PNP Nomination for Express Entry: Guide for Filipino Workers
A Provincial Nominee Program nomination adds 600 CRS points to your Express Entry score. With general or all-program draw cut-offs at 530-550, early-2026 CEC draws at 507-511, and healthcare draws at 462-476, those 600 points make you highly competitive for an ITA — even if your base CRS is as low as 300. A nomination does not guarantee an ITA. For Filipino workers whose CRS falls short of the cut-off, a PNP nomination is the single most powerful strategy available.
How PNP Works With Express Entry
There are two broad PNP routes: base (non-Express Entry) and Enhanced (linked to Express Entry). The Enhanced stream is what gives you the 600-point boost.
The process:
- Create your Express Entry profile and enter the pool
- Indicate which provinces interest you in your profile
- Receive a "Notification of Interest" from a province, or apply directly to a provincial Enhanced stream
- If the province nominates you, 600 points are added to your CRS
- You may receive an ITA in a subsequent eligible Express Entry draw; a nomination does not itself guarantee an ITA
PNP allocations increased 66% in 2026 to 91,500 spots nationally. Provinces are competing for workers in high-demand sectors — healthcare, trades, and technology — which aligns with the typical Filipino professional profile.
Ontario PNP (OINP) for Filipino Workers
Ontario is Canada's largest province and the top destination for Filipino immigrants. Ontario redesigned the OINP in 2026: the former eight streams were removed and the Ontario Workforce Priority stream was introduced. Check Ontario's current OINP pages to confirm which pathways are open and whether they are Express Entry-linked before applying.
Ontario Workforce Priority Stream: The current redesigned route is based on a qualifying Ontario job offer and employer participation, with eligibility and Expression of Interest requirements set by the current OINP rules.
Former Express Entry streams: The Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades streams were closed as part of the 2026 redesign. Do not rely on older Ontario tech or healthcare draw guidance.
Key OINP facts for Filipino applicants:
- An Ontario nomination is Express Entry-linked only when the specific current stream is designated that way; confirm this before counting the 600-point boost
- Occupation targeting and eligibility are set by current OINP criteria; do not assume a healthcare or technology job is automatically prioritized
- Toronto, Ottawa, and Hamilton have the largest Filipino communities
- OINP may set its own Expression of Interest criteria and scores; there is no universal CRS rule across all current streams
Alberta PNP (AAIP) Pathways
Alberta has become increasingly attractive for Filipino workers, especially nurses.
Alberta Opportunity Stream: A base, non-Express Entry route for candidates already working in Alberta on a temporary work permit. Check the current AAIP eligibility and work-experience requirements; this route does not provide the Express Entry-linked 600-point nomination.
Alberta Express Entry Stream: AAIP Express Entry-linked options and their eligibility, occupation, job-offer, connection, and intake rules can change. Check the current AAIP guidance before relying on a pathway.
Healthcare pathways: Any AAIP healthcare pathway and its regulatory, employer, and document requirements must be verified against current Alberta guidance. An NNAS Advisory Report or healthcare job offer does not by itself guarantee a nomination.
Technology pathways: Verify any current AAIP technology pathway, qualifying NOC codes, and intake rules before relying on an older named pathway.

Other Provincial Options to Check for Filipino Workers
Nova Scotia: Check current NSNP Express Entry-linked streams and any current nursing recruitment route. Philippine licensing, NNAS, employer, and other requirements must be verified before relying on a pathway.
Saskatchewan: Check current SINP Express Entry-linked streams, eligible occupations, job-offer requirements, and intake rules. Saskatchewan has a significant Filipino community, particularly in Saskatoon and Regina.
Manitoba: Check current MPNP Express Entry-linked streams and connection and nursing requirements. Do not assume family, previous work, education, or Philippine recruitment alone establishes eligibility.
British Columbia: Check current BC PNP Express Entry-linked options, occupation rules, and employer requirements. Do not rely on older Tech or healthcare stream guidance. High cost of living in Vancouver is offset by higher wages.
How to Maximize Your PNP Chances
Indicate provincial interest in your Express Entry profile. Provinces scan the Express Entry pool for candidates matching their criteria. Listing interest signals your willingness to settle there.
Research specific provincial draws. Each province publishes its draw results including minimum scores and targeted occupations. Track these monthly to identify which provinces are drawing candidates with your profile.
Build provincial connections. Family members in a province, previous work or education there, or a current job offer all strengthen your provincial nomination application. Even a visit to a province for a job interview can demonstrate genuine intent.
Consider smaller provinces. Distinguish provincial nominee streams from the employer-driven Atlantic Immigration Program. Check each province's current Express Entry-linked nomination streams and the AIP's separate employer-designation requirements; timelines and competition vary.
PNP Processing Times and Costs
Provincial nomination processing times and fees are stream-specific and change. Check the current official provincial page before applying, and confirm that the stream is Express Entry-linked before counting the 600-point boost. After nomination, the federal permanent-residence application is still required; check current IRCC processing times rather than relying on a generic estimate.
What Happens If Your Nomination Is Refused
A provincial nomination refusal does not affect your Express Entry profile — you remain in the pool at your original CRS score. You can apply to a different province, improve your profile, or wait for a draw that matches your base score.
However, some provinces have a cooling-off period before you can reapply. Check the specific province's rules before submitting.
