If you are in Iran applying for an Australian skilled visa, three steps require you to physically show up somewhere — English testing, biometrics, and the medical examination. These used to be straightforward. Since the suspension of direct immigration services at the Australian Embassy in Tehran and the absence of PTE Academic test centers in Iran, each of these requires logistics planning that applicants from other countries simply don't face.

This guide covers the current state of each requirement and the most efficient way to handle them.

English Testing: IELTS in Iran, PTE in Turkey

The Australian Points Test awards English proficiency points on a three-level scale:

The 20-point gap between Competent and Superior makes English one of the highest-leverage factors in the Points Test. Getting to Superior — rather than just Competent — is often the difference between receiving a Subclass 189 invitation and waiting indefinitely.

IELTS test centers remain operational in Iran. You can sit the IELTS Academic (the version accepted for skilled migration) at centers in Tehran including Irsafam, IELTS Tehran, and Islamic Azad University centers, with both paper-based and computer-delivered options. This is viable if you are currently in Iran and IELTS suits your preparation approach.

PTE Academic test centers are not currently available in Iran. Pearson's network simply has no centers in the country. For applicants who prefer PTE — which many Iranian professionals do, both for its computer-based format and because the scoring structure makes it easier to achieve consistent high band scores — this means traveling.

The two practical options:

Turkey (Istanbul or Ankara): PTE test centers in Istanbul offer multiple test dates per month. Iranian nationals can enter Turkey on an e-Visa, which is processed online in minutes for approximately USD $50. Istanbul is accessible by direct flight from Tehran (under 3 hours), accommodation is affordable, and the time zone offset is minimal. This is by far the most popular route.

UAE (Dubai or Abu Dhabi): PTE centers in Dubai also offer regular testing. However, Iranian nationals require a sticker visa for the UAE, which involves more lead time and cost. Dubai accommodation and living costs are substantially higher than Istanbul. For most applicants, Turkey is the better choice unless you have other reasons to be in the UAE.

When taking PTE in Istanbul, pay for the test through a relative abroad or via an AUSTRAC-registered exchange — Pearson VUE does not accept Iranian bank cards for the same reasons that apply to Australian visa fees. The test fee is approximately USD $250–$300 per attempt.

VFS Biometrics: Turkey or Australia (If You're Already Onshore)

Biometrics for Australian visa applications — fingerprints and a facial photograph — are collected by VFS Global. Since the suspension of direct biometric collection at the Australian Embassy in Tehran, Iranians outside Australia must attend a VFS center.

If you are in Iran: The current situation is that VFS does not operate Australian biometric collection inside Iran. You must travel to a VFS center in a third country. Istanbul has VFS Australia centers, as does Ankara. This is typically combined with the PTE trip for applicants who need both.

If you are in Australia on a temporary visa: Complete your biometrics at a VFS Australia center in Australia (major cities all have them). This is significantly simpler than traveling to Turkey.

VFS biometrics appointment slots in Istanbul can fill up several weeks in advance during peak periods. Book your appointment before you buy your flight. The biometrics fee is approximately AUD $70.

Panel Doctor Medical Examination: In Iran or in Turkey

Australian visa applicants must undergo a medical examination by a Bupa-approved panel physician. This tests for conditions that may affect your ability to obtain a visa, including communicable diseases like tuberculosis. Unlike IELTS testing and biometrics, panel doctor facilities do still exist in Iran.

The medical examination costs approximately AUD $450 per adult. Results are submitted electronically via the eMedicals system — you do not receive a paper report to submit yourself.

One important health finding for Iranian applicants: latent tuberculosis is relatively common among people who grew up in Iran. A positive finding for latent TB does not result in automatic visa refusal. It triggers a Health Undertaking (Form 815) requiring you to report for monitoring within three months of arriving in Australia. Factor this possibility into your planning — if your medical flags latent TB, there will be a brief additional step, but it is a routine outcome.

Doing the medical in Turkey is an option if you are already traveling to Istanbul for PTE testing and biometrics. There are Bupa-approved panel physicians in Istanbul. The cost is broadly comparable (slightly higher in USD terms), and combining all three appointments into a single Turkey trip reduces total travel cost and time off work.

Planning a Single-Trip Turkey Strategy

For applicants currently in Iran who need all three: PTE, biometrics, and medical examination — a single 5–7 day trip to Istanbul can cover all three requirements efficiently.

Sequencing matters:

  1. Book your PTE test first (it has the most lead time and the most constrained scheduling)
  2. Book VFS biometrics around the PTE date (usually available with 1–2 weeks' notice)
  3. Book the panel doctor appointment for the same trip (most clinics can accommodate within a few days)

Verify your Turkey e-Visa is approved before booking non-refundable flights. The e-Visa is single or multiple entry; check whether you need to return after your medical results are uploaded before your visa is processed.

Budget for the Turkey trip: flights from Tehran approximately USD $200–$400 return, accommodation for 5–7 nights approximately USD $300–$500, and incidentals. Total travel cost of USD $700–$1,000 is a realistic budget. On top of the test fee and medical examination costs, this represents a significant investment — but it is a one-time cost that completes three prerequisites in a single journey.
