EB-5 Guangzhou Consulate Interview: Documents, Wait Times, and What to Expect

Your I-526E has been approved. Your NVC case file is "documentarily complete." Now you wait — and then you appear in Guangzhou for the final adjudication that determines whether your family actually receives the immigrant visa. For Chinese-based investors, the US Consulate General in Guangzhou (GUZ) is the only facility handling EB-5 immigrant visa interviews. What happens there is not a formality. Officers have the authority to re-examine your source of funds, question your investment documentation, and deny the visa on grounds that USCIS never raised.

Here is what the consular processing stage actually involves for Chinese EB-5 investors.

From I-526E Approval to NVC: What Happens First

Once USCIS approves your I-526E petition, the file moves to the National Visa Center (NVC) in Portsmouth, New Hampshire. NVC is the administrative processing hub between USCIS and the overseas consulate. The NVC does not make immigration decisions — it reviews your civil documents and confirms the case file is complete before passing it to Guangzhou.

The NVC process involves three main tasks:

Pay the Immigrant Visa Fee. The current IV fee is $325 per person. This is paid online through the CEAC (Consular Electronic Application Center) portal. NVC will not begin document review until fees are paid for all principal and derivative applicants.

Submit the DS-260 Form. Form DS-260 is the immigrant visa application. It must be completed online for every family member appearing on the petition, including children under 21 who will receive derivative immigrant visas. The DS-260 covers biographical history, travel history for the past 15 years, employment history, family details, and questions about inadmissibility grounds including CCP membership. Print and keep the barcode confirmation page — you will hand it to the consular officer at the interview.

Submit Civil Documents. The NVC requires a specific set of civil documents via its CEAC document upload portal. For Chinese applicants, these include: birth certificates with certified English translation, marriage certificate (if applicable), police certificates from every country of residence, and any court or prison records. All documents must be notarized and apostilled (see the section on Chinese document authentication). NVC will review uploads, reject documents with technical deficiencies, and issue a case-complete notification once everything is accepted.

The NVC processing window in 2026 is approximately three to six months from I-526E approval to case-complete notification, assuming documents are submitted promptly and without deficiencies.

Guangzhou Wait Times in 2026

After NVC confirms your case is complete, the file transfers to Guangzhou for interview scheduling. This is where the current staffing crisis creates a significant bottleneck.

Since 2021, the PRC government has blocked the US Embassy from hiring new local employees. The Guangzhou Consulate is operating at a fraction of its pre-pandemic processing capacity. As of early 2026, the wait time between NVC case-complete notification and an interview appointment at Guangzhou is approximately six to twelve months for immigrant visa applicants.

This wait time does not pause your children's biological aging. If a derivative child is close to the 21-year-old cutoff, the Guangzhou scheduling bottleneck must be factored into CSPA calculations — and it is one more reason why Rural TEA projects with USCIS priority processing are the only reliable strategy for families with older children.

What to Bring to the Guangzhou Interview

Every person named on the immigrant visa case must attend the interview in person, including children. There is no exception for minors. Bring originals and photocopies of everything.

Required documents for all applicants:

• Passport valid for at least six months beyond the intended entry date, plus all previous passports
• DS-260 confirmation page (the printed barcode page from the CEAC portal)
• I-526E approval notice (Form I-797)
• Passport-style photos taken within the past six months
• Sealed medical examination results from an approved physician in China
• Police certificate from the Public Security Bureau, notarized and apostilled, issued within six months of the interview date

Additional documents for the principal investor:

• Birth certificate, marriage certificate, and divorce decrees if applicable — all notarized and apostilled with certified English translations
• Complete source of funds package: original copies of every document submitted in the I-526E petition, including the final wiring records confirming the $800,000 reached the project escrow
• Updated bank statements or escrow confirmation showing the investment is still at risk
• I-956F project approval notice (if available)

For derivative children:

• Birth certificate notarized and apostilled
• School enrollment records or transcript
• If over 18: original police certificate from PSB

The officer may request originals of documents that were previously submitted only as copies to USCIS. Bring everything. Gaps in the document package can result in a 221(g) administrative hold.

What the Interview Actually Involves

The consular officer in Guangzhou has already reviewed your DS-260 and has access to the approved I-526E petition. The interview is not a recitation of facts they don't already know — it is a verification exercise and, for some applicants, a re-adjudication.

Typical interview questions for EB-5 investors cover:

• Where did the investment funds come from? (Expect this regardless of what USCIS already approved.)
• Did you transfer money using family members or third parties? If so, how many, and from what accounts?
• Are you or have you ever been a member of the Chinese Communist Party?
• Have you ever worked for a state-owned enterprise, government hospital, or public university?
• What is the current status of the EB-5 project? Have construction milestones been met?
• Have you filed for Social Security numbers or benefits while in the US previously?

The officer is specifically trained to identify inconsistencies between the DS-260 answers and prior visa applications. If you previously applied for a B-1/B-2 tourist visa or an F-1 student visa and listed different employment history or residence addresses, that inconsistency will surface in the interview. A biographical audit — reviewing your entire prior US visa history before completing the DS-260 — is not optional.

After the Interview: What Happens Next

If the officer approves the immigrant visa at the interview, you will receive your passport with the immigrant visa stamped inside, typically within one to two weeks. The visa is valid for six months. You must enter the US before the expiration date, at which point you receive your conditional green card (a two-year conditional permanent residency). USCIS will mail the physical green card to your US address after entry.

If the officer issues a 221(g) administrative hold, you are not denied — but you will wait for additional security clearances or document verification before the case is resolved.
