English language testing is required for almost all New Zealand residence applicants and many work visa holders. The rules differ by visa type, applicant role (principal vs. dependent), and whether you qualify for an exemption. Getting this wrong can delay your application or require ESOL tuition at significant additional cost. Here is the complete current framework.

The Two Standards: Competent vs. Functional English

New Zealand immigration uses two distinct English language levels:

Competent English — required for principal applicants in the Skilled Migrant Category and most other skilled residence pathways.

Functional English — required for partners and dependents aged 16 or over who are included in a residence application.

The band floor for IELTS (no band below 6.0) is stricter than it looks. A candidate who scores 7.0 overall but receives a 5.5 in one component does not meet the Competent English standard, even though their overall score exceeds 6.5.

Functional English is significantly more attainable, but it still requires a formal test result unless the person qualifies for an exemption.

Test Score Validity

Test scores must be no more than 2 years old at the time of application lodgement. This means if you sat IELTS 22 months ago, your results will still be valid — but barely. If your application preparation takes longer than expected and your scores expire, you'll need to re-sit.

From August 2026, registered professionals (those claiming occupational registration points under Pillar 1 of the SMC) may use test results up to 5 years old. This is a meaningful change for nurses, teachers, and engineers who qualified years ago and still hold valid professional registration.

Who Is Exempt from the English Language Test

INZ exempts certain applicants from providing a test result entirely:

Country of citizenship exemptions: Citizens of the following countries are automatically exempt from English language testing for the SMC: the United Kingdom, the Republic of Ireland, Australia, Canada, New Zealand (for secondary applicants), and the United States.

Education-medium exemptions: If you completed your primary and secondary education and tertiary degree entirely in English in a listed country, you may claim exemption. This typically applies to applicants from English-medium institutions in Singapore, Malaysia, India (some circumstances), South Africa, and similar countries — but the rules are specific. "Studied in English" for one course or for part of your schooling does not qualify. The entire programme must be English-medium.

For Functional English (partners and dependents), the exemptions are the same country-of-citizenship and education-medium rules.

If you are unsure whether you qualify for an exemption, do not assume. A refused application on English language grounds loses the $6,450 application fee.

Which Test to Choose

IELTS (Academic or General): The most widely used and most accepted test globally. The Academic and General versions are both accepted by INZ for the Skilled Migrant Category — unlike some countries that require Academic only for professional visa categories. Academic version is generally recommended if you may also be using the result for a professional registration body (NCNZ, Teaching Council, or Engineering NZ), as those bodies typically require Academic IELTS.

PTE Academic: Generally faster to book (within days in most cities) and faster to receive results (48 hours). The computer-based format suits applicants who prefer written responses over spoken interaction with an examiner. Accepted fully by INZ and equivalent in validity to IELTS.

TOEFL iBT: More common among applicants with US-linked education. Fully accepted but less commonly used in the NZ-specific migration market.

OET (Occupational English Test): Not listed in the standard INZ English language requirement framework for the SMC. However, the Teaching Council and NCNZ accept OET for their own professional registration requirements. If you're a nurse or teacher, check whether your professional registration body accepts OET, as it's specifically designed for healthcare and education professionals and may be easier to score well on.

What Happens If Your Partner Can't Meet the English Threshold

If your partner is being included in your SMC application but cannot meet the Functional English standard, you have two options:

Option 1: ESOL tuition pre-purchase INZ allows you to pre-purchase English for Speakers of Other Languages (ESOL) tuition from an approved New Zealand provider. The amount required depends on your partner's initial test score:

This is a real cost — not a deposit — and is paid upfront before your application is lodged. The partner is then required to complete the ESOL programme after arriving in New Zealand.

Option 2: Partner applies separately at a later date If the English gap is significant or the ESOL cost is prohibitive, one approach is for the principal applicant to obtain residence independently, and the partner applies later through a partner-based residence category once in New Zealand. This delays family reunification but avoids the ESOL cost.

Planning Your English Test

Test centres for IELTS and PTE are widely available in India (major cities), South Africa (Johannesburg, Cape Town, Durban), the Philippines (Manila, Cebu, Davao), and the UK. Bookings typically open 3–4 months in advance; results take 3–13 days depending on the test type and centre.

Best practice:

  1. Confirm whether you are exempt (country of citizenship or education medium)
  2. If not exempt, take your test before starting the NZQA IQA — a strong result validates your SMC pathway; a poor result tells you to prepare more before investing in other steps
  3. If you're on the borderline for the Competent English standard, be aware of the component floor rules (IELTS: no band below 6.0)
  4. Keep original test certificates and score reports — you'll need certified copies for the residence application
