Federal Skilled Worker Program Requirements for Indonesian Applicants

The Federal Skilled Worker Program (FSWP) is the primary route to Canadian permanent residency for Indonesian professionals who have never worked in Canada. Unlike the Canadian Experience Class (CEC), which requires at least one year of Canadian work experience, the FSWP is specifically designed for skilled workers applying from abroad. For a software engineer in Jakarta or an engineer in Surabaya with a solid IELTS score, this is often the correct starting point.

The Six Selection Factors and the Minimum 67 Points

Before you even enter the Express Entry pool, the FSWP runs you through a separate points test. You need a minimum of 67 points out of 100 across six factors. This is not the same as your CRS score — it is a preliminary eligibility screen.

For most Indonesian applicants, the realistic breakdown looks like this: if you have an S1 degree (25 points), 5+ years of work experience (15 points), CLB 7 language scores (16–24 points depending on skills), and you are between 18–35 (12 points), you will likely clear 67 points even without a job offer. The adaptability points — awarded for things like having family in Canada, past Canadian study, or a spouse's education — can push you further above the threshold.

The Mandatory Requirements

Beyond the points test, FSWP has three non-negotiable requirements:

1. Skilled work experience You must have at least one continuous year of full-time paid work experience (or equivalent part-time) in a single NOC TEER 0, 1, 2, or 3 occupation within the past 10 years. Volunteer work, unpaid internships, and self-employment (without registration and tax records) do not count.

This is where the definition of "skilled" matters. Your Jakarta job title needs to map to a Canadian NOC code at TEER 1, 2, or 3. Most professional roles — software engineer, civil engineer, accountant, nurse — qualify. Administrative assistants at TEER 4 do not qualify for FSWP.

2. Language test results You must take an approved language test. For English, this means IELTS General Training or PTE Core. The minimum is CLB 7 in each of the four skills (Listening, Reading, Writing, Speaking), which corresponds to IELTS 6.0/6.0/6.0/6.0.

3. Educational Credential Assessment (ECA) Your Indonesian degree must be evaluated by a designated organization — for most Indonesian applicants, that is World Education Services (WES). Important for Indonesian applicants: your university transcript must be sent directly from the institution to WES — the Biro Administrasi Akademik (BAA) at your Almamater. WES also verifies Indonesian degrees against the PDDIKTI portal. If your academic record has errors in PDDIKTI (common for graduates from before the digitization era), this must be corrected before WES can complete the evaluation.

The D3 Warning

If your highest qualification is a Diploma III (D3), you face a significant challenge. WES evaluates D3 degrees as three-year college diplomas — not as Bachelor's degrees. This means fewer education points and lower skill transferability scores.

Before applying, D3 holders should strongly consider completing an Ekstensi program to upgrade to an S1. After completing the S1 with WES evaluation, you may be assessed as holding two credentials, and your CRS points outcome improves substantially.

• Do you have at least 1 year of skilled work experience (TEER 0, 1, 2, or 3) in the past 10 years? If no: you do not meet the minimum for FSWP. Consider whether a different program applies.
