The attestation is a legal alternative that carries identical weight for US immigrant visa purposes. Fees range from ₦10,000 to ₦25,000 depending on the NPC state office handling the case, and most applicants receive the document within three to seven working days.

The Attestation Process: What Many Applicants Miss

If you need an NPC Attestation of Birth, you cannot walk into the NPC office and apply directly. The process requires a preliminary step that many DV winners discover only after their first trip to the commission.

You must first obtain a Sworn Affidavit of Age Declaration from a Nigerian High Court. This affidavit must be sworn by a parent or, where parents are unavailable, a close relative who is at least eighteen years older than you. The affidavit confirms your identity, date of birth, and place of birth based on personal knowledge. High Court affidavits typically cost between ₦5,000 and ₦15,000 and are issued the same day you appear before the court registrar.

Late Registration Certificates and the Consular Red Flag

A "late registration" birth certificate — issued by the NPC years or even decades after your birth — is technically valid, but it draws heightened scrutiny at the US Consulate Lagos. Consular officers are trained to look for indicators of document fraud, and a birth certificate issued recently for someone who is already thirty years old is a common pattern associated with falsified records.

If your NPC birth certificate carries a late registration date, you should gather as much secondary evidence as possible before your interview. Hospital birth notifications from the year you were born, primary school enrollment records from the early years of your education, and old family photographs with dates are all useful. Authentication at the Ministry of Foreign Affairs

Once you have your NPC document — whether a birth certificate or an attestation — you are not done. For US immigrant visa purposes, the document must be authenticated at the Federal Ministry of Foreign Affairs (MFA) in Abuja.

MFA authentication costs approximately ₦5,000 per page and takes three to seven working days. What the Consulate Actually Wants to See

The name on your NPC document must match the name in your passport, which must match what you entered in your DS-260. Middle names, tribal names, and multiple surnames that appear in different formats across your documents are the single most common trigger for a 221(g) administrative hold in the documents category.

Before your interview, lay all your documents side by side and compare every name field against your passport. If there is a discrepancy — even a small one — have a written explanation ready.
