HEC Degree Attestation: How to Use the e-Services Portal for UK Visa Documents
Your UK employer has assigned a Certificate of Sponsorship. You have a three-month window to submit your visa application. And HEC attestation — the mandatory stamp that transforms a Pakistani degree into a document the Home Office will accept — typically takes 10 to 15 working days on the normal track, longer if you hit any of the common failure points. For Pakistani professionals applying for a UK Skilled Worker visa, the HEC e-services portal is where the document preparation process starts, and where many applicants lose weeks they cannot afford to lose.
What HEC Attestation Does and Why the UK Requires It
The Higher Education Commission (HEC) is Pakistan's regulatory body for university-level qualifications. When the HEC stamps and signs your degree, it is confirming to foreign authorities that the degree is genuine, issued by a recognized institution, and that you are who the degree says you are.
UK Visas and Immigration does not independently verify Pakistani university degrees. Instead, it relies on the HEC attestation as proof that the degree is authentic, and on Ecctis (formerly UK ENIC) to map the attested degree to the UK's Regulated Qualifications Framework. Without HEC attestation, the Ecctis verification process cannot proceed, and without Ecctis verification, the Home Office will refuse the English language and qualification components of your application.
Every degree in your academic history must be attested — not just the highest one. HEC requires a complete academic record from Matriculation onward. This means your Matric certificate, Intermediate certificate, and your Bachelor's or Master's degree all need to go through the process. Attempting to submit only your Master's degree to HEC will result in rejection.
Creating Your HEC e-Services Profile
The attestation process begins at the HEC e-services portal (hec.gov.pk). You will need to create a profile and upload:
- Scanned copies of all degrees and certificates from Matriculation onward
- A scanned copy of your CNIC (must match the name on all academic documents exactly)
- Your IBCC equivalence certificate if any of your pre-university qualifications are O-levels or A-levels
The portal requires the name on your academic documents to match your CNIC exactly, including your father's name. This is a hard requirement. "Muhammad Usman" and "M. Usman" are treated as inconsistencies. If there is any discrepancy between your CNIC and your degree certificates, you must resolve it before submitting — either through a NADRA name correction or an affidavit bridging the two names. Submitting with a mismatch does not result in a helpful error message; it results in your documents being returned unattested.
After uploading documents, the system requires you to generate a PSID (Payment System ID) and pay the attestation fee before you can schedule an appointment. Fee payment uses the 1-Link system — you can pay at any 1-Link enabled ATM or through internet banking. The fee is PKR 1,000 per original degree and PKR 700 per photocopy attestation.
Choosing Between Urgent (Walk-In) and Normal (Courier) Service
Normal (Courier) Service — PKR 1,000 per original degree. You send documents via Gerry's FedEx or another designated courier to one of HEC's regional centers (Islamabad, Lahore, Karachi, Peshawar, or Quetta). Processing takes 10 to 15 working days. The attested documents are returned by courier.
Urgent (Walk-In) Service — PKR 4,000 total (PKR 1,000 base fee plus PKR 3,000 urgency surcharge). Same-day attestation, but you must physically attend the HEC regional center and you must book a slot in advance. Slots are released daily and are frequently fully booked for weeks. This service is ideal for professionals with imminent CoS deadlines, but you cannot rely on walk-in slots being available when you need them.
For UK visa purposes, the urgent service is almost always worth attempting first. Given that the CoS window is three months and HEC attestation is just one of several parallel processes (alongside the TB test, Ecctis verification, and VFS appointment booking), losing two weeks to normal courier processing can create a bottleneck.

The Lamination Problem
One of the most common failure points in HEC attestation is submitting a laminated degree certificate. HEC stamps and security stickers must be applied directly to the paper. A laminated degree cannot be attested.
If your degree is laminated, you have two options: remove the lamination (risky, often damages the document), or request a duplicate original from your issuing university. Most Pakistani universities issue duplicate degrees upon formal application for a fee. The duplicate process typically takes two to four weeks. If your degree is laminated and you have a tight CoS deadline, request the duplicate before anything else.
What HEC Attestation Covers and What It Does Not
HEC attestation confirms that:
- The degree was issued by a recognized institution
- The institution was HEC-recognized at the time of graduation
- The applicant's identity matches HEC records
HEC attestation does not confirm the equivalence of your Pakistani degree to a UK qualification. That equivalence mapping — required to satisfy the English language and qualification conditions of the Skilled Worker visa — is done separately by Ecctis using the HEC-attested degree as its input.
The two processes should run in sequence: HEC attestation first, then Ecctis submission. The Ecctis QLS process takes a further 20 working days and cannot be accelerated once submitted.
For Overseas Applicants
If you are already outside Pakistan and need HEC attestation done remotely, HEC has designated international courier collection points in partnership with Gerry's FedEx international offices. The procedure requires sending your original documents to an HEC-recognized overseas handling agent in the country where you currently reside, along with your PSID payment confirmation and a completed application form.
The overseas attestation process adds approximately one to two weeks to the standard timeline for courier shipping. Many Pakistani professionals in the Gulf, Malaysia, or Southeast Asia use this route when preparing UK visa applications from their current place of work.
