This is the mechanism that makes Ontario PNP tech draws so valuable for Vietnamese professionals with CRS scores in the 450 to 490 range. A 600-point provincial nomination lifts you to 1050+, and the federal system then invites you automatically in the next draw.

The 2026 Regionalization Change: Read This If You Plan to Live in Toronto

In early 2026, OINP introduced a significant scoring change to its HCP stream. Applications now receive additional points for candidates who have a job offer or strong connections outside the Greater Toronto Area (GTA). The rationale is to distribute immigrants more evenly across Ontario, with the province facing labour shortages in its northern, eastern, and southwestern communities.

For Vietnamese applicants who have family or community connections in the GTA — which is by far the most popular destination for the Vietnamese-Canadian community, with 82,225 Vietnamese Canadians in the Greater Toronto Area according to the 2021 census — this change matters.

If your plan is to land in Toronto and your application does not demonstrate ties outside the GTA, you may score lower under the new regionalization framework than a comparable candidate with a connection to Ottawa, London, or Hamilton. This does not disqualify GTA-bound candidates, but it means the effective CRS threshold for GTA-focused applicants may be slightly higher than for those with regional connections.

The NOC Codes That Matter for OINP Tech Draws

Does OINP Require a Job Offer?

For the HCP stream, no — a job offer is not required. This is one of the main reasons Ontario's tech draw is attractive to Vietnamese professionals applying from Vietnam who do not have Canadian work experience or a pre-arranged employer. You need to meet the points threshold and fall within the NOC codes OINP is targeting; the province then selects you from the federal pool.

This contrasts with the BC PNP Tech stream, which generally requires a valid job offer in British Columbia. For offshore Vietnamese applicants without Canadian employer connections, Ontario's HCP stream is the more accessible provincial pathway.

The BC PNP Tech Stream as an Alternative

If your profile includes a Canadian employer willing to support a BC PNP application — perhaps through a remote engagement that transitions to in-person — British Columbia's Tech stream is worth considering. BC PNP Tech covers 29 in-demand occupations and processes applications within two to three weeks of receipt. The trade-off is the job offer requirement, which adds complexity for applicants still based in Vietnam.

Vietnamese tech professionals in Ho Chi Minh City have increasingly used LinkedIn and remote-first companies with BC operations as the entry point for BC PNP eligibility. If you are already working remotely for a Canadian company, investigate whether that employer operates in BC and whether they would support a provincial nomination.

Building Your Profile for Ontario PNP Targeting
