ZAB Statement of Comparability for Iranian Degrees: When You Need It and How to Get It

Not every Iranian applicant needs a ZAB Statement of Comparability. But if your university holds H+/- status in Anabin — Azad University being the most common case — or if your specific degree title does not appear in the database, the ZAB assessment is mandatory before you can get a Blue Card or most other German skilled worker permits.

The critical issue is timing: the ZAB process takes 4–6 months for individual applicants. Starting it late is one of the most common reasons Iranian Blue Card applications stall at the pre-review stage.

What the ZAB Does

The Central Office for Foreign Education (Zentralstelle für ausländisches Bildungswesen, ZAB) is Germany's national authority for evaluating foreign academic credentials. When the Anabin database gives an inconclusive result — H+/-, H-, absent from the database, or where the degree title does not match — the ZAB conducts an individual assessment and issues a "Statement of Comparability" (Zeugnisbewertung).

The statement declares what your Iranian degree is equivalent to in the German qualification system — for example, "equivalent to a German Master's degree (Hochschulabschluss)" or "equivalent to a German Bachelor's degree (Hochschulabschluss)." This statement is then submitted with your visa application.

When You Need a ZAB Assessment

You need a ZAB assessment if:

  • Your university holds H+/- status in Anabin (applies to most Azad University branches)
  • Your university is H- (not recognized) — though in this case, the ZAB may not issue a positive statement; you may need to explore alternative pathways
  • Your university is H+ but your specific degree title does not appear in the Anabin degree list
  • Your degree is from a research institute or non-university institution not listed in Anabin
  • The German Embassy, the Ausländerbehörde, or your German employer's HR specifically requests one

You do not need a ZAB assessment if:

  • Your university is H+ in Anabin
  • Your specific degree title appears in that university's Anabin entry
  • The German embassy or Ausländerbehörde has not requested one

When in doubt, check directly with the Ausländerbehörde in the German city where you will be living. Different offices have different administrative practices.

Azad University: The Special Case

Islamic Azad University has over 400 branches. The Anabin status varies by branch, not by the university system as a whole:

  • Major urban branches (Tehran Central, Tehran North, Isfahan, Mashhad, Shiraz, Tabriz) — typically H+/- for most programs, meaning a ZAB assessment is required
  • Small and mid-size branches — often not listed or listed as H-
  • Some specific programs at large Azad branches have been upgraded to H+ individually — check the database at the degree title level, not just the institutional level

For most Azad University graduates in engineering or IT applying for a Blue Card, a ZAB assessment is the expected requirement. Start this process as early as possible — ideally while you are still searching for a German job offer.

The MSRT Verification Step

Before the ZAB will assess an Iranian degree, the degree must have been verified domestically within Iran's educational system. The Ministry of Science, Research and Technology (MSRT) runs a portal (samaneh.msrt.ac.ir) for this purpose.

Your university submits (or confirms) your degree in the MSRT portal. The MSRT issues a verification stamp. This stamp is required before the Ministry of Justice will authenticate the document, and the entire subsequent legalization chain (Ministry of Justice → MFA → consular legalization) depends on it.

For Azad University graduates: the process goes through the Azad University's central system rather than directly through MSRT. Confirm with your branch's academic records office which channel is used for MSRT verification.

If you are outside Iran and cannot visit in person, a trusted representative (family member or appointed agent) can initiate this process on your behalf.

The ZAB Application Process

  1. Create an account on the ZAB's online portal at kmk.org/zab
  2. Select your country (Iran) and degree type
  3. Upload your legalized documents: degree certificate with MSRT verification, Ministry of Justice and MFA authentication, and certified German translation
  4. Pay the assessment fee: approximately €200
  5. Wait for the assessment: 4–6 months for standard applicants

Under the Accelerated Skilled Worker Procedure (§81a AufenthG), if a German employer has sponsored your fast-track application, the ZAB is legally required to complete the assessment within three months. Employer sponsorship does not change the underlying requirements — it accelerates the timeline.

What the ZAB Looks At

The ZAB evaluates:

  • The institutional status of your university (cross-referenced with Anabin and international databases)
  • The content and level of your specific degree program
  • The number of years of study
  • Any Iranian government or professional body recognition of the qualification

For a standard four-year Iranian engineering Bachelor's (Karshenasi) from a reputable institution, the ZAB typically recognizes it as equivalent to a German Bachelor's (Hochschulabschluss). A two-year Karshenasi-Arshad (Master's) following the Bachelor's is typically equivalent to a German Master's.

The ZAB does not assess vocational or sub-degree qualifications — only academic degrees from universities and research institutions.

What Happens If the Assessment Is Negative

A negative ZAB statement — where the degree is assessed as below degree level, or the institution is found not comparable — closes the academic Blue Card route. Options at that point:

  • IT Specialist route: if you have 3+ years of professional IT experience in the last 7 years and a qualifying salary offer, you can obtain a Blue Card without degree recognition
  • Employer-driven recognition: some German professional bodies (Anerkennungsstellen) conduct recognition under the Recognition Act rather than ZAB assessment; outcomes may differ
  • Qualification upgrade: some applicants pursue additional German qualifications or professional certifications to strengthen the application

A partial recognition (e.g., equivalent to a German Bachelor's but not Master's, when you hold an Iranian Master's) is common and often still sufficient for a Blue Card if your salary meets the threshold.

Integrating ZAB Into Your Timeline

The ZAB assessment is the longest single administrative item in the Iranian Blue Card process that you control. Initiate it as soon as you decide to pursue a German work visa:

  • Month 1: Check Anabin. If ZAB required, start MSRT verification immediately
  • Month 2: Complete MSRT verification, begin legalization chain
  • Month 3–4: Submit ZAB application with fully legalized documents
  • Month 4–7: Wait for ZAB assessment
  • Month 7: ZAB statement in hand — continue with job offer search and visa application

If ZAB is not required (H+ university, matching degree title), months 3–7 are freed up. Use them for the Sarrafi blocked account setup and German language study.
