Why You Should Plan the PCC Before or Promptly After Your ITA
You have exactly 60 days from your Invitation to Apply to submit your complete permanent residency application. The Police Clearance Certificate from India is the longest lead-time item in that 60-day window — and it is the document most likely to cause Indian applicants to miss their deadline.
If you have lived in one city your entire life, the PCC is generally issued in 1 to 4 weeks, with a possible 24-hour result when there is no address change and records are clear. If you are a typical Indian IT professional who has relocated between Bangalore, Hyderabad, Pune, and Delhi NCR, multiple-city verification can take 4 to 8 weeks. Passport Seva uses Indian address history; IRCC separately requires police certificates for each country where you stayed 6 months or more in a row during the last 10 years.

The Passport Seva Kendra Process
The PCC for Canadian immigration must be obtained through the Passport Seva Kendra (PSK), not from your local police station. Local police station clearance certificates are not recognized by IRCC.
Step 1: Register on passportindia.gov.in. Select "Police Clearance Certificate" as the service type and "Emigration/Immigration" as the purpose.
Step 2: Enter the Indian address history requested by Passport Seva and list it accurately. For IRCC, separately list every country where you stayed 6 months or more in a row during the last 10 years; material omissions can create a misrepresentation concern.
Step 3: Pay ₹500 online via net banking, credit card, or UPI.
Step 4: Book an appointment at your nearest PSK. Available in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, Chandigarh, Lucknow, Ahmedabad, Pune, and several smaller cities. Book 1-2 weeks in advance for major cities.
Step 5: Visit the PSK with your appointment confirmation printout, original passport, Aadhaar card (original + photocopy), address proof if different from passport address, and one passport-sized photo.
Step 6: After the PSK visit, your local police station conducts a verification visit to your registered address. This can happen the same day or take 1-3 weeks.
Step 7: If verification is clear, the PCC is issued within 1-4 weeks.
The Multiple Cities Protocol
If you have lived in three or more Indian cities — which describes many IT professionals who have relocated for project assignments — allow 4 to 8 weeks for multiple-city verification and plan accordingly:
Contact the police stations in your previous cities proactively after you submit at the PSK. A phone call to the Station House Officer (SHO) confirming that a verification request from Passport Seva is pending can speed things up significantly. In India, a direct call to the right officer resolves more problems in five minutes than three weeks of waiting.
If you lived in a company-provided PG accommodation or hostel, use that address — not your parent's address in another city, unless you actually lived there during that period.

If the PCC Is Delayed at the 60-Day Deadline
If your PCC is not ready before the 60-day deadline, a receipt or other proof of your efforts can support a very-rare best-effort request, but IRCC does not provide an automatic placeholder procedure:
- If you submit within 60 days, upload receipt, tracking, payment, or delivery proof in the PCC section.
- Write a Letter of Explanation stating: "I applied for my Police Clearance Certificate at [PSK location] on [date]. Application reference number: [number]. The certificate is currently under police verification and has not yet been issued."
- Any later submission or webform upload is subject to officer review; it is not guaranteed.
This is a very-rare best-effort request subject to officer review, not an automatic later-webform placeholder. Do not assume that a receipt alone will be accepted.
PCC from Canada (for Indians Currently in Canada)
If you are applying from within Canada and need an Indian PCC, the process goes through BLS International — the authorized service provider for the Indian High Commission in Canada. Submit at a BLS center in Ottawa, Toronto, or Vancouver. Timeline: 8-10 weeks (the request is routed to your regional police station in India). Cost: CAD $25 plus BLS service fee.
Start this process the moment you receive your ITA. The 8-10 week timeline leaves almost no margin.
