Pakistan Police Clearance Certificate for Australia Visa: Province by Province Guide

The Australian character requirement for skilled visas means you need a Police Character Certificate (PCC) from every province in Pakistan where you have lived for 12 months or more. A single Islamabad-issued certificate is not sufficient if you spent years in Karachi or Lahore. Getting this wrong — submitting only one certificate when multiple are required — is grounds for a Request for Further Information at the visa stage, adding months to your application.

Here is exactly how the process works in each province, including the key procedural differences between Punjab, Sindh, and KP.

What Australia Requires

The Department of Home Affairs requires character evidence from every country, territory, and region where you have spent 12 cumulative months or more since turning 16. For Pakistani applicants, this is province-specific — you need a PCC from Punjab if you lived there, from Sindh if you lived there, and from KP if you lived there.

The certificate must be:

• Issued by the relevant provincial police authority
• Attested by the Ministry of Foreign Affairs (MoFA) Pakistan
• Not older than 12 months at the time of visa lodgement — though practically, obtaining the PCC closer to your visa lodgement date (within 6 months) is safer given how long the visa processing takes for Pakistani applicants

If you are currently residing outside Pakistan, there are specific overseas options detailed below.

Punjab: The Most Modernized Process

Punjab Police has the most advanced PCC system in Pakistan through the "Police Khidmat Markaz" (PKM) network.

Online application: Applications are made through the Punjab Police online portal. You'll need your CNIC, current address, and relevant personal details.

Processing time: Approximately 3 working days via the PKM centers, which is significantly faster than other provinces.

Required documents:

• Computerized National Identity Card (CNIC)
• Passport copy
• Proof of address in Punjab
• Application fee payment receipt

For applicants currently outside Pakistan: The Punjab Police operates through Pakistani consulates in major cities including Birmingham and Manchester. The Global Portal allows overseas Pakistanis with a valid CNIC or NICOP to apply remotely.

Sindh and Khyber Pakhtunkhwa: The Manual Process

Sindh and KP have not yet modernized to the same extent as Punjab. The process in these provinces typically remains manual and requires either personal attendance or a Power of Attorney.

Sindh PCC:

• Applications are submitted at the District Superintendent of Police (DSP) or Senior Superintendent of Police (SSP) office
• Requires a visit to the local police station first, then the district headquarters for endorsement
• Processing time: 7–15 working days depending on the district

KP PCC:

• Similar manual process through SSP offices
• Can be slower in more remote districts
• Processing time: 10–20 working days

If you are abroad: For both Sindh and KP, if you are outside Pakistan, you typically need to issue a Power of Attorney (PoA) to a blood relative in Pakistan. The PoA must be notarized by a Pakistani consulate or embassy in your country of residence, then attested by MoFA Pakistan before your relative can use it at local police offices.

The MoFA Attestation Step

Regardless of which province issues your PCC, the certificate must be attested by the Ministry of Foreign Affairs (Pakistan) before it has validity for Australian immigration purposes. The Australian Department of Home Affairs treats an un-attested provincial certificate as having limited evidentiary weight.

MoFA attestation is done at MoFA attestation offices in Islamabad, Karachi, and Lahore. The process:

1. Bring the original PCC (already stamped by the issuing police authority)
2. Complete the MoFA online appointment or walk-in depending on the office
3. Fee: approximately PKR 3,500 per document
4. Processing time: 1–3 working days in normal circumstances

For overseas applicants, the Pakistani embassy or consulate in your country of residence can perform the same attestation function, often in conjunction with consular notarization services.

Timing the PCC Within Your Application

PCCs have a validity shelf-life for Australian immigration purposes. The Department of Home Affairs expects character evidence to be recent — certificates older than 12 months at the point of lodgement may prompt a request to resubmit with fresh certificates.

The strategic timing: do not obtain your PCCs until you have received your state nomination or federal invitation to lodge the visa. The invitation gives you 60 days to lodge the full visa application. Getting your PCCs during that 60-day window ensures they are fresh and within validity. Obtaining them months earlier runs the risk that they expire before your visa is granted.

If your processing timeline extends beyond 12 months (not uncommon for Pakistani applicants, given that Department of Home Affairs security checks can extend processing to 8–12 months), you may need to update your police clearances during the application.

Special Cases: Azad Jammu & Kashmir and Balochistan

If you lived in Azad Jammu & Kashmir (AJK) for 12+ months, the AJK police authority issues a separate PCC. The process is similar to KP — manual, through DSP offices.

Balochistan applicants follow a similar manual process through provincial SSP offices in Quetta and major districts.

For the FATA/ex-FATA areas now merged into KP, the KP police authority handles the PCC.

A Note on Federal Police Certificates

Some Pakistani applicants wonder whether an Islamabad Capital Territory (ICT) police certificate covers all of Pakistan. It does not. An ICT certificate covers only your time in Islamabad. If you lived in Punjab, Sindh, or other provinces for 12 months or more, those provincial certificates are required separately.
