Queensland State Nomination for the 190 Visa: Pathways, Requirements, and the 2025–26 Quota Surge

Queensland is the single most significant strategic development in the 2025–26 Australian migration landscape. While every other major state suffered cuts to their Subclass 190 allocation, Queensland received a 208% increase — jumping from 600 places to 1,850.

That's not a typo. Queensland more than tripled its permanent skilled visa quota in a single program year.

For applicants willing to relocate and work in Queensland, this creates genuine opportunities that didn't exist 12 months ago. But Queensland's new selection system is not a free-for-all. Here's what it actually requires.

The New ROI System

Queensland completely overhauled its selection methodology for 2025–26. The previous queue-based approach was scrapped in favor of a merit-based ROI (Registration of Interest) system that assesses candidates against defined eligibility criteria for distinct, separate pathways.

You must first lodge a federal EOI through SkillSelect with Queensland as a preferred state, then submit an ROI through the Migration Queensland portal. Both are required — an ROI without a linked EOI is invalid.

The Standard Pathway: Skilled Workers Living in Queensland

For most onshore applicants, the primary pathway is the Skilled Workers Living in Queensland stream.

Requirements:

• Nine months of continuous residence and work in Queensland immediately prior to submitting your ROI. This is not a suggestion — it's a hard threshold. Moving to Queensland and applying after three months will not be accepted.
• Employment must be in your nominated occupation (or a closely related role) for a minimum of 20 hours per week. Queensland now permits casual employment to satisfy this threshold, which is a notable policy shift from previous program years that required more formal employment structures.
• Your occupation must appear on the Queensland Skilled Occupation List for the relevant pathway.

The nine-month requirement is the biggest differentiator from most other states. Victoria's ROI can be submitted after establishing employment (no minimum residency period). NSW requires six months. Queensland's threshold is the most demanding for general professional occupations.

The Fast-Track Pathway: Building and Construction Workers

The most significant policy change in Queensland's 2025–26 program is the introduction of the Building and Construction Workforce Pathway.

This pathway was created specifically to support Queensland's infrastructure demands and allows applicants in 46 designated ANZSCO codes within the construction sector to apply for the 190 nomination after just three months of onshore work experience in Queensland — rather than the standard nine months.

If you work in civil construction, plumbing, electrical trades, carpentry, HVAC, project management within construction, or related disciplines, and you can secure three months of paid work in Queensland, this pathway gives you access to a permanent visa invitation on a dramatically compressed timeline.

Queensland's building and construction employers are also exempt from the standard employment contract requirements that other states impose, making it easier to establish qualifying work arrangements.

The Offshore Pathway

Applicants living outside Australia can access Queensland nomination, but the threshold is strict:

• Your occupation must appear on the Queensland Offshore Skills List (a separate, generally narrower list than the onshore list)
• Minimum one year of post-qualification skilled employment in your nominated occupation

Queensland's offshore pathway is genuinely viable for certain health, engineering, and construction occupations, but it is far more restrictive than states like South Australia or Western Australia that have historically maintained active international recruitment pipelines.

What Closed: The Small Business Owner Pathway

Queensland had previously operated a Small Business Owner (SBO) pathway under the Subclass 491, allowing regional business operators to access nomination. For the 2025–26 program, Queensland formally closed this pathway to any business purchased or established after 19 September 2025. Businesses that pre-date this cutoff remain eligible, but anyone who set up or bought a business after that date cannot use the SBO route.

Is Queensland Right for You?

The strategic case for Queensland is strong for three categories of applicants:

Construction and trades workers: The three-month fast-track pathway and the large overall allocation make Queensland the most accessible permanent visa pathway in the country for eligible construction occupations right now.

Health professionals: Queensland actively targets nursing, allied health, and medical roles. Health professionals with six to nine months of Queensland work experience are competitive for the standard pathway and in many cases for Gold-tier equivalent fast-tracking.

Applicants who've been waiting in eastern states: If you've been in Australia on a 482 or 485 visa, have work experience in your nominated occupation, and are willing to relocate, Queensland's increased quota means there are more places available than at any point in recent history.

The main risk is the timeline. If you're already working in Queensland and have the residency behind you, the pathway is well-structured. If you're planning to move to Queensland specifically for the 190 nomination, you're committing to at least nine months (or three months for construction) before you can even submit an ROI — with no guarantee of nomination at the end.
