Canada Immigration from Turkey: Express Entry Guide for Turkish Professionals

The path from Istanbul, Ankara, or Izmir to Canadian permanent residency is more structured than most Turkish professionals realize. Express Entry is not a lottery — it is a points-based competition, and if you understand how it scores, you can engineer your application to win.

This guide covers the mechanics of the Canadian Express Entry system as it applies specifically to Turkish applicants: how your CRS score is calculated, which draws you should be targeting, and what Turkey-specific documents you will need.

What Is Express Entry and How Does the Kanada Göçmenlik Başvuru Process Work?

Express Entry is Canada's federal immigration management system. You create a profile, get a Comprehensive Ranking System (CRS) score, and enter a pool of candidates. Every few weeks, IRCC holds a draw and invites the highest-ranked candidates to apply for permanent residency. An Invitation to Apply (ITA) locks in your eligibility and gives you 60 days to submit a full PR application.

Three programs feed into Express Entry:

  • Federal Skilled Worker Program (FSWP) — For professionals with skilled work experience earned outside Canada. This is the primary route for Turkish applicants applying from Turkey.
  • Canadian Experience Class (CEC) — For those who already have at least one year of skilled work experience inside Canada.
  • Federal Skilled Trades Program (FSTP) — For tradespeople with a valid job offer or provincial certification.

Most Turkish applicants in Istanbul, Ankara, and Izmir will enter through the FSWP, since their work experience is based in Turkey.

Kanada Express Entry Puan Hesaplama: How Your CRS Score Is Built

Your CRS score has a ceiling of 1,200 points. The bulk comes from four "core human capital factors":

Factor Max Points (no spouse)
Age 110
Education 150
First official language (English/French) 160
Work experience 80
Core total 500

A spouse adds additional points (up to 40 for education, 20 for language, 10 for work experience). Skill transferability adds up to 100 more points when your education and language scores work together. A provincial nomination adds 600 points, effectively guaranteeing an ITA.

Practical CRS estimates for Turkish professionals:

A 28-year-old software engineer from Istanbul, Master's degree from METU, IELTS 8.0/7.5/7.5/7.5 (CLB 9), and 5 years of experience can expect a raw core score around 460–480. Add skill transferability, and this moves to roughly 500–510. That puts this profile within reach of STEM category-based draws, where cut-offs ran between 491 and 510 in 2024–2026.

For a 34-year-old engineer whose score is 440–460, the math changes. A provincial nomination from Ontario (OINP) adds 600 points and changes everything — that is the path worth pursuing.

Which Express Entry Draws Target Turkish Professionals?

General draws in 2025–2026 require CRS scores of 524 and above. Few Turkey-based applicants reach this without a nomination or exceptional language scores. The more relevant draws are:

STEM Category Draws — Cut-offs between 491–510. Targets software engineers, IT professionals, data scientists, civil engineers, and environmental engineers. Turkey's tech sector produces exactly these profiles.

French Language Proficiency Draws — Cut-offs as low as 336–400. If you attended a French lycée (Galatasaray, Saint-Joseph, Notre Dame de Sion, Tevfik Fikret) or Galatasaray University, this is the single highest-leverage move available to you. A TEF or TCF Canada exam at the NCLC 7 level adds 50 CRS points and opens draws with drastically lower cut-offs.

Healthcare Category Draws — Cut-offs between 422–463. Targets Turkish physicians, nurses, and allied health professionals.

Trade Occupation Draws — Cut-offs between 433–477. For specialized Turkish technicians.

As of 2025, category-based draws accounted for 59% of all 113,998 ITAs issued. Waiting for a general draw is the slow path. Positioning for category draws is the strategic one.

Turkey-Specific Steps You Will Not Find in a Generic Guide

WES Evaluation of Your Turkish Degree

Your Turkish degree needs a WES (World Education Services) Educational Credential Assessment (ECA) to count for Express Entry points. WES requires your official transcript sent directly from your university — coordinate with the Öğrenci İşleri (Student Affairs) department. For METU, Boğaziçi, and İTÜ, digital transcript delivery is available and speeds up the evaluation to under 30 days. Smaller provincial universities may require more follow-up.

A 4-year Lisans degree equals a Canadian Bachelor's. A Yüksek Lisans equals a Master's — worth an additional 15–20 CRS points over a Bachelor's. Request an apostille on your diploma for the physical copy. Turkey has been a Hague Convention signatory, and since Canada joined in January 2024, a Turkish apostille is now accepted directly in Canada without further legalization.

Adli Sicil Kaydı (Police Certificate)

You need the "Archive Recorded Criminal Record" (Arşiv Kayıtlı Adli Sicil Kaydı) — not the standard version. Through e-Devlet, you can generate this instantly by selecting the "Foreign Country / Apostille" option. As of 2021, the Turkish Ministry of Justice issues this document in up to 18 foreign languages including English, which eliminates the need for translation. This is a genuine advantage Turkish applicants have over candidates from countries with paper-based police clearance systems.

SGK and Employment Proof

Your Turkish employer reference letters must go far beyond the standard Bonservis. IRCC requires your job title, employment dates, hours worked per week, annual salary, and a detailed breakdown of duties that maps to your NOC code. Supplement these letters with your SGK Tescil ve Hizmet Dökümü (Social Security Service Breakdown) as corroborating evidence of employment.

Settlement Funds in a Volatile Currency

For a single applicant, you need CAD $15,263 in accessible funds (approximately 385,000 TRY at early 2026 rates). Your Turkish bank letter must show a 6-month average balance and list all outstanding debts. İş Bankası, Garanti BBVA, and Akbank all issue these letters — confirm with your branch that the letter explicitly states "six-month average balance." Funds must be unencumbered: if you recently sold property, prepare the Tapu transfer documents to trace the deposit.

The Turkey → Canada Express Entry pathway is concrete and achievable for profiles that are engineered for it. If your CRS score calculation leaves you below the general draw threshold, that is not the end — it is the starting point for a provincial nominee strategy.
