BC PNP Streams Explained: Health Authority, Skilled Worker, and International Graduate in 2026

Choosing the wrong BC PNP stream isn't just inefficient — it can mean months of wasted preparation before discovering you don't actually qualify. The 2026 restructuring added complexity: some old streams closed, the Health Authority stream changed eligibility rules, and the International Graduate options consolidated. Here's a clear map of what's available.

The Skilled Worker Stream

This is the primary pathway for professionals, managers, and technical workers with a qualifying job offer in BC.

Who it's for: Workers in NOC TEER levels 0, 1, 2, or 3 who have a full-time, permanent (indeterminate) job offer from a BC employer. The stream covers the widest range of occupations — everything from senior management to technicians to specialized tradespeople.

Core requirements:

  • Qualifying job offer (full-time, indeterminate, TEER 0-3)
  • Minimum two years of directly related work experience in the past 10 years
  • Language proficiency at CLB 4 minimum (CLB 7+ for competitive SIRS scores)
  • Wage consistent with regional median for the occupation

SIRS scoring: Skilled Worker applicants compete through the general SIRS pool. High-earning workers in priority sectors also compete for High Economic Impact invitations.

Express Entry option: Available. If you're eligible for federal Express Entry (FSWP, CEC, or FSTP), you can register for Express Entry BC (EEBC) to receive a 600-point CRS boost and faster federal processing (6-8 months vs. 12-22 months for the Base stream).

What "directly related experience" means in practice: Your past work must match the duties and skill level of the NOC code for your job offer — not just the industry. A project manager at a tech company applying under NOC 21231 (Software Engineer) will face a NOC duty mismatch at assessment if their reference letters show management duties rather than engineering duties.

The Health Authority Stream

This stream operates completely differently from Skilled Worker. There is no SIRS points competition — it's a direct-access pathway.

Who it's for: Healthcare workers who are employed by, or hold a confirmed job offer from, one of BC's six health authorities:

  • Vancouver Coastal Health
  • Fraser Health
  • Interior Health
  • Island Health
  • Northern Health
  • Provincial Health Services Authority (PHSA)

Key distinction: You must be directly employed by the health authority itself — not a private clinic or contracted services company that does work for a health authority. The employer on your job offer must be the health authority entity.

Eligible occupations: In 2026, BC expanded eligible occupations to 36 healthcare roles under the "Care" pillar, prioritizing front-line clinical positions. This includes registered nurses, licensed practical nurses, allied health professionals, and medical laboratory technicians, among others.

2025-2026 eligibility change: The stream was refined in 2025 to strictly limit eligibility to front-line clinical roles. Administrative, managerial, and non-clinical health authority positions that were previously eligible are now excluded in many cases. If you're in a hybrid clinical-administrative role, verify current eligibility carefully.

No SIRS score required: Health Authority stream applicants apply directly rather than competing in a points-based draw. This is the most significant advantage — your nomination doesn't depend on reaching a cut-off score.

Professional registration requirement: You must hold or demonstrate eligibility for the required professional registration in BC. Nurses need BCCNM registration or eligibility confirmation. Physiotherapists need CPTBC documentation. You cannot defer this credential indefinitely — BC expects a clear pathway to licensure before employment begins.

The International Post-Graduate (IPG) Stream

This stream is unique in the BC PNP: it's the only one that does not require a job offer.

Who it's for: Graduates who completed a master's or doctoral degree from a recognized BC post-secondary institution within the three years before applying. The degree must be in a qualifying field.

Eligible fields of study:

  • Biological and Biomedical Sciences
  • Computer and Information Sciences
  • Engineering and Engineering Technology
  • Mathematics and Statistics
  • Natural Resources and Conservation
  • Physical Sciences
  • Agricultural, Environmental, and Related Sciences

Social sciences, arts, humanities, business, and education degrees do not qualify for this stream. A UBC MBA graduate does not qualify. A UBC Computer Science PhD graduate does.

Requirements:

  • Master's or doctoral degree from an eligible BC institution (UBC, SFU, BCIT, UVIC, UNB, and others)
  • Graduated within the past three years
  • CLB 4 minimum language proficiency
  • Proof of settlement funds
  • Demonstrated intent to reside in British Columbia

No job offer needed: This is the primary advantage. Graduates in eligible science and technology fields can apply immediately after graduation without waiting to secure employment first.

What happened to the old International Graduate (IG) stream: The prior International Graduate stream for bachelor's degree graduates outside the sciences effectively closed in 2026. Bachelor's graduates who don't hold a qualifying master's or doctoral degree now apply through the general Skilled Worker stream using their BC education to claim bonus SIRS points (8 points for BC post-secondary education) — but they still need a qualifying job offer.

The Express Entry BC Option Across Streams

The Skilled Worker, Health Authority, and International Post-Graduate streams all have an "Enhanced" version that links to the federal Express Entry pool. To use Express Entry BC, you must:

  1. Be eligible for Express Entry (FSWP requires 67/100 points on the federal grid, CEC requires a qualifying Canadian work period, FSTP requires a qualifying trade certificate)
  2. Have an active Express Entry profile in the federal pool
  3. Meet the BC PNP stream requirements independently

The EEBC nomination adds 600 points to your CRS score, which effectively guarantees a federal Invitation to Apply in the next national draw. This cuts the federal processing time from 12-22 months (paper-based) to 6-8 months.

If you're in the Express Entry pool with a CRS score below 450, the provincial nomination is likely your most realistic path to an ITA. If your score is above 490, you may not need it — but the faster federal processing timeline can still be valuable.
