Kenyan Accountant Migration to Australia: CPA Assessment and ICPAK Pathway

Kenyan Accountant Migration to Australia: CPA Assessment and ICPAK Pathway

The numbers on accounting migration from Kenya to Australia are compelling — but so are the points requirements that make it difficult. Accountants in Australia compete for invitations at scores between 90 and 100 points, significantly higher than healthcare workers or even most engineers. The good news is that Kenyan accountants have a specific structural advantage: a formal Member Pathway Agreement (MPA) between the Institute of Certified Public Accountants of Kenya (ICPAK) and CPA Australia that streamlines the skills assessment process. Understanding this pathway — and what it actually requires — is what separates a competitive application from one that stalls for two years in the SkillSelect queue.

The Skills Assessment Body for Accountants: CPA Australia

For the majority of accounting occupations on the Australian Skilled Occupation List, the assessing body is CPA Australia. This includes:

  • Accountant (General) — ANZSCO 221111
  • Management Accountant — ANZSCO 221112
  • Taxation Accountant — ANZSCO 221113
  • External Auditor — ANZSCO 221213
  • Internal Auditor — ANZSCO 221214

CPA Australia assesses whether your Kenyan degree and work experience are equivalent to an Australian accounting qualification at AQF Level 7 or above, and whether you have covered the core knowledge areas they require.

Note that Chartered Accountants Australia and New Zealand (CA ANZ) and the Institute of Public Accountants (IPA) also assess accounting occupations for migration, but for Kenyan applicants who are ICPAK members, the CPA Australia pathway is generally the most accessible.

The ICPAK–CPA Australia Member Pathway Agreement

This is the structural advantage that most Kenyan accountants do not fully utilize. Under the MPA, full members of ICPAK who joined through the standard examination route — not through an exemption-heavy pathway — are eligible for a streamlined assessment by CPA Australia.

Here is what the agreement actually provides:

Degree comparability: If you hold a university degree from a recognized Kenyan institution (University of Nairobi, Strathmore University, Kenyatta University, JKUAT) that CPA Australia deems comparable to an Australian Bachelor's degree, you satisfy the educational foundation requirement. CPA Australia maintains a list of recognized degrees; most four-year BSc Accounting or Bachelor of Commerce (Accounting) degrees from major Kenyan universities qualify.

Knowledge area coverage: Your degree must have covered at least 9 of the 12 core knowledge areas required by CPA Australia. These include financial accounting, management accounting, auditing and assurance, and business law — all standard in Kenyan accounting curricula. The potentially weak areas for Kenyan graduates are Australian Taxation Law and Australian Corporations Law, which your degree obviously would not have covered. For the skills assessment, this is typically not a disqualifying gap — CPA Australia acknowledges that overseas applicants will not have country-specific local law knowledge.

Assessment outcome: A positive CPA Australia skills assessment confirms that your qualifications are suitable for the nominated ANZSCO occupation. To then become an actual CPA Australia member and use the CPA designation in Australia, you must complete the "Ethics and Governance" subject of the CPA Program. This is the final bridging step required under the MPA.

Application Process: Step by Step

Step 1: Confirm ICPAK membership status. You must be a full member of ICPAK — not an associate, student, or subscriber member. If your membership is not current, renew it before applying. ICPAK will need to provide a membership verification letter to CPA Australia.

Step 2: Gather your documents. CPA Australia requires certified copies of your degree certificate and academic transcripts, a letter from ICPAK confirming your membership and how you qualified (examination route, not exemption-only), a current CV with employment history, and reference letters from employers confirming your accounting duties and responsibilities.

Step 3: Map your experience to ANZSCO. One of the most common reasons for a negative or downgraded assessment is that the applicant's described duties do not align with the ANZSCO definition of their nominated occupation. For example, if you are applying as a Management Accountant (ANZSCO 221112) but your reference letters describe bookkeeping tasks without budget analysis or cost management, CPA Australia will not accept the assessment. Review the ANZSCO unit group description before writing your employment declarations.

Step 4: Lodge through CPA Australia's skills assessment portal. As of 2025–2026, the standard skills assessment fee is AUD 830. Processing typically takes 8 to 12 weeks for a complete application.

Step 5: Use the assessment for your SkillSelect EOI. Once you have a positive assessment, you can lodge your Expression of Interest in SkillSelect and begin competing for invitations.

The Points Reality for Kenyan Accountants

Let's be direct about the challenge. Competitive invitation scores for accounting in the 2024–2026 cycle have been running at 90 to 100 points for the Subclass 189 (Skilled Independent) visa. That is an extremely high bar.

A Kenyan accountant aged 28 to 32, with a Bachelor's degree, 5 to 7 years of overseas experience, and Proficient English, has:

  • Age: 30 points
  • Qualifications: 15 points
  • Overseas experience (5–7 years): 10 points
  • Proficient English: 10 points
  • Total: 65 points

This is the minimum to submit an EOI. It will not receive an invitation for the 189 in the current environment. The path to competitive scores requires stacking:

Superior English (20 points instead of 10): Achievable with IELTS 8.0 in every band or PTE Academic 79+ in every component (with Speaking at 88 under the August 2025 revised thresholds). For many Kenyan accountants educated in English-medium universities, this is genuinely achievable with targeted preparation. Adding 10 points here takes the profile to 75.

State nomination (5 points for 190 visa): NSW, Victoria, and Western Australia have all included accounting occupations on their priority lists at various times. Adding nomination brings the total to 80.

Regional nomination (15 points for 491 visa): If you are willing to live and work in a regional area for three years before applying for permanent residency, the 491 visa adds 15 points instead of 5, bringing the total to 90. This is often the most viable route for Kenyan accountants who cannot reach 90+ on the 189 pathway.

Partner points: If you have a partner with a skilled occupation and Superior English, you can claim 10 additional points.

A Master's degree (5 additional points over a Bachelor's) or a Doctorate (10 additional points) also add to the score, and are worth calculating for applicants who completed postgraduate studies at institutions like Strathmore University's Business School.

M-Pesa and Employment Verification

One practical challenge for Kenyan accountants applying through CPA Australia is proving their employment record. CPA Australia requires evidence that the work was "paid" — and in Kenya, where salary payment via M-Pesa is common in mid-size firms, documentation needs to be intentional.

Download certified M-Pesa transaction statements from Safaricom covering the full period of claimed employment. Ensure your reference letters explicitly state that salary was paid via mobile money. Bank statements showing regular transfers from the employer are also acceptable. Without financial corroboration, CPA Australia may reduce the period of recognized work experience — directly impacting your points score.

Occupation Codes to Consider

Beyond the standard "Accountant (General)" code, Kenyan professionals working in financial management, treasury, or corporate finance may qualify under related occupations:

  • Financial Manager (ANZSCO 132211) — assessed by FINSIA or CPAA
  • Corporate Treasurer (ANZSCO 132213) — assessed by CPAA
  • Credit or Loans Officer (ANZSCO 599612) — assessed by VETASSESS

If your role has moved from pure accounting into general management or financial strategy, an occupation upgrade may improve your chances. Discuss this with your assessor or a migration professional before committing to a code.

The accounting pathway from Kenya to Australia is not the easiest route in the skilled migration program, but it is a real one. Kenyan accountants with strong English scores, a clear ANZSCO-aligned work history, and a willingness to consider state or regional nomination consistently succeed in the current program. The ICPAK–CPA Australia MPA is a genuine structural advantage — use it.
