State Nomination Australia for Filipino Professionals: WA, SA, and NSW Compared
State nomination is what makes Australian PR achievable for Filipino applicants whose points score sits below the independent round cut-offs. The Subclass 190 adds 5 points; the Subclass 491 adds 15. For many Filipino nurses and IT professionals, that difference is what moves them from a perpetually uninvited EOI to receiving an invitation within their first round.
But which state should you target? The answer depends on your occupation, your willingness to live in the nominated state, and how your specific profile aligns with each state's current priorities.
South Australia: The Fastest Route for Healthcare Workers
South Australia has positioned itself aggressively in 2026 as the destination for offshore healthcare workers. SA Migration Services has been inviting offshore health professionals directly from the SkillSelect pool, bypassing the requirement for existing Australian work experience in most cases.
In early 2026, healthcare workers received 69 out of 344 invitations in SA's first nomination round. The median visa grant time for "decision-ready" applications was cited at 25 to 35 days — a dramatically faster timeline than federal independent rounds or other state nomination programs.
For Filipino nurses and aged care workers, SA's "Priority Three" healthcare category targets exactly the occupations that dominate the Filipino skilled migration pipeline. A registered nurse with a positive ANMAC assessment, a competitive points score, and complete documentation can receive a state nomination offer from SA without prior Australian work experience.
SA 190 Nomination requirements for healthcare workers (general):
- Positive skills assessment from the relevant authority (ANMAC for nurses)
- Occupation on the SA occupation list (nurses remain on the SA list as a priority occupation)
- Commitment to live and work in South Australia for 2 years after visa grant
- Sufficient points to receive an EOI invitation
SA does not currently require a prior Australian work experience period for offshore nurses, making it particularly accessible for applicants applying from the Philippines or from GCC countries.
The "Adelaide Edge" is real: if you have a 75 to 85 points profile and are a healthcare worker, SA is likely your fastest pathway to PR.
Western Australia: Three Streams and a Healthcare Priority
Western Australia operates a three-stream nomination program:
Schedule 1 (General Stream — Healthcare): Registered Nurses are a priority. For offshore applicants, WA typically requires at least 1 year of overseas nursing experience in your specialty. In some cases, for certain high-demand specialties (ICU, Emergency, Perioperative), WA has nominated offshore nurses who also hold a 6-month full-time job contract with a WA employer.
If you have a Gulf contract as an ICU or ER nurse with 3 to 5 years of experience, you may already meet WA's minimum. Contact your prospective Perth employer early — a job contract from a WA health facility significantly strengthens your nomination application.
Schedule 2 (General Stream — IT, Engineering, Trades): ICT professionals are on the WASMOL (Western Australia Skilled Migration Occupation List). WA has generally required some form of Australian work experience or a WA employer connection for IT professionals — less accessible for purely offshore applicants compared to SA.
Graduate Stream: For Filipinos who completed at least 2 academic years of study in a WA institution (university or TAFE), this stream reserves 75% of places for higher education graduates. If you are currently studying in Perth or have recently graduated, this is a strong pathway.
WA 190 Nomination requirements (general):
- Occupation on the WASMOL
- Minimum points threshold (WA has historically required higher points than some other states)
- For Schedule 1 offshore nurses: at least 1 year overseas experience, potentially a WA job contract
- Commitment to live and work in WA for 2 years
WA is highly liveable for Filipino professionals — Perth has a growing Filipino community and strong demand for healthcare workers. The combination of high mining and healthcare salaries with lower housing costs than Sydney makes WA financially attractive.
NSW: The Competitive State
New South Wales (Sydney) is the most popular state destination among Filipino migrants — the Filipino community in Western Sydney (Blacktown, Rooty Hill) is well-established, and the job market is large.
But NSW state nomination is also the most competitive. NSW generally requires either:
- Current residence in NSW, or
- A current NSW employer sponsoring your nomination (for the employer-sponsored nomination stream)
For purely offshore applicants without an existing NSW employer connection, nomination is difficult in practice. NSW invites predominantly from applicants already in NSW on temporary visas (student, working holiday, graduate) or from those with NSW job offers.
The NSW 5-Day Rule: all supporting documents for a NSW state nomination application must have at least 5 days of validity remaining after submission. This means your English test score and skills assessment must not be within 5 days of expiry when you submit. Filipino applicants who let their English test results lapse before lodging a nomination application have been caught by this rule.
For offshore applicants without an NSW connection, SA and WA are more realistic entry points.

Queensland: A Middle Ground
Queensland is increasingly attractive for Filipino nurses and allied health workers, particularly for those willing to settle in regional areas. Regional Queensland — Townsville, Cairns, Rockhampton — has specific healthcare shortages and uses the Subclass 491 to attract workers to regional areas with nursing and aged care roles.
Brisbane itself requires higher points and sometimes local work experience. Regional Queensland under the 491 is more accessible for offshore applicants, with the added benefit of 15 bonus points.
ACT (Canberra): Small Quota, Specific Occupations
The Australian Capital Territory nomination program is small in volume but has historically included nursing and IT occupations. For the right profile — particularly healthcare workers willing to live in Canberra — ACT nomination can be an overlooked option. However, ACT typically requires demonstrating a genuine connection to or interest in living in Canberra.
The 190 vs 491 Decision for Filipino Applicants
Subclass 190 (State Nominated, Immediate PR, +5 points):
- Immediate permanent residency upon grant
- Must live and work in the nominating state for 2 years, but can move after that
- Better for applicants who are comfortable settling in a specific state long-term
Subclass 491 (Regional, Provisional PR, +15 points):
- Provisional visa for 5 years, converting to permanent via Subclass 191 after 3 years of living and working in a regional area and meeting income thresholds
- The 15-point bonus makes it accessible for applicants at 70 to 80 points who cannot reach 190 cut-offs
- Requires genuine commitment to regional living for at least 3 years
For Filipino nurses at 75 to 80 points, the 491 via SA or Queensland regional is often the most realistic pathway. The 3-year regional residence period is a genuine commitment — but many Filipino nurses find that regional Australia offers a stable, community-oriented lifestyle with strong housing affordability relative to Sydney or Melbourne.
Practical Steps to State Nomination
Confirm your occupation is on the relevant state occupation list. Lists change. Check the state migration website directly, not third-party summaries.
Calculate your total points score before nomination. A 190 adds 5, a 491 adds 15. Know your baseline.
For SA healthcare: Ensure your ANMAC assessment is complete and your English scores are current before expressing interest. SA's process moves quickly once you are identified as decision-ready.
For WA healthcare: Build a WA employer connection early if you are offshore. A letter of intent from a WA hospital HR department strengthens an application even if a formal job contract is not yet finalized.
Prepare documents for both nomination and visa simultaneously. Many nomination applications require the same character and health documents that go into the visa application. Prepare them in parallel.
