Victoria does not use a simple first-come, first-served queue. The ROI scoring model weighs:

  • Annual earnings — onshore applicants working in Victoria score higher with higher income
  • Points score — offshore applicants typically need 90+ points
  • Priority sectors — Healthcare, social services, education, construction, and Digital Economy (ICT)

The NSW 190 invitation rounds are irregular. NSW tends to open invitation rounds in concentrated batches rather than monthly, which means the queue can appear dormant and then clear dozens of applicants in a single round. Indian professionals with solid points scores (85+) should maintain an active NSW ROI and check for round notifications regularly.

For offshore applicants, NSW does not require you to already be in the state. You need to demonstrate that your occupation is on the current NSW skills list, which is updated annually and sometimes mid-year.

South Australia: The Most Transparent Program

South Australia has 2,250 total places, with 1,350 for the 190. Among the major states, SA is notable for publishing clearer signals about current cut-offs and active occupation categories.

In early 2026, SA showed active invitations across ICT, engineering, and business categories. For Indian professionals who find NSW and Victoria opaque, SA provides more usable information to calibrate whether an application is worth lodging.
