Ontario PNP Tech Draw: What Vietnamese IT Professionals Need to Know

Most Vietnamese IT professionals know their CRS score is competitive — somewhere between 450 and 490 — but not competitive enough for a general Express Entry draw, where cut-offs in 2024 and 2025 frequently cleared above 500. What many do not know is that Ontario runs its own targeted draws specifically for tech workers, and those draws have historically invited candidates with CRS scores in a range that is accessible to a well-optimised Vietnamese profile.

Here is how the Ontario PNP tech draw works and what it means for Vietnamese applicants applying from Hanoi or Ho Chi Minh City.

What the OINP Human Capital Priorities Stream Actually Is

The Ontario Immigrant Nominee Program (OINP) runs several Express Entry-aligned streams. For skilled tech workers, the relevant stream is the Human Capital Priorities (HCP) stream, which is also referred to in practice as the tech draw stream because OINP consistently targets candidates in tech NOC codes when it issues draws.

How it works: OINP does not take applications — it searches the federal Express Entry pool and issues Notifications of Interest (NOIs) to eligible candidates who meet its criteria. If you receive an NOI, you have 45 days to apply to the OINP. If OINP then nominates you, you receive a provincial nomination certificate worth 600 additional CRS points, which effectively guarantees your next federal ITA.

This is the mechanism that makes Ontario PNP tech draws so valuable for Vietnamese professionals with CRS scores in the 450 to 490 range. A 600-point provincial nomination lifts you to 1050+, and the federal system then invites you automatically in the next draw.

CRS Score Thresholds: What OINP Has Been Targeting

OINP does not publish a fixed cut-off score for tech draws. Instead, it adjusts its selection criteria based on pool composition and Ontario's labour market priorities. Based on 2024-2025 draw history, OINP's tech-focused HCP draws have issued NOIs to candidates with CRS scores in the 450 to 490 range, with some draws dipping to 440 for specific NOC codes in high demand.

For Vietnamese applicants, a profile with the following characteristics typically falls in this range:

  • Age 27 to 32
  • Bachelor's degree (4-year Cử nhân or Kỹ sư)
  • IELTS at CLB 8 across all skills (the most common score for Vietnamese IT professionals)
  • Five or more years of continuous work experience in a STEM NOC

Adding CLB 9 English (IELTS: 8.0/7.0/7.0/7.0) unlocks the Skill Transferability bonus and typically pushes these profiles above 470, which is solidly within OINP's historical targeting range.

The 2026 Regionalization Change: Read This If You Plan to Live in Toronto

In early 2026, OINP introduced a significant scoring change to its HCP stream. Applications now receive additional points for candidates who have a job offer or strong connections outside the Greater Toronto Area (GTA). The rationale is to distribute immigrants more evenly across Ontario, with the province facing labour shortages in its northern, eastern, and southwestern communities.

For Vietnamese applicants who have family or community connections in the GTA — which is by far the most popular destination for the Vietnamese-Canadian community, with 82,225 Vietnamese Canadians in the Greater Toronto Area according to the 2021 census — this change matters.

If your plan is to land in Toronto and your application does not demonstrate ties outside the GTA, you may score lower under the new regionalization framework than a comparable candidate with a connection to Ottawa, London, or Hamilton. This does not disqualify GTA-bound candidates, but it means the effective CRS threshold for GTA-focused applicants may be slightly higher than for those with regional connections.

The NOC Codes That Matter for OINP Tech Draws

OINP's tech draws under HCP are not limited to a predefined list of NOC codes, but the pattern of which codes receive NOIs reflects Ontario's tech labour market priorities. The codes that have most frequently seen targeting in recent draws:

  • 21232 — Software Developers and Software Engineers (most common for Vietnamese applicants)
  • 21231 — Software Engineers and Designers
  • 21222 — Information Systems Specialists
  • 21210 — Cyber Security Specialists
  • 21211 — Data Scientists
  • 21220 — Computer and Information Systems Managers (requires management experience)

Your NOC code must match the work experience you have documented in your Express Entry profile. If your Vietnamese job title is "Lập trình viên" (Programmer) but your duties align with 21232, the duties description — not the title — determines your NOC. The alignment between your reference letter duties and your claimed NOC code is something OINP will verify if they issue you an NOI and you proceed to a full application.

Does OINP Require a Job Offer?

For the HCP stream, no — a job offer is not required. This is one of the main reasons Ontario's tech draw is attractive to Vietnamese professionals applying from Vietnam who do not have Canadian work experience or a pre-arranged employer. You need to meet the points threshold and fall within the NOC codes OINP is targeting; the province then selects you from the federal pool.

This contrasts with the BC PNP Tech stream, which generally requires a valid job offer in British Columbia. For offshore Vietnamese applicants without Canadian employer connections, Ontario's HCP stream is the more accessible provincial pathway.

The BC PNP Tech Stream as an Alternative

If your profile includes a Canadian employer willing to support a BC PNP application — perhaps through a remote engagement that transitions to in-person — British Columbia's Tech stream is worth considering. BC PNP Tech covers 29 in-demand occupations and processes applications within two to three weeks of receipt. The trade-off is the job offer requirement, which adds complexity for applicants still based in Vietnam.

Vietnamese tech professionals in Ho Chi Minh City have increasingly used LinkedIn and remote-first companies with BC operations as the entry point for BC PNP eligibility. If you are already working remotely for a Canadian company, investigate whether that employer operates in BC and whether they would support a provincial nomination.

Building Your Profile for Ontario PNP Targeting

To position your profile for an OINP tech draw NOI:

  1. Maximise your IELTS score. Moving from CLB 8 to CLB 9 adds up to 50 CRS points via the Skill Transferability factor. This is the highest-return single improvement for most Vietnamese profiles.
  2. Ensure your NOC code is defensible. Your reference letters, BHXH records, and tax filings must all corroborate the specific NOC code you are using. OINP verifies this at the application stage.
  3. Confirm your Express Entry pool eligibility. OINP can only issue NOIs to candidates who are actively in the federal pool with a complete, eligible profile. Incomplete profiles or missing documents result in profile deactivation.
  4. Stay active in the pool. Express Entry profiles expire after 12 months. If you receive an NOI close to your expiry date, you must have enough time remaining to complete the OINP application process.
