You have received your Invitation to Apply. You have 60 days to submit a complete application. And now you need a document from the Egyptian Ministry of Interior that most Egyptians have never had to request before --- the Criminal Status Record, commonly known as the Fish wa Tashbih.

If you are inside Egypt, this is manageable. If you are in the Gulf, it becomes a 3-to-4-month ordeal involving diplomatic pouches and consulate fingerprinting. Either way, understanding the exact process before you start saves weeks of wasted time.

What IRCC Requires

Canada requires a police clearance certificate from every country where you have lived for six months or more since age 18. For most Egyptian applicants, this means:

  • An Egyptian Police Clearance Certificate (PCC) from the Ministry of Interior
  • A PCC from any Gulf country where you have worked (UAE, Saudi Arabia, Kuwait, Qatar)
  • PCCs from any other country where you resided for 6+ months

The Egyptian certificate is formally called the Saheefat al-Hala al-Gina'iyya. It is issued in Arabic and must be translated into English or French by a certified translator. IRCC requires a "word-for-word" translation that includes all stamps and handwritten notes --- not a summary translation.

Applying from Inside Egypt

If you are physically in Egypt, the process is relatively straightforward:

Where to apply: The centralized Criminal Evidence Investigation Department in Abbassiya, Cairo. Some local police stations with computerized units can also process the request, but Abbassiya is the most reliable for immigration-grade certificates.

What to bring: Your national ID card (Bitaqa Shakhsiyya) and two recent passport-sized photographs.

Processing time: The computerized certificate is typically ready within 3 to 7 business days for applicants with no prior legal issues. If your file flags any records, processing extends significantly.

Cost: Approximately 100 to 500 EGP depending on the service level and location.

Validity: IRCC generally accepts police certificates issued within the 12 months prior to your application submission. Since the Express Entry ITA gives you 60 days, apply for the PCC as soon as you submit your Express Entry profile --- do not wait for the ITA.

Applying from the Gulf (The Hard Part)

The majority of Egyptian Express Entry applicants are currently working in the Gulf. This is where the police clearance becomes a serious timeline risk.

The consulate process: If you are in Dubai, Riyadh, Jeddah, or Kuwait City, you must visit the nearest Egyptian Consulate for physical ink-and-roll fingerprinting. The consulate cannot process a digital fingerprint scan --- it must be the traditional ink method on a standardized card.

The diplomatic pouch: Your fingerprint card is sent from the consulate to Cairo via diplomatic pouch. This is not a courier service you can track. Transit time varies from 2 to 6 weeks depending on the consulate's dispatch schedule.

Cairo processing: Once your fingerprints arrive at the MOI in Cairo, processing takes an additional 2 to 4 weeks.

Return to consulate: The completed certificate is sent back to the consulate via diplomatic pouch for you to collect.

Total timeline from the Gulf: 90 to 120 days is typical. Some applicants report waiting up to 5 months.

Mitigating the Gulf Timeline

Start your Egyptian PCC application the moment you decide to pursue Express Entry --- months before you expect an ITA. If your ITA arrives and the Egyptian PCC is still in transit, you can submit a Letter of Explanation to IRCC requesting additional time, though this is not guaranteed to be accepted.

Concurrently apply for your Gulf country clearances:

  • UAE: Apply through the MOI Smart App or the MOHRE website. Processing is largely digital and takes 1 to 2 weeks.
  • Saudi Arabia: Use the Absher portal for a police clearance. Available digitally for residents with an active Iqama or recently exited residents.
  • Kuwait: Apply through the Ministry of Interior. Processing takes 2 to 4 weeks.
  • Qatar: Apply through the Ministry of Interior or the Metrash2 app.

These Gulf clearances are generally faster and more digitized than the Egyptian consulate process. Get them running in parallel.

The Translation Requirement

The Egyptian PCC arrives in Arabic. IRCC requires a certified English or French translation. The translator must be a member of a recognized professional association. The translation must be word-for-word, reproducing every stamp, seal, and handwritten annotation on the original document.

Cost: Approximately 1,500 EGP per page for certified translation in Egypt, or $35 CAD per page if translated in Canada.

Common Problems and How to Avoid Them

Expired certificate at submission: If your PCC was issued more than 12 months before your final PR application date, IRCC will request a new one. Time your application carefully.

Incomplete Gulf coverage: Forgetting to obtain a PCC from a country where you lived for 6+ months is a common rejection reason. List every country and calculate your time in each before starting.

Consulate appointment delays: Egyptian consulates in the Gulf often have limited hours and long wait times for fingerprinting. Call ahead to confirm availability and book if appointments are available.

Name discrepancies: If your passport, national ID, and PCC show different transliterations of your Arabic name (e.g., Mohamed vs. Mohammed, Hussein vs. Hossein), prepare a statutory declaration explaining the variation. IRCC flags these inconsistencies.
