The two most common temporary visa holders pursuing permanent residency in Australia are subclass 485 (Temporary Graduate) and subclass 482 (Temporary Skill Shortage) holders. Both lead to the 190, but through different challenges and timelines. Understanding which pathway matches your situation — and what's actually slowing you down — determines how fast you get there.

The Core Problem: Why the 189 is Not Your Pathway

Before diving into the 190 specifics, it's worth naming why the Subclass 189 (Skilled Independent) isn't the answer for most 485 and 482 holders.

The 189 requires no state nomination, which sounds simpler. But it restricts eligibility to occupations on the federal MLTSSL, and it operates on pure points competition. In 2025–26, with national 189 allocations at 16,900 places and invitation cutoffs sitting at 90–95+ points for saturated IT and accounting occupations, the practical reality is that 189 invitations are reserved for either critical health and education professionals or applicants generating over 90 points independently.

Most 485 and 482 holders are scoring in the 65–85 range. The 190's state nomination adds five points and opens the Combined List (MLTSSL + STSOL + ROL). For occupations on the STSOL or for applicants in the 65–80 point band, the 190 is the only viable permanent pathway. It is also permanent from day one — not a provisional visa requiring a second application.

From 485 to 190

What the 485 Gives You

The Subclass 485 exists specifically to give international graduates time in Australia to build toward permanent residency. A post-study stream 485 gives 2–4 years of work rights (duration depends on the qualification and location of study). A graduate work stream 485 gives 18 months.

During this period, you're accumulating Australian work experience that scores points on the federal points test:

  • 1–2 years of Australian work experience: +5 points
  • 3–4 years: +10 points
  • 5–7 years: +15 points
  • 8+ years: +20 points

Every year on a 485 that you spend in a skilled occupation in your ANZSCO code is building toward your points total. This is not passive — you need to be in a role that your skills assessment authority would recognize as skilled employment.

Skills Assessment on a 485

This is a critical technical point: the skills assessment issued for the purposes of a 485 application is a provisional assessment. It is not valid for a Subclass 190 application. You must obtain a full, permanent migration-purpose assessment from your relevant assessing authority (ACS, Engineers Australia, VETASSESS, AHPRA, etc.) before lodging a 190 EOI.

Confusing provisional and full assessments is one of the most common expensive mistakes in this process. Many applicants spend months in the SkillSelect pool with an EOI that will never convert to a 190 invitation because their assessment type is wrong.

Timeline from 485 to 190 (Realistic)

Assuming you've just been granted a 485:

  • Months 1–6: Begin or continue skilled employment in your ANZSCO occupation. Research which states are currently accepting your occupation.
  • Months 6–12: Complete or update your full skills assessment. Sit IELTS/PTE if your score isn't at the Proficient level you're targeting.
  • Months 12–18: Lodge SkillSelect EOI. Begin state nomination research. If in QLD, SA, VIC or ACT, meet their minimum onshore residency thresholds.
  • Months 18–30: Secure state nomination. Receive federal ITA. Lodge 190 visa application.
  • Months 30–42: Federal processing (6.5–10 months). 190 visa granted.

If you're on a 2-year post-study 485, this timeline is tight. Every month matters. Applicants who spend the first year of their 485 in unskilled or casual employment — not building a skills assessment-compatible work history — often find themselves in a race against their 485 expiry date.

If Your 485 Expires Before Nomination

A 485 holder who has lodged an EOI but hasn't received a state nomination or 190 invitation before their visa expires can apply for a Bridging Visa A (BVA) in some circumstances. However, this requires being in a valid substantive visa at the time of a pending application. If your 485 has already expired, your BVA options are limited.

This is the existential pressure that defines the onshore 485-to-190 journey. It's why applications submitted without adequate points or with the wrong skills assessment type create genuine legal risk, not just administrative inconvenience.

From 482 to 190

What the 482 Gives You

The Subclass 482 (Temporary Skill Shortage) visa is employer-sponsored and comes in two main streams: the Short-term stream (2 years, limited renewals) and the Medium-term stream (4 years, with a pathway to PR).

The 482 builds Australian work experience for points — same formula as the 485. The difference is that your employer is also sponsoring your work rights, which means your employment record is well-documented, with clear payslips and potentially superannuation records that provide exactly the financial corroboration DHA case officers now demand.

The 186 vs. 190 Decision

482 holders have an additional permanent pathway that 485 holders don't: the Subclass 186 Employer Nomination Scheme (ENS) in the Direct Entry stream or the Temporary Residence Transition (TRT) stream. After three years on a 482 in the Medium-term stream, your employer can nominate you for a 186 without you needing to go through the competitive SkillSelect points process at all.

So the decision for a 482 holder is often: pursue the employer-sponsored 186 route (requires employer commitment, no points competition, slower employer bureaucracy) versus the 190 route (no employer dependency, but requires competitive state nomination and points accumulation).

If your employer is willing and financially stable, the 186 TRT stream after three years on a 482 is a simpler pathway for many. But if your employer relationship is uncertain, your occupation isn't on the 186 eligible list, or you want to retain flexibility over where you live and work, the 190 is worth pursuing in parallel.

482 to 190 Key Advantage

482 holders typically have better-documented employment records than 485 graduates, because their employer was legally obligated to pay them correctly under labor market testing and sponsorship obligations. This documentation is directly valuable for the 190's DHA verification stage.

Fastest Way to Get PR in 2026

There is no single fastest path — it depends entirely on your points, occupation, and location. But across the 2025–26 landscape, the strategies that tend to produce the shortest total timeline are:

Target Queensland if you have 9 months to build the residency. Queensland's quota jumped from 600 to 1,850 places. Applicants who move to Queensland and spend nine months building the required residency have access to the largest nomination pool in the country relative to the competition density outside the east coast capitals.

Use the SA offshore stream if you're overseas. SA is issuing offshore nominations actively. If you're overseas with a qualifying occupation and three years of skilled experience, SA's offshore stream has shorter effective wait times than most onshore queues for the same occupation.

Maximize your points before lodging. A single IELTS resit from 7.0 to 8.0 is worth 10 additional points. At 85 points instead of 75, the number of states that will select you expands significantly and your wait time within queues shortens. Running a points audit before lodging often reveals sub-optimal decisions that cost months of waiting.

Don't wait for the 189. Applicants who spend 12–18 months in the SkillSelect pool hoping for a 189 invitation in a saturated occupation, then pivot to the 190, have lost that time permanently. The 190 with state nomination is faster for most people in the 65–85 point range.
