Fee Paying Student Visa New Zealand: Types, Eligibility & 2026 Updates

Most international students heading to New Zealand will apply for the Fee Paying Student Visa — but it's worth understanding what that name means, how it differs from the Pathway Student Visa, and what changed in 2026 before you start the application process.

What Is the Fee Paying Student Visa?

The Fee Paying Student Visa is the standard student visa for international students who are privately funding their studies in New Zealand. "Fee paying" distinguishes these students from those who are on New Zealand government scholarships, who go through a different process.

This visa allows full-time study at an approved institution for up to 4 years, depending on the length of the program. It's the visa you apply for when you have an Offer of Place from a New Zealand university, polytechnic, private training establishment, or secondary school, and you're paying your own tuition fees.

The application is entirely online through the INZ Immigration Online portal. Paper applications (the old INZ 1012 process) are no longer accepted.

The Pathway Student Visa: A Different Category

The Pathway Student Visa is a distinct product designed for students completing linked programs — typically an English language course followed immediately by a degree or diploma at the same or partner institution. It allows students to obtain a single visa covering multiple sequential courses at approved institutions, rather than applying separately for each one.

If you're going directly into a degree program, you don't need to worry about the Pathway Visa — the standard Fee Paying Student Visa covers your enrollment. The Pathway Visa becomes relevant when your New Zealand study plan involves starting with English language training or a foundation course before entering degree-level study.

What Changed in 2026

Several significant changes to the New Zealand student visa framework have come into effect or been announced for 2026.

Fee increases (October 2024, ongoing in 2026). The base application fee increased from NZD 375 to NZD 750, and the International Visitor Conservation and Tourism Levy (IVL) rose from NZD 35 to NZD 100. The total cost for a standard online student visa application is now NZD 850. This increase was framed as cost-recovery for INZ's processing operations.

Expanded in-study work rights (November 2025). The cap on part-time work during the academic term increased from 20 hours to 25 hours per week for eligible tertiary and secondary students. Full-time work is still permitted during scheduled holiday periods for students enrolled in programs lasting at least one academic year. Short-term exchange and Study Abroad students, including those on single-semester programs, were granted in-study work rights for the first time.

Post-study visa expansions (late 2026). The Post Study Work Visa is being extended to cover graduates of Level 7 Graduate Diplomas (with conditions), and a new Short-Term Graduate Work Visa is being introduced for graduates of Level 5–7 programs who don't meet standard PSWV criteria. These changes don't affect the student visa itself, but they significantly affect your post-graduation options based on what you study.

Partner work rights tightened. The rules about which students can support a partner's work visa have become more specific. Partners only qualify for an open work visa if the principal student is enrolled in a Level 9–10 program, or a Level 7–8 program that is explicitly listed on the Green List. Students in non-Green List Level 7–8 programs cannot support a partner's work rights.

Eligibility Requirements

To qualify for the Fee Paying Student Visa, you need:

• An unconditional Offer of Place from an NZQA-approved institution
• Evidence of sufficient funds: NZD 20,000 per year for living costs (plus tuition payment or AIP evidence)
• Proof of return travel or funds to purchase a ticket
• Comprehensive health insurance
• Medical certificates and police clearance if required
• A credible genuine intent statement demonstrating you actually plan to study

The financial proof requirements haven't changed in the 2026 updates — the NZD 20,000 threshold remains in place, which is notably lower than Australia's AUD 29,710 living cost requirement or Canada's CAD 22,895.

Processing Time and Practical Timeline

INZ recommends applying at least 3 months before your intended travel date. Approximately 80% of applications are processed within 8 weeks. Applications that require additional verification — typically those with financial documentation questions or genuine intent concerns — take longer.

For offshore applicants concerned about committing large tuition payments before visa approval, the Approval in Principle (AIP) process allows INZ to assess your application and issue conditional approval before you transfer tuition funds internationally.

What You Need to Decide Before Applying

Two decisions significantly affect your post-visa outcomes and are worth settling before you apply:

What level of qualification? A Level 7 Bachelor's degree or above gives you a 3-year open Post Study Work Visa after graduation. Level 4–6 diplomas give you a 1-year restricted visa. For most students whose goal includes permanent residency, this isn't just an academic choice — it's a visa strategy decision.

Is your course Green List aligned? If you're studying a program that qualifies for the Green List — nursing, civil engineering, software engineering, secondary teaching, and dozens of other roles — you may be eligible for partner work rights during study, and for an accelerated pathway to permanent residency after graduation.
