Ukrainian Passport Renewal in Germany 2026: Consular Services and Military Registration Rules

Your Ukrainian biometric passport has an expiry date. In Germany, that date matters: your Ukrainian passport is required for consular services, for many German administrative processes, and for travel within the Schengen area. Renewal is not automatic, and the rules changed significantly in 2025–2026.

The Current Rule: No More Automatic Extensions

Before 2025, Ukrainians abroad could sometimes rely on passport validity extensions or travel documents. That standard practice has largely ended. As of 2026, Ukrainian citizens whose biometric passports have expired must apply for a new passport — a simple extension is no longer the default option for international travel purposes.

You need a new biometric passport if your current one is expired or expiring within 6 months, and you plan to travel outside Germany.

Note: for remaining within Germany and for German immigration purposes, your Ukrainian passport's expiry does not affect your §24 residence permit validity — Germany's automatic extension ordinances cover §24 holders independently. But for travel and for all consular services, you need a valid document.

Where to Renew in Germany

Ukrainian consular services in Germany operate at four locations:

  • Berlin — Embassy of Ukraine (primary, highest capacity)
  • Hamburg — Consulate General
  • Frankfurt am Main — Consulate General
  • Munich — Consulate General

All four accept passport applications. Processing times and appointment availability vary by city. Frankfurt and Munich have generally shorter waiting times than Berlin, which handles the highest volume of applications in Germany.

DP Document offices in Berlin and Cologne also offer Ukrainian document processing in cooperation with official channels — useful for supplementary services but not a replacement for consulate applications for passports.

How to Apply

  1. Book an appointment through the consulate's official online appointment system (portal.mfa.gov.ua or the specific consulate's booking page)
  2. Prepare your documents: current passport (even if expired), proof of residence in Germany (registration confirmation / Anmeldung), photos
  3. Pay the passport fee at the consulate (fees are set in hryvnia equivalent; as of 2026 approximately €50–€100 depending on processing speed)
  4. Collect the passport in person or by mail, depending on consulate policy

Appointment demand significantly exceeds capacity at all four consulates, particularly in Berlin. Book as far in advance as possible — waiting times of 2–4 months for appointments are common.

The Military Registration Requirement: What Men Need to Know

In 2025, Ukraine introduced a requirement that men aged 18 to 60 must maintain updated military registration data before accessing consular services. This requirement is implemented via the Diia app and applies to passport renewals, document certifications, and other consular transactions.

What this means in practice:

  • Men in this age group must have their military registration status current in the Diia system
  • If your military registration data is not updated, consular services may be declined
  • Military registration can be updated through the Diia app or at a consulate appointment — the consulates can assist in updating registration, though this adds to appointment demand

The requirement has created significant complexity and anxiety among Ukrainian men in Germany, particularly those who left Ukraine after the mobilization law changes. The specifics of what "updated registration" requires and how it affects individual situations depend on the applicant's personal military record.

If you are a man in the 18–60 age range and are uncertain about your registration status, use the Diia app to check your current status before booking a consulate appointment. Arriving at an appointment with unresolved registration status risks the appointment being declined and a new wait for the next slot.

Travel During Renewal

A valid §24 residence permit with a Fiktionswirkung (bridge document) covers your right to remain and work in Germany while your Ukrainian passport is being renewed. However, for Schengen travel, you need a valid travel document. Some Schengen countries accept Ukrainian travel documents issued by German authorities for stateless-equivalent situations — but rules vary by country.

If you anticipate needing to travel internationally while your Ukrainian passport application is pending, ask your local Ausländerbehörde about a German travel document (Reiseausweis für Ausländer) as a temporary measure.

Effect on German Visa and Permit Applications

German immigration authorities require a valid foreign passport for new permit applications. However, for permit renewals and the Blue Card transition from §24, some Ausländerbehörden accept a current Ukrainian passport application confirmation from the consulate as evidence that the document issue is pending. Contact your specific Ausländerbehörde to confirm their policy — it varies by city.
