New Zealand Investor Visa vs US EB-5: Which Is Better for Your Situation?
If you are evaluating residency-by-investment programs in 2026, the comparison likely comes down to two or three options. The US EB-5 for access to the American market. New Zealand's AIP for speed and tax efficiency. And possibly Portugal's Golden Visa for the European pathway. Here is how they actually compare — including where each program loses.
Investment Minimums
The EB-5 requires US$800,000 (Targeted Employment Area) to $1,050,000 (standard). The NZ AIP requires NZ$5 million minimum through direct investment (approximately US$3 million at current exchange rates), but this rises to NZ$7.5–10 million for diversified portfolios. Portugal's Golden Visa starts at €250,000 for cultural or €500,000 for investment funds.
On raw capital, the EB-5 and Portugal are significantly cheaper. New Zealand is a premium program by any measure.
Processing Speed
This is where New Zealand dominates. The AIP achieves Approval in Principle in 31–34 working days. The EB-5 currently takes 18–48 months due to backlogs, with some country-specific queues (China, India, Vietnam) stretching much longer. Portugal processes in 12–24 months.
For time-sensitive investors — those leaving a jurisdiction under political or tax pressure — the speed difference alone can justify New Zealand's higher capital requirement.
Physical Presence
The NZ AIP Growth Category requires just 21 days over 3 years — the lowest presence requirement of any comparable program. The EB-5 requires maintaining continuous US residency to keep the conditional Green Card. Portugal requires 7 days per year. Australia's now-discontinued SIV required 40 days per year.
For global executives who cannot relocate full-time, New Zealand's minimal presence is a decisive advantage.

Tax Treatment
New Zealand offers a 48-month transitional tax residency that exempts foreign-sourced passive income. After that, worldwide income is taxed at rates up to 39%.
The US taxes worldwide income from day one for all residents and citizens, with no transitional exemption. Portugal's Non-Habitual Resident (NHR) regime has been significantly restricted since 2024.
For the first four years, New Zealand offers the best tax position of any major residency program (excluding zero-tax jurisdictions like the UAE).
Path to Citizenship
New Zealand: Permanent residency after 3 years (Growth) or 5 years (Balanced). Citizenship requires an additional 5 years of substantial physical presence (1,350 days over 5 years).
US: Conditional Green Card on approval. Conditions removed after 2 years. Citizenship after 5 years of residency. However, the 18–48 month processing time means the real timeline starts much later.
Portugal: Permanent residency after 5 years. Citizenship after 5 years with language requirements.
The Trans-Tasman Bonus
New Zealand permanent residents get automatic rights to live and work in Australia. No other investment visa program gives you access to two countries. This makes New Zealand's effective "market access" comparable to the EB-5, which gives access to the US market alone.
When to Choose New Zealand
Choose the AIP if speed, minimal physical disruption, and tax efficiency matter more than raw capital cost. It is the best option for UK wealth migrants (replacing the non-dom exemption), US tech entrepreneurs (building a Plan B without relocating), and anyone who lost their Australian SIV pathway when it was cancelled in 2024.
When to Choose the EB-5
Choose the EB-5 if you need access specifically to the US market and can accept the processing timeline. The capital requirement is significantly lower, and if you intend to live in the US full-time, the EB-5 is the direct path.
