Police Clearance Certificate for UK Visa: Nigeria, Pakistan, and Philippines Guide

Police clearances are among the most time-sensitive documents in a Skilled Worker application — and the most frequently rejected. The reason is almost never the underlying criminal record check itself. It is authentication: applicants secure the local document, skip the mandatory final step, and UKVI rejects it on sight. This guide covers the full process for Nigeria, Pakistan, and the Philippines.

Who Needs a Police Clearance Certificate

A police clearance is mandatory for Skilled Worker applicants sponsored in healthcare, education, or social care roles — and for any other role if the Home Office specifically requests one. If your role falls outside those sectors, check your CoS carefully; your employer's legal advisers should confirm whether a clearance is required for your specific SOC code.

If required, you must provide a certificate from every country where you have lived for 12 months or more during the past 10 years.

Nigeria: POSSAP and the Mandatory MFA Stamp

The single biggest failure point for Nigerian applicants is submitting the POSSAP PDF without the Ministry of Foreign Affairs authentication stamp. UKVI cannot verify Nigerian Police Force database QR codes remotely, so an unauthenticated digital document is treated as insufficient evidence and rejected automatically.

Step 1 — Apply via the POSSAP portal. Register at the Nigeria Police Force's POSSAP portal (possap.gov.ng). The fee is ₦10,000–₦15,000. You will receive an application reference number.

Step 2 — Biometric capture. You (or an authorized agent) must attend a Nigerian Police Force biometric capture location, typically the Force CID facility at Alagbon Close in Lagos, or a designated state command. Fingerprints and photograph are taken.

Step 3 — Collect the POSSAP PDF. Once processed, a digital PDF with a QR code is issued. This document alone is not valid for UK immigration purposes.

Step 4 — Authentication at the Ministry of Foreign Affairs, Abuja. Take the printed POSSAP certificate to the Ministry of Foreign Affairs offices in Abuja for physical authentication. The MFA applies an official stamp confirming the document's legitimacy for international use. Standard processing at the MFA takes 5–7 working days in normal periods, but can extend to several weeks during peak periods (typically October–December). If you are outside Nigeria, a trusted agent or family member can handle this step on your behalf.

Step 5 — Submit the MFA-authenticated original. The document you upload to UKVI must be the version bearing the physical MFA stamp. The QR-code-only PDF will be rejected.

Pakistan: PKM Portal or Manual Authority Letter

Pakistan's process varies significantly depending on your province of origin, which is a detail that catches many applicants off guard.

For Punjab, Islamabad, and AJK applicants — PKM Global Portal route:

  1. Register on the Pakistan Khidmat Markaz (PKM) Global portal at pkm.punjab.gov.pk or the dedicated overseas portal
  2. Pay the required fee online
  3. The police station in your relevant district conducts verification
  4. Collect your Police Character Certificate digitally or by courier

For Sindh, Khyber Pakhtunkhwa, and Balochistan applicants — Manual Authority Letter route:

Applicants from these provinces cannot use the PKM portal and must follow a manual process:

  1. Draft an Authority Letter addressed to the relevant police authority, requesting a character certificate
  2. Have the letter attested by the British High Commission in your current country of residence
  3. Send the attested letter to a relative or agent in Pakistan, who presents it to the local police station for processing
  4. The completed certificate is sent back to you

MOFA attestation — required for all provinces:

Once you have the police certificate from any province, it must be attested by the Ministry of Foreign Affairs (MOFA) in Islamabad before it is valid for UK immigration. After MOFA attestation, in some cases the document must also be endorsed by the UK High Commission. Confirm the current requirement with UKVI's official guidance at the time of your application, as the specific steps can change.

TB testing is also mandatory for Pakistani applicants at approved clinics including AMC Lahore and AMC Islamabad.

Philippines: NBI Clearance and DFA Apostille

The Philippines uses the National Bureau of Investigation (NBI) for police clearances. The process is well-documented, but one common delay trips up applicants: the "Hit" status.

Step 1 — Register online at the NBI Clearance portal. Go to clearance.nbi.gov.ph, create an account, fill in personal details, and select your preferred NBI branch for biometric capture.

Step 2 — Pay the fee. Payment can be made through partner payment centers or online channels. Fees are typically in the range of ₱130–₱160.

Step 3 — Attend the NBI branch for biometrics. You must appear in person for fingerprint capture and photograph. Bring your valid passport.

Step 4 — Handle a "Hit" if flagged. If your name matches an entry in the NBI criminal database, your application receives a "Hit" status. This does not mean you have a criminal record — common first and last names frequently trigger matches. A "Hit" triggers a mandatory 10-day delay while NBI staff manually verify the entry. There is no way to accelerate this step. If you are planning an application with a tight timeline, factor in the possibility of a Hit delay.

Step 5 — Collect the NBI Clearance certificate.

Step 6 — Apostille from the Department of Foreign Affairs (DFA). For UK immigration purposes, your NBI clearance must be apostilled by the DFA. Submit the clearance at a DFA office or consular post offering apostille services. Apostille fees are approximately ₱200. The apostilled version is the document you upload to UKVI. An NBI clearance without a DFA apostille is not sufficient.

Timing Your Police Clearance Application

All three processes have variable lead times. Work backwards from your intended visa application date and add a generous buffer:

  • Nigeria (POSSAP + MFA): Allow 4–8 weeks minimum, longer if you are outside Nigeria
  • Pakistan (all provinces + MOFA): Allow 4–6 weeks for within-Pakistan processing; add 2+ weeks if using an agent remotely
  • Philippines (NBI + DFA apostille): Allow 2–4 weeks under normal conditions; add 10 days if a Hit occurs

Because police clearances have limited validity windows — typically six months from the date of issue — start this process as early as you can, but time it so the certificate does not expire before you submit your visa application.
