The 65-point minimum to submit an Expression of Interest for Australian PR is not the threshold that gets you invited. In 2025–2026, the practical cutoff for a skilled independent (Subclass 189) invitation in competitive occupations like software development and accounting runs at 90 points or higher. For state-nominated pathways, the real question is not just how many points you have — it is how your points look after the ACS or Engineers Australia assessment applies its deductions.

Here is how Pakistani professionals should calculate their actual competitive score.

The Points Categories That Matter for Pakistanis

The Australian points test awards points across several categories. For Pakistani applicants, the ones that are controllable and consequential are:

Age: 30 points for applicants aged 25–32. This drops to 25 points at age 33, then 20 at 38, then 15 at 40, then nothing from age 45 onward. If you are 31 or 32, your application clock is real.

English: 10 points for "Proficient" (PTE 65+ in all components, or IELTS 7.0 in all bands). 20 points for "Superior" (PTE 79+ in all components, or IELTS 8.0 in all bands). This 10-point gap is the most consequential decision in your application. Most Pakistani applicants with strong academic English can reach PTE 79+ with targeted preparation.

Skilled employment: Points for work experience in your nominated occupation after the Skill Level Requirement Met Date set by your assessing authority.

  • Less than 1 year or less than 3 years: 0 points
  • 3–4 years: 5 points
  • 5–7 years: 10 points
  • 8+ years: 15 points

Note: ACS applies a 2-year deduction from your BSCS or BSSE graduation for Pakistani IT graduates. Engineers Australia requires verification of your OBE/CDR status. Your actual skilled years are likely lower than your calendar years of experience.

Education: 15 points for a Bachelor's degree or higher from an HEC-recognized university.

State nomination: 5 points for Subclass 190, 15 points for Subclass 491.

Partner skills: 5 points if your partner has a positive skills assessment and PTE 65+ / IELTS 7.0+, or 10 points if they have a positive skills assessment and PTE 79+ / IELTS 8.0+.

NAATI CCL: 5 points for passing the Credentialed Community Language test in Urdu (or another recognized language).

Australian study: 5 points for a degree from an Australian institution (not relevant for offshore applicants).

A Realistic Pakistani Points Profile in 2026

Here is what a competitive but realistic profile looks like for a Pakistani software engineer applying offshore:

An 80-point profile with 190 nomination is competitive in some states (South Australia, Tasmania) but marginal in NSW or Victoria where the cutoffs are routinely 90–95. A 90-point profile with 491 nomination is competitive in most regional states including Western Australia and Queensland.

If the same applicant has 8 years of experience, the employment category jumps to 15 points, moving the total to 85 (190) or 100 (491) — strongly competitive.

Where Pakistani Applicants Tend to Under-Calculate

The ACS deduction: As described above, your calendar years of experience are not your skilled years. A 2-year deduction on a BSCS means five years of work experience earns you only 5 points, not 10. Many Pakistani professionals calculate 10 points and discover at the EOI stage that they have 5. This forces a recalculation of which state nomination and which occupation is actually viable.

The age trap: Pakistani professionals often wait until their ACS assessment is complete, their PTE score is above 79, and their NAATI CCL is done before submitting an EOI. If that process takes 18 months and they are currently 31, they have lost 5 points in the age category by the time they are competitive. The EOI system allows you to update scores — submit early and update as results come in.

Partner English: Many Pakistani applications leave 5–10 points on the table by not including a partner who has or can achieve PTE 65+. This is a legitimate and often overlooked source of points.

State-specific occupation lists: Not every occupation is invited by every state. A Pakistani civil engineer might score 80 points and still wait two years because their specific ANZSCO code is not on the state nomination list for the states that are inviting at that points level.

How the SkillSelect EOI System Works

You submit your EOI through SkillSelect — the Department of Home Affairs' online system — once you have a positive skills assessment result. You do not pay a visa application charge at this stage. You simply declare your points and indicate your interest in each visa subclass and state you are willing to accept nomination from.

Invitation rounds occur monthly (or more frequently for 189). During each round, the highest-scoring applicants in each occupation are invited. The "cutoff score" is the lowest score invited in that round. If two applicants share the same score, the tiebreaker is the date your EOI was submitted — earlier submission wins.

In the November 2025 invitation round, 10,000 Subclass 189 invitations were issued, concentrated in healthcare, education, and trade occupations. For IT and engineering, the 189 pool is highly competitive with most invitations going to applicants above 90 points.

The Subclass 491 Reality for Pakistani Professionals

Given the 189 competition and the 190 state-specific pressures, the most realistic pathway for a Pakistani IT or engineering professional with a moderate points profile (70–85 points) is the Subclass 491 regional visa. The 15-point bonus from state nomination makes an 80-point profile competitive at 95 points in the 491 pool for regional states.

The trade-off is a mandatory three-year residency and work period in a designated regional area before you can apply for Subclass 191 (permanent residency). Western Australia's major regional areas include Perth (which itself qualifies as a designated regional area for 491 purposes), Mandurah, and Bunbury. Queensland's regional areas include Gold Coast, Sunshine Coast, and Toowoomba.

This regional requirement is manageable for Pakistani professionals in mining, construction, and IT infrastructure roles — sectors that are actually concentrated outside Sydney and Melbourne.
