State Nomination for Australia from Pakistan 2026: Which States Are Worth Targeting

The shift in Australian state nomination from 30,000 total places in 2023-24 to 20,350 in 2025-26 has fundamentally changed what Pakistani applicants need to do to get nominated. "Lodge and wait" no longer works. You need to align your profile with specific state development priorities — and understand which states are accessible to offshore applicants versus which ones effectively require you to be onshore in Australia already.

The 2025-26 State Nomination Landscape

Australia's state nomination allocations across the two main pathways:

Visa Type National Total Purpose
Subclass 190 (State Nominated) 13,500 Direct permanent residency, +5 points
Subclass 491 (Regional) 6,850 5-year temporary with PR pathway, +15 points

The states with the largest 190 allocations are Victoria (2,700), New South Wales (2,100), and Western Australia — with Queensland receiving significant 491 regional allocation driven by Brisbane Olympics infrastructure demand (estimated 1,850 for 190 and 750 for 491).

NSW: High Competition, High Threshold

NSW operates a skills-list system. Invitations go to the highest-scoring applicants in specific occupations. The competition is fierce enough that a Pakistani civil engineer realistically needs 95+ points to be competitive for an NSW Subclass 190 invitation in the current climate.

NSW invitations are issued from the highest points down, meaning there's a clear points ceiling below which you simply won't be invited regardless of how long your EOI sits in SkillSelect. For most Pakistani IT professionals and engineers, NSW is an aspirational target — not a realistic primary strategy.

NSW does not generally require a job offer for offshore applicants, but the points threshold effectively makes it out of reach for applicants below 90-95 points.

Victoria: Now Effectively Onshore-Only for Most IT Applicants

Victoria has shifted heavily toward onshore applicants and specific "target sector" skills: Renewable Energy, Digital Economy, and Health. For an offshore Pakistani IT professional, Victoria is a difficult path unless you possess niche skills in Cybersecurity or Artificial Intelligence — sectors that Victoria has specifically listed in its program.

If you have 3+ years of specialized Cybersecurity or AI/ML experience and can document this clearly in your skills assessment and EOI, Victoria is worth a targeted application. For general software development or IT management roles from offshore Pakistan, it is not currently a productive strategy.

Western Australia: The Best Bet for Engineers and Skilled Professionals

Western Australia has emerged as one of the most accessible state nomination pathways for Pakistani engineers and construction-related professionals, driven by its ongoing mining and infrastructure boom.

WA's "General Stream" Schedule 1 and 2 offer transparent criteria for offshore applicants. Key attributes WA values:

  • Substantive experience in building and construction, civil infrastructure, or mining-related engineering
  • A job offer from a WA employer (for some occupation categories)
  • Points score — WA has been inviting applications at lower points thresholds than NSW and Victoria

For Pakistani civil, mechanical, and electrical engineers, WA's Schedule 1 is the most practical direct permanent residency pathway available. Applications are assessed on a first-come, first-served basis within nomination windows, so monitoring the WA migration website and submitting at nomination opening is critical.

Queensland: Regional and Infrastructure Growth

Queensland's nomination intake is driven by Brisbane 2032 Olympic infrastructure projects and regional development priorities. Both the 190 and 491 visa streams are active for Queensland.

Engineering, healthcare, and construction occupations are well-positioned for Queensland nomination. Queensland has also historically been more accessible for offshore applicants than Victoria or NSW.

For Pakistani professionals targeting the 491 visa specifically, Queensland regional areas offer realistic nomination pathways at 75-85 points — which is achievable for most engineers and IT professionals with the NAATI CCL Urdu test included in their score.

South Australia and Tasmania: The 491 Regional Pathway

For Pakistani applicants with 65-75 points who need a realistic path forward, the Subclass 491 visa through South Australia or Tasmania is the most pragmatic option.

The 491 regional visa grants +15 points when included in your SkillSelect EOI. An applicant sitting at 65 standalone points becomes an 80-point applicant as a 491 applicant — immediately competitive.

The trade-off is a 5-year residence and work condition in a designated regional area before applying for permanent residency (Subclass 191). For Pakistani professionals, this has typically meant settling in Perth, Adelaide, or regional Queensland rather than Sydney or Melbourne. Growing Pakistani communities in Perth and Adelaide make this more viable than it was a decade ago.

The Subclass 191 (Permanent Residency) — the successor to 491 — requires:

  • 3 years of living and working in a designated regional area
  • Minimum taxable income meeting the threshold
  • Compliance with 491 visa conditions throughout the period

There is no additional visa fee for the 191 application once 491 conditions are met.

State Nomination Strategy for Pakistani Professionals

A realistic strategy framework:

Points Score Recommended Target Rationale
95+ NSW 190, Victoria 190 Competitive for prestige states
85-95 WA 190, Queensland 190 Accessible for engineers and IT
75-85 Queensland 491, SA 191, WA 491 Regional pathway, 15-point boost
65-75 Tasmania 491, SA 491 491 regional with +15 bonus

Pakistani applicants should also monitor the ACT (Canberra) nomination program, which has historically been accessible for IT professionals at moderate points scores and has the advantage of being close to a major city while still qualifying as a regional area for some visa purposes.
