If your degree is in a STEM field, you are eligible for a 24-month extension of your post-completion OPT — pushing your total authorized work period to 36 months. That is three separate chances at the H-1B lottery instead of one. For non-STEM graduates facing a single lottery shot with roughly 35% selection odds, this extended runway is one of the most valuable benefits available to F-1 students.

Here is exactly what the STEM OPT extension requires, how to file it, and the ongoing compliance obligations that come with it.

Eligibility: The CIP Code Requirement

Your eligibility for the STEM OPT extension depends entirely on whether your degree's Classification of Instructional Programs (CIP) code appears on DHS's STEM Designated Degree Program List. The CIP code is printed on page one of your I-20 — it is the code your school assigned to your major.

Not all science or engineering degrees qualify. DHS maintains a specific list, and eligibility is determined by the code, not the common name of the major. For example, "Computer Science" typically qualifies under CIP 11.0701, while "Information Systems" might not qualify under all institutional coding conventions.

DHS has been actively expanding this list. Recent additions include Environmental/Natural Resource Economics (added in 2024), Mechatronics and Robotics Engineering Technology, and Linguistics and Computer Science (added in 2023). If your field sits near the boundary, confirm your specific CIP code with your DSO before assuming you qualify.

You may earn up to two STEM OPT extensions in your lifetime, provided the second is based on a subsequently earned, higher-level STEM degree (for example, a STEM master's degree following a STEM bachelor's).

The Filing Window: File Early

The STEM OPT extension is filed as a new I-765 using eligibility code (c)(3)(C). You may file up to 90 days before your current OPT EAD expires — do not wait.

If you file before expiration, USCIS automatically extends your current work authorization by up to 180 days while the application is pending. This automatic extension means you can keep working even if your EAD card's printed expiration date passes, provided you filed on time.

If you miss the filing deadline and your EAD expires before USCIS receives your application, this automatic extension protection vanishes. You would be out of work authorization until USCIS approves a new EAD.

  • Completed Form I-765 with eligibility code (c)(3)(C)

Form I-983: The Training Plan

The I-983 is what distinguishes STEM OPT from standard OPT administratively. This document must be completed collaboratively by you and your direct supervisor before you can receive the extension. It requires:

  • Specific learning objectives tied to your STEM degree field — not generic job duties, but explicit skills and knowledge areas your employer will develop
  • A supervision framework describing how your manager will oversee and mentor your training
  • Performance evaluation metrics that will be used to assess your progress
  • Compensation details — your salary and how it compares to similarly situated U.S. workers in the role
  • Employer's E-Verify Company ID number (required — see below)

The I-983 must be updated whenever there is a material change: salary reduction, location change, significant shift in duties, or change of direct supervisor. Outdated I-983s are a compliance violation.

DHS and ICE retain the explicit right to conduct unannounced site visits to verify that the training plan is being executed faithfully and that the employer has the resources and intent to provide genuine mentorship — not just cheap skilled labor dressed up as an educational experience.

The E-Verify Employer Requirement

Unlike standard OPT, STEM OPT cannot be used with employers who are not enrolled in E-Verify. Your employer must be actively enrolled and in good standing with the federal E-Verify system, and they must provide their E-Verify Company ID number on your I-983.

This creates a real practical barrier. Small startups, boutique firms, and many non-profits resist E-Verify enrollment due to compliance burdens and administrative overhead. If you are targeting an employer that is not E-Verify enrolled, verify whether they are willing to enroll before accepting an offer. Attempting to use STEM OPT with a non-E-Verify employer is a status violation.

Self-employment and volunteering — both permitted under standard OPT to stop the unemployment clock — are strictly prohibited under STEM OPT. You must work for a qualifying employer.

Unemployment During STEM OPT

During your initial 12-month OPT period, you are allowed a maximum of 90 days of cumulative unemployment. The STEM OPT 24-month extension grants an additional 60 days, bringing the total aggregate limit across your entire 36-month authorization to 150 days.

This is a combined, running total — not a reset. If you used 85 days of unemployment during standard OPT, you enter STEM OPT with only 65 days of unemployment tolerance remaining across the full 24-month extension period.

Weekends, holidays, and time spent outside the United States while unemployed all count toward this total. SEVP has the authority to automatically terminate SEVIS records that exceed the limit.

Reporting Requirements: Every 6 Months

STEM OPT has substantially heavier reporting obligations than standard OPT:

  • 10 days: Report employer name, address, and start date to your DSO (or via the SEVP Portal) when you start work
  • 10 days: Report any change of employer, change of address, or material change to the I-983
  • Every 6 months: Submit a self-evaluation to your DSO documenting your progress against the I-983 training plan
  • Annually: Your employer must sign an annual evaluation reviewing your performance and confirming the training plan remains accurate

Missing these reporting requirements is a compliance violation that can result in SEVIS termination. Set calendar reminders for your 6-month evaluations the moment you start your STEM OPT period.

The 36-Month Strategic Calculation

The 36-month OPT timeline dramatically changes your H-1B odds. With standard OPT, you have one lottery attempt. With STEM OPT, you have up to three attempts across the 36-month window.

For the FY2026 cycle, the H-1B selection rate was approximately 35.3% under the current beneficiary-centric registration system. That means roughly a one-in-three chance per lottery attempt. Over three attempts, the cumulative probability of selection rises substantially — most STEM graduates who clear the employer and wage threshold requirements get selected within two or three cycles.

The critical planning variable is aligning your graduation date and OPT start date so that your 36-month window spans at least three March lottery registration periods. A graduation date of May with an OPT start in July means your OPT expires in July three years later — spanning three full March registration cycles. A December graduation creating a February OPT start could produce the same three-cycle span. Work through this math with your DSO early in your final academic year.
