IELTS, PTE, or OET for Australian PR: Which English Test Should Filipino Professionals Take?

English proficiency is the one component of the Australian points test that a Filipino applicant can control through preparation. Age, occupation, and years of experience are fixed — English scores can be improved with the right strategy.

The difference between Proficient English (10 points) and Superior English (20 points) is often the gap between an EOI that sits in SkillSelect for years and one that receives an invitation within months. For occupations where cut-off scores are in the 85 to 95 range, those 10 extra points are the margin that matters.

The Score Requirements: What "Superior" Actually Means

For Filipino professionals, Competent English (6.0 IELTS or equivalent) satisfies the minimum visa requirement but earns zero bonus points. Most competitive profiles need at least Proficient (10 points), and Superior (20 points) is often what separates invited from uninvited EOIs in popular occupations.

Which Test to Choose: The Filipino Professional Context

Filipino nurses (AHPRA and ANMAC): ANMAC requires a minimum of IELTS 7.0 in Listening, Reading, and Speaking, and 6.5 in Writing for a Full Skills Assessment — or the OET equivalent (minimum B in all components). For visa points purposes, a 7.0 in all bands earns Proficient English (10 points).

Many Filipino nurses opt for OET for the AHPRA/ANMAC stage because:

• OET Writing requires composing a clinical referral letter — a task that plays to nursing knowledge rather than academic writing skills
• The clinical scenarios in OET Listening and Reading are familiar from professional practice
• Filipino nurses who struggle with IELTS academic essay writing often find OET Writing more manageable

However, OET scores do not reach "Superior" English level for visa points purposes in the same scoring framework. If you want the 20-point Superior classification, IELTS 8.0 or equivalent PTE scores are more commonly used.

Filipino IT and engineering professionals: For non-healthcare applicants, the two main choices are IELTS Academic and PTE Academic.

PTE Academic has grown in popularity among Filipino IT professionals for several reasons:

• Results are typically available within 24 to 48 hours
• The computer-adaptive format suits test-takers who perform better in structured digital environments
• Test centers are available in Manila, Cebu, and other cities, with fees around PHP 11,950

IELTS Academic remains widely accepted and familiar. Fees in the Philippines are approximately PHP 13,660. Results arrive within 3 to 13 days. IELTS is accepted by all Australian migration bodies.

The PTE "Barbell" Problem for Superior English

PTE scoring changed significantly in late 2025. The score thresholds required to achieve the "Superior" English level were raised to align PTE more closely with IELTS 8.0 difficulty.

The updated Superior PTE requirements are: Listening 69, Reading 70, Writing 85, Speaking 88.

The challenge: Speaking (88) and Writing (85) requirements are very close to the maximum possible PTE score of 90. A single hesitation in the "Repeat Sentence" task or a punctuation issue in "Summarize Written Text" can prevent a candidate from hitting the 85+ threshold.

For Filipino applicants targeting the 20-point Superior classification, IELTS may be more predictable at the high end — an 8.0 across all bands is a clear target. For Proficient English (10 points, IELTS 7.0), PTE is often easier to achieve.

The IELTS One Skill Retake: A Game Changer for 2026

The IELTS One Skill Retake (OSR) is now accepted by both the Department of Home Affairs and AHPRA. This allows an applicant who has sat a full IELTS exam to retake just one component within 60 days of their original test.

This is significant. Previously, a Filipino nurse who scored 7.0 in Listening, Reading, and Speaking but 6.5 in Writing had to retake the entire exam. Now, they can retake only Writing, preserving their existing scores for the other three components.

OSR centers in the Philippines include Manila, Cebu, and Baguio. Availability for the retake slot should be confirmed immediately after your original results arrive — the 60-day window is fixed.

One condition: the OSR result replaces the retaken component regardless of whether the new score is better or worse. If you scored 6.5 in Writing the first time and your OSR gives you 6.0, you keep the 6.0. Enter the OSR only when you are confident in your preparation for that specific component.

"Clubbing" IELTS Results: The 12-Month Rule

Australian immigration rules allow "clubbing" — combining results from two IELTS sittings within a 12-month period to meet the required minimum in each band. If you scored 7.5 in three bands in one sitting but only 6.5 in Writing, and then scored 7.0 in Writing in a second sitting within 12 months, the combination satisfies the Proficient requirement.

Not all purposes accept clubbing. ANMAC does not accept clubbed results for skills assessment. AHPRA does not accept clubbing for registration. The Department of Home Affairs does accept clubbing for visa applications.

The practical implication: if you need IELTS results for ANMAC, aim for a single-sitting result meeting the minimum (7.0/7.0/7.0/6.5). For visa points purposes, clubbing from two sittings is permitted.

PTE for AHPRA Registration

PTE Academic is accepted by AHPRA for nursing registration. The minimum score required for AHPRA equivalence to IELTS 7.0/7.0/7.0/6.5 is: L58, R59, W69, S76.

Many Filipino nurses who struggled to reach the IELTS Writing 6.5 threshold have found the PTE Writing tasks (Summarize Written Text and Write Essay) more manageable than academic IELTS essays. However, PTE's AI scoring can penalize specific pronunciation patterns common in Filipino-accented English in the Speaking component — particularly in "Repeat Sentence" tasks.

Before committing to PTE for registration purposes, take a practice test with scored feedback to assess which components are your risk areas.

The Language Strategy for Maximum Points

The most effective English test strategy for Filipino professionals targeting 20 points on the visa:

1. Start with IELTS Academic. Take a full practice test under timed conditions to assess your realistic performance in all four components.

2. If you score 7.0+ consistently in all four bands on practice tests, aim for IELTS directly. One strong sitting can get you to Proficient (7.0) or Superior (8.0).

3. If Writing is your weak component and you score 6.5 or below in practice, consider:

   • IELTS + OSR: sit IELTS, use the OSR to retake Writing specifically
   • PTE: the Writing tasks are different and may suit you better, but check the new Superior thresholds

4. If you are a nurse targeting AHPRA registration AND visa points, consider OET for the registration stage (which many Filipino nurses find easier for Writing) and IELTS/PTE for the visa points stage. You can use different tests for different purposes.

5. If you score below 6.0 in any band consistently, a dedicated preparation course — IELTS preparation focused specifically on your weakest component — will deliver better ROI than multiple full test sittings.

Adding Superior English brings that to 85 — competitive enough for many state nomination programs.
