ANMAC Skills Assessment for Filipino Nurses: Full Assessment, Modified Assessment, and Common Rejection Triggers

A Filipino nurse can hold a valid PRC license, pass the NCLEX-RN, and still receive a negative ANMAC skills assessment. The two processes — AHPRA registration and ANMAC skills assessment — run in parallel but are assessed independently. Confusing them is one of the most common and costly mistakes in the Filipino nursing pathway to Australia.

ANMAC (Australian Nursing and Midwifery Accreditation Council) handles the skills assessment required for Australian PR applications under the General Skilled Migration program. AHPRA (Australian Health Practitioner Regulation Agency) grants the license to practice. You need both — and the documentation requirements are different.

Full Skills Assessment vs Modified Skills Assessment

Full Skills Assessment ($595 AUD) is the standard pathway for Filipino nurses who are not yet registered with AHPRA. This is most Filipino nurses applying from the Philippines or from abroad.

Modified Skills Assessment ($395 AUD) is for nurses who already hold AHPRA registration as a Registered Nurse. If you have completed the OBA process (NCLEX + OSCE) and obtained AHPRA registration, you apply through this route instead.

Modified PLUS Assessment ($395 AUD) applies if you have received an "In-Principle" decision from AHPRA — meaning AHPRA has conditionally approved your registration pending the OSCE — but have not yet sat the exam.

Most Filipino nurses applying for a PR visa from the Philippines will use the Full Skills Assessment. The distinction matters because submitting the wrong application type causes processing delays and may require a fee top-up.

What ANMAC Assesses

For Filipino BSN graduates, ANMAC assesses three things:

1. Qualification equivalence: Whether your Philippine Bachelor of Science in Nursing is equivalent to an Australian Bachelor of Nursing at AQF Level 7. Philippine BSN degrees are generally accepted as meeting the educational standard, but ANMAC requires documentary proof.

2. Clinical hours: Australian nursing standards require a minimum of 800 clinical placement hours within the bachelor's degree program. Philippine universities typically record these as "Related Learning Experience" (RLE) units on transcripts. If the transcript simply lists "RLE — 12 units" without specifying hours, ANMAC issues a Request for Information (RFI) that stalls your application by 6 to 8 weeks.

3. Recency of practice: ANMAC requires evidence of at least 3 months (260 hours) of paid nursing work within the last 5 years.

Philippine Documents Required for ANMAC

From your university:

  • Official academic transcript
  • Certificate of completion or diploma
  • Detailed breakdown of RLE hours — clinical placement hours versus classroom hours, ideally in a letter from your Dean or Registrar

The RLE hours document is the one most Filipino applicants fail to submit proactively. Request it specifically. Ask your registrar for a "Certification of Clinical Hours" or "Detailed Course Breakdown for Immigration Purposes." Frame the request around Australian accreditation requirements — registrars at major nursing schools (UP Manila, UST, Cebu Doctors' University) are familiar with this.

From PRC:

  • Certificate of Good Standing (also called Certificate of Registration)
  • PRC must send this directly to ANMAC via official email at [email protected] — personal or generic email domains are rejected

This is a critical point: PRC does not send the verification to you. They contact ANMAC directly. Your job is to initiate the request with PRC and monitor that it was sent.

For Filipino nurses abroad (OFWs in Saudi Arabia, UAE, Singapore), the PRC wet-signature mandate creates an extra hurdle. Since July 2024, PRC has prohibited electronic signatures on authorization letters. If you need a representative to act on your behalf at a PRC branch in the Philippines, that representative must either hold a PRC license themselves (a simple handwritten authorization suffices) or present a notarized, DFA-Apostilled Special Power of Attorney if they are a non-license holder.

Identification documents:

  • Passport (data page)
  • If your name differs between your degree and passport (maiden name versus married name), you need a PSA-authenticated marriage certificate, DFA-apostilled

Employment evidence (for recency of practice):

  • Statement of Service from each employer covering the last 5 years, on official letterhead, showing your job title, dates, and nature of clinical duties
  • For OFWs in the Middle East: ANMAC requires detailed statements that include clinical specialty and approximate weekly hours — brief letters from Gulf employers often lack this detail and trigger RFIs

The PRC Verification Process

ANMAC requires that PRC send a Certificate of Good Standing directly to them from an official PRC email address. The timeline is typically 4 to 6 weeks from when PRC receives your request.

