IELTS Suspended in Iran: Where to Take Your English Test for Express Entry

As of January 31, 2026, IDP Education suspended all IELTS testing operations inside Iran. The reason is straightforward: banking sanctions prevent test fees from being transferred out of Iran to IDP's international accounts. The British Council, the other main IELTS administrator, had already stopped operating in Iran years earlier. The result is that every Iranian applying for Canadian Express Entry now needs to travel abroad to complete their language requirement.

This is not optional. Express Entry requires a designated language test — IELTS, CELPIP, or PTE Academic — and you cannot self-declare your English level. The good news is that several regional hubs are accessible to Iranians without a visa or with minimal visa friction.

What CLB Score Do You Actually Need?

For most competitive Express Entry candidates, CLB 9 is the minimum target. CLB 9 corresponds to the following IELTS scores:

  • Listening: 8.0
  • Reading: 7.0
  • Writing: 7.0
  • Speaking: 7.0

At CLB 9 with a Master's degree and three years of skilled work experience, a single applicant can reach a CRS score in the 460–480 range — competitive for general draws and squarely inside invitation territory for STEM category-based draws.

CLB 10 (Listening 8.5, Reading 8.0, Writing 7.5, Speaking 7.5) adds another 6–10 CRS points and is worth pursuing if your other scores are borderline.

The Four Regional Testing Hubs

Since no authorized IELTS or PTE centers operate inside Iran, you have four realistic options:

1. Turkey (Istanbul or Ankara)

Turkey is the most practical choice for most Iranians. Iranian passport holders can enter Turkey visa-free for up to 90 days, which removes the biggest logistical risk. Istanbul has multiple IELTS testing centers through IDP and multiple PTE centers. Test frequency is high — seats are usually available within two to four weeks.

Estimated costs:

  • IELTS test fee: USD 250–310
  • Flight (Tehran–Istanbul return): USD 150–300
  • Accommodation (2–3 nights): USD 60–150
  • Total trip: approximately USD 460–760

For applicants who also need biometrics, Istanbul is the most efficient combination — you can schedule both the language test and biometrics at VFS Global in the same trip.

2. Armenia (Yerevan)

Iranians can enter Armenia visa-free. Yerevan has VFS Global and IELTS testing centers. The downside is fewer available test dates compared to Istanbul, and flight connections can be less frequent depending on your departure city.

Estimated IELTS fee in Yerevan: USD 310. Total trip cost: USD 400–600.

3. Azerbaijan (Baku)

An e-visa is required for Iranians, which adds a processing step. Baku has IELTS centers and is particularly convenient for applicants in northwest Iran (Tabriz, Ardabil). The IELTS fee runs around AZN 510 (approximately USD 300).

4. UAE (Dubai or Abu Dhabi)

Dubai has the highest test availability and is the best option for Iranians already living in the Gulf. However, Iranians traveling from Iran need a UAE visit visa, which adds time and cost. Total trip expenses are significantly higher: USD 1,200–2,000 when factoring in visa fees and accommodation.

PTE Academic: The Faster Alternative

While IELTS remains more widely recognized, PTE Academic is accepted by IRCC for Express Entry. PTE is administered by Pearson and has no testing centers in Iran, but is widely available in Dubai and Turkey.

PTE's main advantage over IELTS is result turnaround: scores are typically available within 48 hours, compared to 13 days for IELTS paper-based tests. If you have a tight deadline after receiving an Invitation to Apply (ITA), PTE can save you critical time.

PTE score equivalents to CLB 9:

  • Listening: 82
  • Reading: 79
  • Writing: 79
  • Speaking: 79

Some applicants find the PTE format more manageable because the entire test is computer-based and scored by AI — no human examiner in the speaking section. Others prefer IELTS because it is more familiar. Both are valid for Express Entry; the right choice depends on which format you score better on.

Planning Your Test Around Express Entry Timing

Language scores are valid for two years from the test date. Timing your test matters:

If you have not yet created an Express Entry profile, take the test as soon as possible. Sitting on a high score while you gather other documents costs you nothing. A score you earn today remains valid while you wait for your WES assessment and profile creation.

If you already have an ITA, you have 60 days to submit a complete application. If your existing language scores are within that window but you want to retake to improve, note that you can submit your application with your current scores — you cannot add new scores after submission.

If you are in "Background Verification" (the post-ITA stage), your language scores are already locked in your application. Iranian applicants frequently spend 12–24 months in security screening; during this time, if your original language test expires, IRCC may request a new test before finalizing your application.

Practical Logistics

Book your test date before booking flights. IELTS centers in Istanbul book up quickly, especially for weekend sessions. Go to the official IELTS website (ielts.org) to find authorized centers in Turkey — avoid third-party booking agents, who sometimes sell seats they do not control.

Bring your Iranian passport and your Shenasnameh translation is not required for the test itself but may be requested at the accommodation check-in. Your test registration name must exactly match your passport name; any discrepancy causes problems on test day.

Payment: IELTS center registration typically requires a credit or debit card. Iranian bank cards (Shetab network) are not accepted abroad. You will need to use a card held by a friend or family member outside Iran, or obtain a foreign-issued prepaid card through a remittance exchange (sarafi).
