New Zealand Golden Visa: The Active Investor Plus Visa Explained

New Zealand does not technically have a "golden visa." What it has is the Active Investor Plus (AIP) visa — a residency-by-investment program that functions like a golden visa but with a twist that sets it apart from every other program in the world: the weighted multiplier system.

Most countries set a flat investment amount. Invest €500,000 in Portugal, $800,000 in the US, and you qualify. New Zealand instead requires a total "weighted value" of NZ$15 million — but the actual capital you need depends entirely on where you put the money. Direct investments in New Zealand businesses carry a 3x multiplier, so NZ$5 million in direct equity meets the entire threshold on its own.

How the Multiplier System Works

The AIP assigns different multipliers to different asset classes:

• Direct investment (equity in NZ businesses): 3x multiplier → NZ$5 million actual capital meets the NZ$15M threshold
• Approved managed funds (venture capital, private equity): 2x multiplier → NZ$7.5 million required
• Listed equities (NZX shares): 1x multiplier, capped at 50% of total weighted value
• Philanthropy: 1x multiplier, capped at 15% of total weighted value

You can mix and match. An investor who places NZ$3 million in a direct business (NZ$9M weighted), NZ$2 million in a VC fund (NZ$4M weighted), and NZ$2 million in NZX shares (NZ$2M weighted) hits the NZ$15 million threshold with NZ$7 million in actual capital.

The Two Categories

The AIP operates two tracks with very different requirements:

Growth Category — For investors choosing higher-risk growth assets. Investment period: 36 months. Physical presence: just 21 days over the entire three years. This is the fast track to permanent residency and the option most current applicants choose.

Balanced Category — For investors who want a diversified portfolio including bonds and listed equities alongside growth investments. Investment period: 60 months. Physical presence: 105 days over five years, reducible to 63 days with additional growth investment.

What Changed in April 2025

The April 2025 reforms transformed the program:

• Removed the English language requirement for the principal investor entirely
• Removed the age cap (previously 65 under the old Investor 2 category)
• Created the Growth and Balanced category split
• Reintroduced government bonds as an acceptable Balanced Category asset

The results have been dramatic: NZ$3.39 billion in committed capital since the refresh, a 500% increase in applications, and nearly half of recent applicants from the United States.

Processing Time

The AIP is one of the fastest investor visa programs globally. Approval in Principle currently averages 31–34 working days after formal application, compared to 18–48 months for the US EB-5 and 12–24 months for Portugal's Golden Visa. The entire process from Expression of Interest to Resident Visa typically takes 8–14 months including the fund transfer period.

Tax Benefits

New migrants can elect "transitional tax resident" status, providing a 48-month exemption on foreign-sourced passive income. For investors with global portfolios generating significant dividends, interest, and rental income, this four-year window represents substantial tax savings compared to immediate worldwide taxation under the US or post-NHR Portuguese system.

Is It Worth the Cost?

At NZ$5–15 million, the AIP is among the most expensive residency-by-investment programs globally. But the premium buys speed (1–3 months to approval), minimal physical disruption (21 days over 3 years), automatic Trans-Tasman access to Australia, and a clear 3-year path to permanent residency.
