abu Dhabi goes through ICP.
