The total cost of getting Canadian permanent residency through Express Entry from Bangladesh runs substantially higher than most applicants initially budget. The IRCC fees are visible and published. The supporting fees — language tests, credential assessments, police clearances, medical exams — are often underestimated. And there is an additional complication specific to Bangladeshi applicants: paying IRCC fees from a local bank card is not as simple as it sounds.

Government Fees: What IRCC Charges

The IRCC fee structure for a single adult Express Entry applicant has two components: the processing fee and the Right of Permanent Residence Fee (RPRF). The processing fee is charged upfront when you submit your application. The RPRF is charged when IRCC approves your application and you need to confirm your permanent residence.

For a single adult principal applicant, the processing fee is CAD 850. The RPRF is CAD 515. Total: CAD 1,365.

For a couple (principal applicant plus spouse), add the spouse processing fee of CAD 850 and the spouse RPRF of CAD 515. If you have dependent children, each child incurs an additional processing fee of CAD 260. Children under 22 are exempt from the RPRF.

For a family of three — applicant, spouse, one child — the total government fee is approximately CAD 2,490.

At current exchange rates, CAD 1,365 for a single applicant converts to approximately BDT 115,000 to 125,000 depending on the rate at the time of payment.

The Credit Card Problem Bangladeshi Applicants Face

Paying IRCC fees online from Bangladesh is complicated by transaction limits on Bangladeshi credit cards. Bangladesh Bank regulations restrict international credit card transactions, and many cards have a per-transaction limit well below the total IRCC fee amount.

The fee must be paid online through the IRCC portal using a Visa or Mastercard credit card. Debit cards are not accepted. Several Bangladeshi banks offer dual-currency cards that have higher international transaction limits — EBL's Aqua card and City Bank's American Express card are frequently mentioned in Bangladeshi immigration communities. Even with these cards, you may need to request a temporary limit increase from your bank before attempting the IRCC payment.

The alternative is to have a family member or trusted contact abroad pay the fee using their credit card. IRCC permits a third party to pay on your behalf. If you go this route, keep a record of who paid and from which card — IRCC does not require an explanation for the payment source, but having the record protects you if any question arises.

Language Test Fees

IELTS General Training: approximately BDT 28,450 (British Council or IDP, Dhaka, Chittagong, or Sylhet). This is the most common test for Bangladeshi Express Entry applicants.

PTE Core: approximately BDT 24,800 to 28,000 depending on the test center and date. Centers in Dhaka include Daffodil International University and TUV SUD Bangladesh.

If you take more than one sitting — which most candidates targeting CLB 9 do — budget for two or three attempts. Two IELTS attempts at BDT 28,450 each means the language test budget alone could reach BDT 57,000 to 85,000.

TCF Canada or TEF Canada (if pursuing French proficiency): approximately BDT 24,000 each through Alliance Française de Dhaka.

WES Educational Credential Assessment

WES charges USD 236 for a standard ECA (World Education Services ECA for Express Entry). At current exchange rates, this is approximately BDT 28,000 to 30,000.

On top of the WES fee, Bangladeshi applicants pay institutional fees to their universities for transcript preparation and attestation:

For National University graduates: BDT 746 per transcript application, BDT 1,246 for attestation verification, and BDT 823 for the WES form completion — roughly BDT 3,000 in total university-side fees per credential.

For Dhaka University or BUET graduates: fees vary by institution but typically range from BDT 1,500 to 5,000 depending on the number of credentials required.

Courier costs for sending sealed transcripts to WES in Canada (if not transmitted electronically): BDT 3,000 to 6,000 depending on the courier service. DHL and FedEx are the preferred options.

Total WES cost including all supporting fees: approximately BDT 35,000 to 40,000.

Police Clearance Certificate Fees

Bangladesh Special Branch PCC: BDT 500 fee paid via e-Challan. The process is nominally inexpensive, though the time cost is significant.

If you apply through the Bangladesh High Commission in Ottawa (for applicants already in Canada): approximately CAD 65 to 95 in consular fees.

If you need a Saudi Arabia PCC from outside the country: this involves coordination with the Bangladesh Ministry of Foreign Affairs and the Saudi Embassy. Agency fees if you use facilitation services like Helpline Group or Trueway International range from BDT 8,000 to 20,000 for the coordination work.

UAE PCC (Dubai Police or Ministry of Interior): USD 15 to 50 government fee, plus agency fees if you cannot manage the process directly.

Medical Examination Fees

Panel physician examination in Dhaka: approximately BDT 8,000 per adult (age 15 and above). For children the fee is lower.

If the TB sputum test is required (triggered by chest X-ray findings): additional cost of BDT 3,000 to 5,000 for the culture test, plus the time cost of the eight-week waiting period.

For a family of three with no TB complications: approximately BDT 18,000 to 22,000 in medical examination fees.
