The core Express Entry requirements are the same for all nationalities: minimum 67 points on the FSWP selection grid, a qualifying NOC code, at least one year of full-time skilled work experience, and a Canadian Language Benchmark of at least CLB 7. But the way you fulfill those requirements as a Pakistani applicant involves several additional layers that are specific to Pakistan's administrative ecosystem.
This post focuses on what is different — the requirements and steps that other countries' guides do not cover.
The HEC Attestation Requirement
When you apply for an Educational Credential Assessment (ECA) through WES Canada, you need your degrees and transcripts to be sent directly from the Higher Education Commission (HEC) in a sealed envelope. Unlike applicants from some other countries who can request transcripts directly from their university, Pakistani applicants must go through the HEC as an intermediary.
WES will not accept Pakistani degrees directly from your university or handed over by you personally. The envelope must arrive at WES sealed with an HEC stamp across the back flap, with your WES reference number written on the outside. If the envelope arrives opened or without the proper marking, WES will reject it and you will need to restart the process.
The HEC attestation itself typically takes 4 to 6 weeks from the time you register on the HEC E-Services portal (eservices.hec.gov.pk), upload your documents, pay the fee, and have them sent. Walk-in urgent slots are available at the main HEC office in Islamabad but book up weeks in advance.
This timeline means most Pakistani applicants should begin HEC attestation before they have their IELTS results — the two processes run in parallel, not sequentially.
Pakistan's Degree Assessment Complexity at WES
The Pakistani academic system has two eras: the "old system" (2-year Bachelor's + 2-year Master's) and the "new system" (4-year integrated Bachelor's). WES evaluates these differently:
- A 4-year BS degree: assessed as a Canadian Bachelor's equivalent (120 CRS points for a single applicant)
- A 2-year BA or BSc (old system): often assessed as only two years of post-secondary (98 CRS points)
- A 2-year BA + 2-year Master's combination: may be assessed as a Master's equivalent (135 CRS points), but only if HEC attests both credentials and WES recognizes the research component
If you have an old-system 2-year degree without a Master's, you are at a significant CRS disadvantage compared to applicants with 4-year degrees. Understand this before you start — it affects which draw categories are realistic for you and how much work your language score needs to do.
The Police Character Certificate: Province Matters
You need a Police Character Certificate (PCC) for Canada PR from every country where you have lived for six months or more. For Pakistan, the process varies significantly by province.
Punjab and Islamabad Capital Territory: Apply through the Police Khidmat Markaz (PKM) Global Portal at any PKM branch. Bring your original CNIC and passport. Processing time is typically 3 to 10 working days. The certificate is valid for 180 days from the date of issue.
Sindh and Khyber Pakhtunkhwa: The process is largely manual. You apply at the District Police Office (DPO). If you are abroad, a notarized Authority Letter — attested by the Pakistani consulate in your current country — must be given to a family member or representative in Pakistan who visits the DPO on your behalf.
Timing: Because a Pakistani PCC is valid for only 180 days, you cannot obtain it too early. If you get your PCC before entering the Express Entry pool and then wait six months for an ITA, the certificate may expire before you can use it. The safest approach is to get your PCC after submitting your Express Entry profile, once you have a realistic expectation of when you will receive an ITA.

Security Screening: The Pakistan-Specific Timeline Factor
Pakistan is one of the countries where IRCC applies enhanced security screening to Express Entry applications. This is not a reflection of your individual case — it is a systemic additional step applied to files from certain countries.
The practical effect: where IRCC's stated service standard for Express Entry is 6 months from application to COPR, Pakistani files frequently take 10 to 16 months. The additional 4 to 10 months is almost entirely attributable to security screening. Applications do not show unusual movement in the IRCC portal during this period, which causes significant anxiety for applicants who do not know to expect it.
Receiving a request for additional documents or biometrics from GCMS (Global Case Management System) does not indicate a problem with your application — it is a routine step in the enhanced screening process.
Proof of Funds in PKR: The Currency Risk Problem
The minimum settlement funds for a single applicant as of July 2025 are $15,263 CAD. For a family of four, it is $28,362 CAD. IRCC calculates the CAD equivalent based on the exchange rate on the date your application is processed — not the date you deposited the funds.
The Pakistani Rupee has been volatile, devaluing multiple times significantly against the CAD over recent years. This creates a structural risk: you may deposit funds that meet the requirement at deposit time, but if the PKR devalues during the application processing period, the same account balance may fall short of the CAD minimum.
The standard mitigation is maintaining a 10 to 20% buffer above the minimum requirement. For a single applicant, that means keeping approximately CAD $17,000 to $18,000 equivalent in liquid, unencumbered funds — not in property, not borrowed, and not in a fixed deposit that has withdrawal restrictions.
Most major Pakistani banks (HBL, UBL, MCB, Meezan Bank) are familiar with the IRCC bank letter format and can produce the required certification. The letter must include account numbers, opening dates, current balance, average six-month balance, and outstanding debts.
VFS Global Pakistan: Biometrics and Passport Submission
After receiving an Invitation to Apply (ITA) and submitting your PR application, you will receive a Biometric Instruction Letter (BIL) from IRCC. This letter triggers the biometrics enrollment step, which must be done in person at a Canada Visa Application Centre (CVAC) managed by VFS Global.
VFS Global operates CVACs in Islamabad, Karachi, and Lahore. Appointments are booked online at visa.vfsglobal.com/pak/en/can/book-an-appointment using your 13-digit IRCC reference number from the BIL. During peak season (May to August), slots in Lahore and Karachi can book out three weeks in advance. Checking the portal at off-peak hours (early morning or late evening) increases the chance of finding released slots.
Biometrics themselves are fingerprints and a photograph. The enrollment takes about 15 minutes. The government fee of $85 CAD should already have been paid during the PR application submission.
The Realistic Timeline From Pakistan
Putting all of these requirements together, a realistic Pakistan-to-Canada Express Entry timeline is:

Planning around this timeline — including keeping your IELTS results valid (2-year expiry), your PCC valid (180-day expiry), and your proof of funds maintained at a sufficient buffer throughout — is the core logistical challenge.
