WES Degree Downgrade Risk for Iranian Applicants: Azad University and What to Know
World Education Services (WES) is the primary designated organization for Educational Credential Assessments (ECA) in Canadian Express Entry. Most Iranian degrees from state universities evaluate at full Canadian equivalency. The problem starts with Islamic Azad University (IAU) — a network of hundreds of branches across Iran that WES evaluates inconsistently, and sometimes unfavorably.
A downgrade from Master's to Graduate Diploma, or from Bachelor's to a two-year post-secondary certificate, can cost 15–30 CRS points. For competitive applicants near the cut-off, that is the difference between receiving an ITA and not.
Why Iranian Degrees Get Downgraded
WES evaluates degrees based on:
- The type and length of the program (years of study, credit hours)
- The academic standing of the institution
- Whether the degree meets Canadian standards for that level (e.g., a Master's degree must typically include a thesis or substantial research component)
- Whether the institution itself is recognized by the appropriate Iranian authority
For graduates of top state universities — University of Tehran, Sharif University of Technology, Amirkabir University of Technology, Isfahan University of Technology — downgrades are rare. These institutions have established international academic reputations and clear equivalency.
The downgrade risk concentrates in three areas:
Azad University regional and smaller branches. The Islamic Azad University system is one of the largest private university networks in the world, with hundreds of branches ranging from highly regarded research campuses to smaller regional campuses with limited accreditation. WES evaluates each branch individually, not the IAU system as a whole. Degrees from the Science and Research Branch (Tehran), and other major branches, typically receive full equivalency. Degrees from smaller, less-accredited branches — particularly those lacking a recognized thesis or capstone requirement — may be downgraded.
Online and distance learning programs. Degrees obtained through distance or online programs within the IAU system face significant scrutiny. WES evaluates contact hours and mode of delivery; programs with insufficient contact hours may be assessed as certificates rather than degrees.
Incomplete or unrecognized thesis components. For Master's degrees, WES expects a thesis or equivalent research project meeting international standards. If the program was thesis-free (pure coursework), or if the thesis documentation is incomplete, WES may classify the degree at a lower level.
The CRS Impact of a Downgrade
To understand why this matters, here are the CRS points for education at different levels for a single applicant:

A Master's degree downgraded to a two-year post-secondary program costs 37 CRS points. At competitive cut-offs (currently around 500+ for general draws, lower for category-based), this is frequently the margin that determines whether you receive an ITA in a reasonable timeframe.
Preventing a Downgrade
Step 1: Check your specific branch's standing. Before submitting to WES, search the specific branch name in academic databases and IRCC's recognized institutions list. The IRCC website lists designated learning institutions and provides guidance on recognized foreign credential bodies. The IAU's Science and Research Branch, for example, is well-established. A smaller regional branch with a generic name may not be.
Step 2: Submit complete thesis documentation. If your Master's degree includes a thesis, provide the full thesis document, not just the degree certificate. WES may request this during evaluation, and having it ready prevents delays. The thesis should be in Farsi (original) with a certified English translation, and should clearly show approval by a thesis committee.
Step 3: Use the Sajjad Portal correctly. The Ministry of Science (MSRT) manages degree verification through the Sajjad Portal (portal.saorg.ir). The portal generates an "Educational Confirmation" letter that WES uses to verify the degree's legitimacy. This confirmation, sent directly from the university in a sealed, stamped envelope to WES, is required. Do not send documents without this official verification step — WES will not accept unverified Iranian degrees.
Step 4: Use the institutional direct-mail method. WES policy for Iranian degrees accepts official transcripts sent directly from the university registrar in a sealed envelope. This "institutional direct mail" model bypasses the full MFA legalization chain that would otherwise be required (since Iran lacks Apostille) and can reduce preparation time from six months to 8–12 weeks.
Step 5: Get the Laghv-e Ta'ahod cleared before starting. Graduates of state-funded Iranian universities who completed their education on the government's dime are legally obligated to work in Iran for a set period. If this commitment has not been cleared (by completion of service, paying the buy-out fee, or proving prolonged unemployment), the university will not release your official documents. Check your commitment status before beginning the WES process.

If You Have Already Been Downgraded
If WES has issued an ECA that downgraded your degree, you have limited recourse:
Appeal to WES. WES has an appeals process. You can submit additional documentation — thesis materials, syllabi, course descriptions, and evidence of institutional accreditation — with a written explanation. The success rate of appeals is not published, but well-documented cases with clear evidence of thesis completion have succeeded.
Apply to a second designated organization. IRCC accepts ECAs from multiple designated organizations, not only WES. Organizations like IQAS, ICAS, or CES may evaluate the same credential differently. If you believe your degree is being systematically undervalued by WES due to IAU-specific criteria, a second opinion from another designated organization is legitimate.
Maximize other CRS factors. If a downgrade is unavoidable, focus on maximizing other CRS components: language scores (each CLB band increase in IELTS adds meaningful points), Canadian work experience if you are in Canada, or a provincial nomination.