To initiate: submit a request through the PRC LERIS system, specifying the purpose as "ANMAC Skills Assessment — Australia." You will pay an authentication fee and provide ANMAC's email address ([email protected]).

Do not use a third-party email or courier the certificate to ANMAC yourself. ANMAC's verification protocol requires it to arrive directly from a recognized PRC domain.

For nurses currently registered in countries like Saudi Arabia (SCFHS-registered) or UAE (DHA-registered), ANMAC may also request a Certificate of Good Standing from that country's health authority, not just PRC.

Naming Discrepancies: The Identity Problem

ANMAC now requires 600 dpi color scans of all identity documents. If your name appears differently across documents — your BSN diploma shows your maiden name, your passport shows your married name — you need both a PSA marriage certificate and a DFA eApostille on that marriage certificate.

As of March 2026, DFA issues eApostilles digitally. The eApostille is transmitted as a digital file — it is invalid if printed. Send the digital file directly to ANMAC alongside your other documents.

If you have a name discrepancy that cannot be resolved with a marriage certificate (e.g., a variation in middle name or typographical error in an old document), an Affidavit of One and the Same Person from a Philippine notary, also apostilled, is the accepted remedy.

ANMAC Processing Times in 2026

Standard processing time for a Full Skills Assessment is 8 to 12 weeks from receipt of a complete application. Priority processing reduces this to 4 to 6 weeks.

An incomplete application that triggers a Request for Information adds 4 to 8 weeks to the total timeline. The most common RFI triggers for Filipino nurses are:

  • Missing RLE clinical hours breakdown
  • PRC verification not yet received (ANMAC waits before finalizing)
  • Statement of Service from a Gulf employer lacking clinical specialty details
  • Name mismatch without supporting identity documents

Submit a complete application on the first attempt. The cost of a second attempt — both in fees and time lost — is substantially higher than taking an extra two weeks to gather the right documents.

After a Positive ANMAC Assessment

A positive ANMAC Full Skills Assessment is valid for 3 years from the issue date. It is your ticket to submitting an Expression of Interest in SkillSelect and being nominated by a state or territory.

One important distinction: your ANMAC assessment will show an ANZSCO occupation code. The code on your ANMAC letter must match the occupation code you nominate in your EOI. If ANMAC codes you as Registered Nurse NEC (254499) but you nominate a specialty code like Intensive Care Nurse (254418), the Department of Home Affairs will flag the mismatch — and in serious cases this can trigger a character assessment under PIC 4020.

If you believe your specialty should be reflected in a more specific ANZSCO code, discuss this with ANMAC before your assessment is finalized, not after.

The Relationship Between ANMAC and AHPRA

Many Filipino nurses are completing the AHPRA OBA process (NCLEX + OSCE) concurrently with their ANMAC skills assessment for PR purposes. These are separate tracks:

  • AHPRA OBA is for nursing registration (the license to practice)
  • ANMAC Full Skills Assessment is for skilled migration (the PR visa)

You can submit the ANMAC application while your AHPRA OBA is still in progress. Once you have AHPRA registration, you switch to the ANMAC Modified Skills Assessment pathway — which is faster and cheaper.

A Note on Nurses Already Abroad

For Filipino nurses in Saudi Arabia, UAE, and other GCC countries, the ANMAC application process adds a layer of complexity around document authentication and PRC authorization that is not present for nurses applying from the Philippines.

The core challenge: PRC documents require wet signatures and in-person authorization, while you are physically in another country. Plan this early — either sign and send authorization documents before leaving the Philippines, or engage a licensed nurse representative in the Philippines who can act on your behalf without requiring a notarized SPA.

Start the ANMAC application at least 6 months before you intend to lodge your PR visa. Between PRC verification, RLE documentation, and Gulf employer statement preparation, the timeline expands quickly.
