How to Write a Reference Letter for Canada Immigration from Indonesia
The employment reference letter is one of the most commonly rejected documents in Indonesian Express Entry applications. The reason is straightforward: the standard Indonesian employment letter — the Paklaring — does not meet IRCC's requirements. At all.
A Paklaring typically says something like: "This is to certify that Bapak/Ibu [Name] was employed at PT [Company] from [date] to [date] as [job title] and performed their duties satisfactorily." That is it. IRCC needs something entirely different.
Here is what a valid reference letter for Canada immigration must contain, and how to get it from an Indonesian employer.
What IRCC Requires
An acceptable employment reference letter for Express Entry must be:
- Printed on official company letterhead
- Signed by a direct supervisor or HR representative who can verify the details
- Written in English or French (or accompanied by a certified translation by a Penerjemah Tersumpah)
The letter must include the following specific information:
- Your full name as it appears on your passport
- The company's full legal name and address
- Your job title (the exact title on your employment contract)
- Your start date and end date (or "present" if still employed)
- Your total annual salary, including a breakdown of any benefits
- Your average hours worked per week (to confirm full-time status — typically 30+ hours)
- A detailed list of your duties and responsibilities that covers at least 80% of the "Main Duties" listed in the NOC description for your declared occupation
Point 7 is where Indonesian applications routinely fail. The duties section cannot just say "performed programming tasks" or "managed a team." It must describe the actual work in terms that mirror the Canadian NOC language.
The NOC Duties Mirror
Before asking your employer for a letter, look up your NOC code at noc.esdc.gc.ca and read the Main Duties section. For NOC 21232 (Software Developers and Programmers), the main duties include things like: "write, modify, integrate and test software code," "maintain existing computer programs by making modifications as required," "identify and communicate technical problems." Your reference letter must reflect these or equivalent duties in your own job context.
This is why providing your Jakarta HR department with a structured template is both practical and effective. They are not familiar with IRCC requirements. If you walk in with a properly formatted letter draft and ask them to confirm accuracy and sign on letterhead, the process is much smoother than asking them to create one from scratch.
When the Employer Refuses or Can't Provide Details
Many Indonesian employers — particularly large state-owned enterprises (BUMN) like Pertamina, PLN, or Mandiri — have rigid HR policies. They may issue only a Paklaring and refuse to add duty descriptions for legal or policy reasons.
If you cannot obtain an adequate reference letter, IRCC's guidance is to submit what you have along with a Letter of Explanation (LoE) describing why you could not obtain the required letter, plus supplementary evidence of employment.
The strongest supplementary documents available to Indonesian applicants are:

BPJS Ketenagakerjaan records are particularly strong because they come from the national social security agency — a third party with no reason to falsify information. IRCC understands this and treats them as credible employment verification.
For freelancers or remote workers employed by foreign companies, IRCC additionally accepts: a formal employment contract, invoices paid, and annual tax filings (SPT Tahunan) showing professional income.

How to Get Your BPJS Records
Your BPJS Ketenagakerjaan employment history can be retrieved through:
- The JMO mobile app (Jamsostek Mobile)
- The BPJSTK website at bpjsketenagakerjaan.go.id
- Visiting a BPJS Ketenagakerjaan office in person
The record shows your employer's name, your registration number, and the period of contributions — which directly maps to your employment period.
The Translation Requirement
If your reference letter is in Bahasa Indonesia, it must be accompanied by a certified English translation. IRCC requires translation by a certified translator. In Indonesia, this means a Penerjemah Tersumpah — a sworn translator recognized by the Indonesian Supreme Court. Using Google Translate or an uncertified translation service will result in document rejection.
The cost of certified translation in Indonesia is approximately IDR 200,000–500,000 per page depending on the translator and turnaround time.

One Common Mistake to Avoid
Do not list duties that you did not actually perform just because they appear in the NOC description. IRCC may conduct verification. More importantly, when you later describe your work experience in an interview or in your application, inconsistencies between your reference letter and your profile raise red flags.
The letter should be accurate. If your duties cover 80% of the NOC main duties, that is sufficient — you do not need to invent the other 20%.
