Nigerian Nurse Migrating to Australia: ANMAC Modified Skills Assessment Guide 2026

Australia has a nursing shortage it cannot fill domestically, and Nigerian Registered Nurses are actively recruited to fill it. The demand is real — particularly in regional areas of South Australia, Victoria, and Western Australia. But the path from Nigerian nursing registration to Australian PR has three specific bottlenecks that no one warns you about until you are already stuck in one of them.

Here is how the ANMAC assessment works for Nigerian nurses in 2026, what actually delays applications, and how to avoid the most expensive mistakes.

Why Australian Demand for Nigerian Nurses Is Real

Australia is experiencing significant nursing shortages in regional areas and specialty units. The Australian government's infrastructure, healthcare, and technology sectors are the primary growth drivers for the 2026 program year. Registered Nurses sit on the Medium and Long-Term Strategic Skills List (MLTSSL), which means they are eligible for all three major skilled visa subclasses: 189 (independent), 190 (state nominated), and 491 (regional).

Nigerian nurses are in high demand specifically because many have experience in high-acuity environments — understaffed wards, limited-resource settings, and wide clinical scope. These are translatable skills for regional Australian healthcare facilities that also run lean.

The Two ANMAC Assessment Pathways

Full Skills Assessment The standard pathway for Nigerian nurses who have not yet initiated any registration process in Australia. You apply to ANMAC with your educational transcripts, registration documents, and employment history. ANMAC evaluates whether your Nigerian nursing qualification meets Australian standards for a Registered Nurse.

Modified Plus Skills Assessment A faster pathway for nurses who have already received In-Principle Approval from AHPRA (Australian Health Practitioner Regulation Agency), the Australian nursing board. In-Principle Approval means AHPRA has reviewed your qualifications and conditionally agrees to register you once you arrive and pass any required assessment. The Modified Plus pathway recognizes this existing AHPRA review, significantly shortening the ANMAC process.

Most Nigerian nurses applying from Nigeria will start with the Full Skills Assessment and then transition to Modified Plus after AHPRA engagement.

The Three Bottlenecks: Honest Assessment

Bottleneck 1: NMCN Verification

ANMAC requires a "Certificate of Good Standing" sent directly from the Nursing and Midwifery Council of Nigeria (NMCN) to ANMAC's offices in Canberra. The word "directly" is important — it cannot go through you, and ANMAC will not accept a certificate you bring yourself.

The NMCN process to dispatch this certificate is manual. The council's administrative workload is high. For many Nigerian nurses, this step takes several months, not several weeks. Applicants who are already abroad have reported success by using a proxy service (like HelpMeWaka) or, most reliably, by having a trusted person physically visit NMCN headquarters in Abuja to ensure the verification letter is prepared and dispatched.

You cannot start ANMAC without this. Start the NMCN verification process first, before anything else.

Bottleneck 2: Clinical Hours Breakdown

Nigerian university nursing transcripts typically list units of study and grades. They do not break down the hours spent in theoretical classroom instruction versus clinical placement. ANMAC requires this breakdown.

"Theoretical Hours: 2,400 hours / Clinical Placement Hours: 1,200 hours" — something like that. If your transcript does not include it, you need a supplementary letter from the Dean of your nursing faculty (or the Head of Department) that explicitly states these hours.

This letter is notoriously difficult to obtain. Nigerian nursing faculties are not set up to produce this on request — it requires someone to review the actual curriculum and calculate the hours, then sign a letter on official letterhead. Many applicants underestimate how long this takes. Add 4 to 8 weeks minimum for the faculty to respond, and follow up proactively.

Bottleneck 3: English Language Standard for Nurses

ANMAC's English requirement is stricter than the general Australian migration standard:

  • IELTS Academic: 7.0 in each band (not average — every individual band)
  • OET (Occupational English Test): Grade B in every section
  • PTE Academic: Not accepted for ANMAC nursing assessment

This is a significant difference from other skilled migrants who can use PTE Academic to achieve "Superior English" and maximize points. Nigerian nurses must use IELTS Academic or OET. If you have been preparing for PTE to save money or because you prefer AI scoring, redirect that preparation now.

IELTS Academic in Nigeria costs approximately ₦280,000 to ₦300,000. OET costs around AUD 587 (approximately ₦700,000 at current rates) but is designed specifically for healthcare professionals. OET's healthcare-specific reading passages and clinical scenarios may be more familiar territory for practicing nurses than the general academic content of IELTS.

Test centers for IELTS Academic are available in Lagos, Abuja, Port Harcourt, and Enugu. Port Harcourt now hosts multiple venues, catering specifically to healthcare workers from the Niger Delta oil sector region.

The Points Profile for a Nigerian Registered Nurse

A 30-year-old Nigerian Registered Nurse with 6 years of post-registration experience:

  • Age 25-32: 30 points
  • Proficient English (IELTS 7.0 — the minimum): 10 points
  • 6 years skilled employment: 15 points
  • 491 regional nomination (South Australia or Victoria regional): 15 points
  • Total: 70 points — inside typical 491 invitation rounds

To improve this profile:

  • Achieve IELTS 8.0 in every band (Superior English) to move from 10 to 20 points: total becomes 80 points
  • Get spouse skills assessed if they have a relevant qualification: add 10 points

The English language test is the primary lever for nurses. The difference between 7.0 and 8.0 in every IELTS band is 10 points on the migration scale.

State Nomination for Nigerian Nurses

Registered Nurses are among the most actively recruited occupations for state nomination. South Australia's regional health system, Victoria's rural health authority, and Western Australia's health department all have active recruitment pipelines for internationally trained nurses.

South Australia specifically welcomes offshore applicants (nurses who have never been to Australia) through its offshore stream, provided the occupation is on the state's own occupation list. Nurses consistently appear on this list.

For the 491 visa, "regional" areas include cities like Adelaide, Perth, and Hobart — not just small country towns. Many Nigerian nurses begin in Adelaide or Perth where Nigerian community networks already exist, and transition to other cities once they have established their career.

After Visa Grant: Registration with AHPRA

The ANMAC assessment is for migration purposes. It is separate from your actual right to work as a nurse in Australia, which requires AHPRA registration. Most Nigerian nurses who receive their ANMAC positive outcome and enter Australia on a skilled visa will then need to complete an AHPRA-approved bridging program before practicing independently. The OSCE (Objective Structured Clinical Examination) is typically required for nurses who trained outside Australia.

Starting the AHPRA engagement process while still in Nigeria — even before your visa is granted — reduces the delay between arriving and being able to work.
