Doctors are among the most clearly delineated categories in the UAE's Golden Visa framework. The relevant issuing authority depends on your emirate:
- Dubai: Dubai Health Authority (DHA)
- Abu Dhabi: Department of Health Abu Dhabi (DOH)
- Other Emirates: Ministry of Health and Prevention (MOHAP)
Requirements: A valid UAE healthcare practicing license (issued by DHA, DOH, or MOHAP) and a minimum number of years of local practice experience. The specific experience threshold varies by authority and specialty, but is generally 3 to 5 years of licensed practice in the UAE.
Key advantage: Doctors qualifying through the healthcare authority endorsement route are not subject to the AED 30,000 basic salary test that applies to the standard skilled professional category. The endorsement from DHA, DOH, or MOHAP substitutes for the salary qualification. This matters for doctors in residency, fellowship, or public health roles where the basic salary component might fall short of the threshold.
Nurses: The 2025-2026 expansion added nurses with demonstrated long-term UAE tenure as a qualifying category. Nurses must hold a current UAE practicing license and typically require a minimum of 3 years of continuous practice in the UAE. The endorsement comes from the same healthcare authority (DHA/DOH/MOHAP) as for doctors.
Engineers
Primary pathway: Skilled Professional category (MoHRE Level 2), which requires all four simultaneous conditions.
Engineers typically qualify through the standard skilled professional route, not through the exceptional talent category. The four conditions are:
Job classification: Your MoHRE-registered job title must be classified at Level 2. "Engineer" as a title is Level 2. "Technician" or "Supervisor" may be Level 3 — this is one of the most common rejection reasons for engineers. Confirm your MoHRE job title classification before applying.
AED 30,000 basic salary. The basic salary on your MoHRE contract must be at least AED 30,000 per month. Housing allowance, transport allowance, and other benefits do not count.
Attested Bachelor's degree in engineering plus MOE Equivalency Certificate. Both are required. The four-stage attestation chain (home country through UAE MOFA) must be completed, and the attested degree submitted to the MOE Equivalency portal.
Valid UAE employment contract and work permit.
Senior engineers (with MoHRE Level 1 classification as a "Senior Manager" or above) may qualify under the higher threshold — AED 50,000 basic salary and 5 years of demonstrated experience in a leadership role.
For engineers with patents, breakthrough research publications, or international recognition in emerging engineering fields, the Exceptional Talent pathway through the Ministry of Economy is also worth exploring, as it does not carry a salary threshold.
Scientists and Researchers
Primary pathway: Exceptional Talent category, via the Emirates Council of Scientists.
The scientist category is the most rigorous in terms of evidential requirements. The Emirates Council of Scientists evaluates applications based on:
- H-index: The researcher's H-index score, reflecting the volume and citation impact of their published work. Specific thresholds vary by field.
- FWCI (Field-Weighted Citation Impact): A normalized citation metric comparing the researcher's work to the average in their field.
- Peer review record: Evidence of participation as a reviewer for recognized journals.
- Research outputs: Publications in internationally indexed journals (Scopus or Web of Science recognized).
The Council's review can take 4 to 8 weeks, and the outcome determines whether the endorsement letter for the Golden Visa is issued. Without the Council's endorsement, the scientist category application cannot proceed.
Scientists working in the UAE at universities or research institutions may also potentially qualify through the skilled professional route if their employment contract meets the salary and level requirements, but the talent endorsement route tends to be more appropriate given the nature of academic employment structures.

Teachers and Educators
Primary pathway: 2025-2026 expansion category — educators added as a specified exceptional talent sub-category.
Teachers were added as a qualifying group under the 2025-2026 program expansion. The specifics of the endorsement authority and experience requirements for teachers are still being standardized, but the general framework requires:
- A minimum period of UAE teaching experience (typically 3 to 5 years in a UAE Ministry of Education-accredited or KHDA-licensed school)
- A valid UAE teaching permit or accreditation
- Evidence of academic qualifications (attested degree)
- In some cases, performance-based evidence or recommendation from the school or the Ministry of Education
Teachers at UAE universities and higher education institutions may be evaluated differently, potentially falling under either the educator category or the skilled professional route depending on their contract structure and MoHRE classification.
The Common Thread: Document Harmony
Across all five professions, the most frequently cited rejection reason is document inconsistency. The name on your practicing license must match your passport exactly. The qualifications listed on your MoHRE contract must align with your actual degree. If you hold a license from DHA but your current employer is based in Abu Dhabi, the correct authority for your application is DOH, not DHA.
