Islamic Azad University: The Complex Case

Azad University is Iran's largest higher education network, with over 400 branches across the country. The Anabin status of Azad University degrees is not uniform — it depends entirely on which branch issued your degree and, in some cases, which year you graduated.

The general pattern in 2026:

  • Tehran Central Branch (Azad University – Central Tehran) — H+/- or H+ depending on the degree program
  • Major provincial branches (Isfahan, Mashhad, Tabriz, Shiraz) — H+/- for most programs
  • Smaller provincial branches — frequently H- or absent from the database entirely

If your Azad University branch holds H+/- status, you will need a ZAB Statement of Comparability for your Blue Card application. Plan for 4–6 months to receive this assessment.

If your branch is H-, the academic Blue Card route is closed. You have two options: qualify via the IT specialist experience route (if you have 3+ years of IT experience), or have a German employer sponsor a standard Skilled Worker Visa where the recognition assessment happens through the relevant professional body rather than ZAB.

Even if your university is H+ in Anabin, you may still need a ZAB Statement of Comparability if:
