Subclass 189 Invitation Rounds 2026: Points Cut-Offs for Indian IT and Engineering

The Subclass 189 invitation round is where the mathematics of the points test collides with the reality of supply and demand. Your points score tells you whether you are legally eligible for an invitation. The cut-off score tells you whether you will actually receive one.

For most Indian IT and engineering professionals, those two numbers are very different — and the gap determines how long you wait.

How the Round System Works in 2025–2026

The Department of Home Affairs moved to a quarterly invitation model for the 189 visa in the 2025–26 financial year. This means rounds occur approximately four times per year — centered on October, January, April, and July — rather than the rolling monthly or fortnightly rounds that operated in prior years.

The quarterly cadence has two important consequences:

Missing a round is expensive. If you are one point below the cut-off when a round runs, you wait three months for the next opportunity. Previously, a missed monthly round meant a four-week wait.

EOI pools accumulate more candidates between rounds. With three months of new EOI submissions in the pool before each round, the competition is higher-volume than in shorter cycles. For pro-rata occupations, the Date of Effect tie-breaker becomes more critical because more candidates at the same score are competing for limited slots.

The Four-Tier System and What It Means for Indian Professionals

The Department uses a four-tier priority framework that determines which occupations are invited first and at what points level:

Tier 1 — Medical and construction (highest priority): Surgeons, cardiologists, bricklayers, plumbers. Invitations regularly issued at 65 to 75 points. For Indian doctors in shortage specialties, the 189 pathway remains accessible.

Tier 2 — Education and social services (high priority): Secondary school teachers, early childhood educators, social workers. Typical cut-offs 75 to 85 points. Still achievable for Indian educators with the right qualifications.

Tier 3 — Core skills, engineering and licensed trades: Civil engineers (233211), mechanical engineers (233512), network engineers (263111). Cut-offs have stabilized at 85 to 90 points — more achievable than Tier 4 but still requiring Superior English or partner skills.

Tier 4 — Oversupplied/standard (ICT and business): Software Engineer (261313), ICT Business Analyst (261111), Analyst Programmer (261312), Accountants (221111). This is where the majority of Indian applicants sit. Cut-offs of 95 to 105 points. At these levels, the only viable 189 invitations go to candidates who have maximized every available points source.

Occupation-Specific Cut-Off Reality for Indians

Software Engineer (261313) and Analyst Programmer (261312) — Tier 4

A typical high-scoring Indian software engineer in the 2026 pool:

• Age 28: 30 points
• Superior English (PTE 79+): 20 points
• 5 years ACS-recognized experience: 10 points
• Bachelor's degree: 15 points
• Partner with skills assessment: 10 points
• NAATI CCL: 5 points
• Total: 90 points

At 90 points, this candidate is below the Tier 4 cut-off for a Subclass 189 invitation in most rounds. The 190 state nomination (adding 5 points) or 491 (adding 15 points) brings the effective score to 95 or 105 — which puts the candidate in the invite range for state-nominated streams.

For a direct Subclass 189 invitation in Tier 4, an Indian IT professional typically needs 95 to 100+ points. This level of score is difficult to achieve without:

• Being in a younger age band (25 to 32, 30 points)
• Superior English (20 points)
• At least 5 years ACS-recognized experience (10 points)
• Partner with a positive skills assessment and competent English (10 points)
• NAATI CCL (5 points)
• Bachelor's degree (15 points)
• Possibly an Australian study supplement (5 points if applicable)

ICT Business Analyst (261111) — Tier 4

Same tier, same competitive pressure as software engineers. Many Indian BA professionals find that their ACS assessment results in a larger year deduction than expected (particularly if their degree is non-ICT or marginally related), reducing their experience points claim.

For 261111, the state nomination pathway is more commonly the route to success. NSW and Victoria both include ICT Business Analyst in their priority sectors for 190 nominations.

Civil and Structural Engineers (233211, 233214) — Tier 3

Indian civil and structural engineers assessed by Engineers Australia under the Washington Accord accredited pathway (if their institution was NBA-accredited) sit in Tier 3. Cut-offs in Tier 3 are typically 85 to 90 points — meaningfully lower than Tier 4.

For Indian engineers with 8+ years of post-qualification experience (after Engineers Australia's own recognition process), a total score of 85 to 90 is achievable without state nomination. The Subclass 189 direct pathway remains viable for Tier 3 engineering occupations in a way that it is not for Tier 4 ICT.

The Pro-Rata Cap in Practice

Pro-rata occupations have a monthly cap on the number of invitations issued. For the occupations that most Indian professionals nominate — software engineers, business analysts — the monthly quota fills quickly.

This means: even if your points score meets the cut-off, you may not be invited in the current round because the pro-rata allocation for your occupation was exhausted by candidates with an earlier Date of Effect. Your invitation is deferred to the next quarterly round.

The strategic implication: submit your EOI at the highest possible score, as early as possible. Do not submit at a suboptimal score "to get in the queue" and plan to update later — updates reset your Date of Effect.

What "Processing Time" Means After Invitation

Once you receive an Invitation to Apply, the visa processing timeline begins. You have 60 days to lodge the full application.

After lodgement, the median processing time for Subclass 189 applications as of early 2026 is:

• 75% of applications processed within: approximately 6 to 8 months
• 90% of applications processed within: approximately 12 to 14 months

Processing times vary based on:

• Whether your occupation is in a high-volume wave (Indian IT applications come in large volumes and undergo additional verification)
• Completeness of your application at lodgement
• PCC and medical clearance turnaround from Indian authorities
• Any Request for Further Information from the case officer

For Indian applicants, the PCC from the Passport Seva Kendra or Regional Passport Office needs careful timing — the PCC has a 12-month validity, and if it expires before the visa is granted, you must obtain a new one. Apply for the PCC approximately two to three months after lodgement, not immediately.

The Honest 2026 Assessment for Indian ICT Professionals

The Subclass 189 is not the primary pathway for the majority of Indian IT professionals applying in 2026. The combination of reduced 189 allocations, Tier 4 designation for ICT occupations, pro-rata caps, and cut-offs of 95 to 105 points means the federal pool is highly selective.

The Subclass 190 state nomination (effectively 5 bonus points toward the state-specific cut-off) and Subclass 491 regional pathway (15 bonus points, 3-year regional commitment, then a pathway to PR) are the realistic routes for most Indian software engineers and business analysts.
