Subclass 491 Visa from Nigeria: The 15-Point Pathway to Australian PR

If your Australian PR points score lands between 65 and 80, the Subclass 491 is not a consolation prize. It is the correct visa. The 15-point state nomination bonus is the most significant single points boost available in the Australian General Skilled Migration system, and for most Nigerian professionals applying offshore in 2026, it is the margin that makes receiving an invitation possible.

The trade-off is real: you commit to living in regional Australia for three years before converting to permanent residency. Here is what that actually means, and how the 491 to PR conversion works.

Why the 491 Makes Sense for Most Nigerian Applicants

The Subclass 189 invitation cutoffs for IT and engineering occupations have been running at 90 to 95 points in 2026. The Subclass 190 cutoffs run at 80 to 85. A typical Nigerian professional profile without Australian study or work experience — a 30-year-old software engineer with 6 years of experience, Superior English, and a Computer Science degree — lands at around 75 points.

With a 491 regional nomination: 75 + 15 = 90 points. Invitations happen. Without regional nomination: 75 points sits below both 189 and 190 cutoffs in most rounds.

The 15 points from regional nomination is genuinely the gateway for a large cohort of skilled Nigerians. Understanding that is the starting point for making a rational decision about the 491.

What "Regional Australia" Actually Means

The term "regional" misleads Nigerian applicants into imagining the Australian outback. The legal definition excludes only three metropolitan areas: Sydney, Melbourne, and Brisbane. Every other part of Australia — including major cities — qualifies as regional for 491 purposes.

Cities that count as regional for the 491:

  • Adelaide (South Australia's capital, population 1.4 million)
  • Perth (Western Australia's capital, population 2.1 million)
  • Canberra (the national capital)
  • Hobart (Tasmania's capital)
  • Gold Coast (population 700,000+)
  • Newcastle, Wollongong, Geelong (major regional cities near Sydney and Melbourne)

For Nigerian professionals, this means you can live in a real city — with a Nigerian community, professional opportunities in your field, and urban amenities — and still meet the 491's regional requirement. The nightmare scenario of isolation in a rural town is not required.

Perth, in particular, has a growing Nigerian community and strong demand for IT, engineering, and healthcare workers. Adelaide is actively recruiting internationally trained professionals for its health and tech sectors. Both are legitimate career destinations, not temporary holding pens.

The 491 to PR Conversion: Subclass 191

After holding the 491 for at least three years and meeting two conditions, you can apply for the Subclass 191 Permanent Residence (Regional) visa:

Condition 1: Residence in a regional area for at least 3 years You must have physically lived in a regional area for 3 years while holding the 491. Short trips interstate or overseas are permitted, but your primary residence must be in a regional area.

Condition 2: Income above the TSMIT threshold for at least 3 years You must have earned at or above the Temporary Skilled Migration Income Threshold for at least 3 years. The TSMIT is currently approximately AUD 73,150 per year and is adjusted annually.

For context: the Australian minimum salary for most IT roles is AUD 70,000 to AUD 80,000 at entry level. Registered nurses earn AUD 65,000 to AUD 85,000. Accountants earn AUD 60,000 to AUD 85,000. Meeting the TSMIT is realistic for professional roles — it requires a proper job in your occupation, not casual or contract work below the threshold.

The 191 application is a paper process. There is no additional skills assessment, no new points test, no English test. You demonstrate that you have met the residence and income requirements and apply. The Subclass 191 grants permanent residency.

State-Specific 491 Options for Nigerian Applicants

South Australia (Recommended First Target)

South Australia nominates 491 applicants through both a State Nomination stream (you are nominated by the state) and a Family Sponsored stream (a relative in regional SA sponsors you). For most Nigerian professionals, the State Nomination stream applies.

SA offshore stream: explicitly open to applicants who have never been to Australia, with 3+ years of relevant experience in an occupation on SA's list. SA requires financial evidence of AUD 25,000 per single applicant.

SA 491 obligations: live and work in South Australia (which is entirely "regional" for 491 purposes) for the visa's 5-year period. Adelaide is your base city.

Tasmania

Tasmania nominates 491 applicants primarily for occupations in health, trades, and professional services. Settlement funds required: AUD 25,000.

Tasmania's nomination process is more straightforward than larger states. Application volumes are lower, and decision timelines are faster. For Nigerian professionals targeting nursing or allied health roles, Tasmania has active recruitment.

Hobart is a livable capital city with lower rents than mainland Australia and the University of Tasmania providing some diversity. The Tasmanian economy is growing steadily on the back of tourism, agriculture technology, and healthcare.

Western Australia

Western Australia's state nomination for 491 targets occupations in mining-related engineering, construction, healthcare, and digital technology. Perth is one of the most livable cities in Australia and qualifies as regional for 491 purposes.

WA does not publish a specific financial settlement requirement, but financial evidence is strongly encouraged. The engineering and mining sectors in WA command some of the highest professional salaries in Australia — relevant for meeting the TSMIT income condition for the eventual 191 conversion.

Northern Territory

The NT offers one of the most accessible 491 nomination pathways in Australia, with lower points competition than SA or WA. Darwin is the capital and is genuinely regional. The NT has a specific requirement for demonstration of genuine intent to live there — they do not want applicants who use NT nomination as a foot in the door and immediately move to Sydney.

For Nigerian professionals willing to build 3 years of Australian work experience in Darwin before transitioning to Perth or Adelaide, the NT can be an effective entry point.

The 491 Visa Conditions: What You Are Actually Agreeing To

When you accept a 491 nomination and are granted the visa, you sign on to condition 8579:

  • You must live, work, and study only in a designated regional area of Australia
  • You must not work in the excluded metropolitan areas (Sydney, Melbourne, Brisbane CBD employment is off-limits)
  • You must notify the Department of Home Affairs if you stop working in your nominated occupation

The visa is valid for 5 years. You can apply for the 191 conversion after 3 years if you meet the residence and income conditions. You do not need to wait for the full 5 years.

If you violate the conditions — for example, accepting a job in Sydney before the 3-year conversion requirement is met — you risk visa cancellation. This is not theoretical. Condition 8579 is enforced.
