No Canadian Embassy in Iran: How Iranian Applicants Handle Biometrics and VAC Requirements

Canada closed its embassy in Tehran in September 2012 and expelled Iranian diplomats from Ottawa. The diplomatic relationship has not been restored since. For Canadian immigration purposes, this means there is no Canadian embassy, high commission, or Visa Application Centre (VAC) in Iran. Every in-person requirement of the Express Entry process — biometrics, passport submission, and some medical procedures — must be completed outside Iran.

This is not a minor administrative inconvenience. It requires international travel, visa planning, and careful scheduling around the specific appointment windows that each location offers. For applicants on a tight 60-day post-ITA timeline, the logistics of leaving Iran to complete biometrics can consume a significant portion of that window if they are not planned in advance.

What Requires an In-Person Visit

Three parts of the Express Entry process require physical presence outside Iran:

1. Biometrics (fingerprints and photo): Once IRCC sends a Biometrics Instruction Letter (BIL), you have 30 days to visit an authorized Visa Application Centre. The BIL is typically issued within the first few weeks after you submit your Express Entry application. If you have already given biometrics to Canada within the last ten years (for a previous visa application), you may not need to provide them again.

2. Passport submission (in some cases): IRCC issues a Confirmation of Permanent Residence (COPR) and may require the physical passport to be submitted to a VAC for the resident visa stamp. The most recent process has moved largely to electronic PR status, reducing physical passport requirements, but requirements can vary.

3. Immigration Medical Exam: This is the exception — there are authorized panel physicians within Iran in Tehran, Shiraz, Isfahan, and Mashhad. The medical exam is one step you do not need to travel for if you are still in Iran.

The Three Main VAC Options for Iranians

Istanbul, Turkey — The Primary Option

Turkey is the most accessible third country for Iranians due to the visa-free entry arrangement. Iranian passport holders can enter Turkey visa-free for up to 90 days. Istanbul has multiple VFS Global locations that handle Canadian VAC appointments, and flights between Tehran and Istanbul are frequent and relatively affordable.

Estimated costs for an Istanbul biometrics trip:

  • Round-trip airfare (Tehran–Istanbul): USD $200–$400 depending on timing
  • Accommodation (2–3 nights): USD $80–$200
  • Biometrics fee: CAD $85 per person (paid online in advance)
  • Meals and ground transport: USD $50–$100

Total estimate: USD $350–$700 per person

Istanbul VFS Global locations process Canadian biometrics routinely and are familiar with Iranian applicants. Book your appointment as soon as you receive the BIL — appointment availability can fluctuate, and the 30-day window is firm.

Yerevan, Armenia — The Low-Cost Alternative

Armenia offers visa-free entry to Iranian citizens for up to 90 days and has a functional Canadian VAC through VFS Global. Flight and accommodation costs in Yerevan are generally lower than Istanbul. The primary trade-off is lower appointment availability and fewer flights from Iranian cities compared to Istanbul.

For applicants in northwestern Iran (Tabriz, Urmia), Yerevan may be more accessible by land and air than Istanbul. For applicants in Tehran, direct flights exist but with less frequency.

Estimated costs for a Yerevan biometrics trip:

  • Round-trip airfare (Tehran–Yerevan): USD $150–$300
  • Accommodation (2–3 nights): USD $60–$150
  • Total: USD $260–$500 per person

Dubai, UAE — High Efficiency, Higher Cost

For Iranians already based in the UAE, Dubai is the obvious choice. For those traveling from Iran, the UAE requires a visitor visa for most Iranian passport holders — the visa process is more involved than Turkey or Armenia and may take two to four weeks. The cost of accommodation in Dubai also adds to the expense.

However, Dubai has excellent VAC availability, panel physicians, and a large Iranian diaspora community with established knowledge of the local system. For applicants with UAE connections or who can get a UAE visit visa efficiently, Dubai is a high-reliability option.

Estimated costs for a Dubai biometrics trip (traveling from Iran):

  • UAE visitor visa: USD $100–$200 (fees and agency costs)
  • Airfare: USD $200–$400
  • Accommodation (2–4 nights, Dubai is expensive): USD $200–$500
  • Total: USD $500–$1,100+ per person

Combining Biometrics with the Medical Exam

If you have not yet done your Immigration Medical Exam and you have panel physicians available in Iran (Tehran, Shiraz, Isfahan, Mashhad), complete the medical exam in Iran before traveling for biometrics. This saves an additional international trip.

The IME is valid for 12 months. Given that Iranian Express Entry applications frequently extend 12–24 months into security screening, many applicants are required to complete a second medical exam ("re-med") before final approval. This is expected and IRCC is aware of it — there is no adverse implication to completing a re-med.

If you prefer to combine the IME with biometrics abroad — for example, if all your documents require you to be in Istanbul anyway — panel physicians are available in Istanbul and Dubai as well.

Timing the Biometrics Trip

The BIL gives you 30 days. The fastest VAC appointment turnaround is typically in Istanbul, where same-week appointments are often available. However, appointment slots fill during peak demand periods. The safest approach:

  1. Submit your Express Entry application as soon as you receive your ITA
  2. Monitor your IRCC portal for the BIL (typically arrives within 1–3 weeks of application submission)
  3. Book the earliest available VAC appointment in your chosen city immediately upon receiving the BIL
  4. Plan for 2–3 days in country to allow for delays

Attempting to book in the last week of the 30-day BIL window is risky, particularly if appointment availability is low. The 30-day deadline is not extended for appointment unavailability except in documented extraordinary circumstances.

For Iranians Already in Canada

If you are already in Canada on a work permit or study permit, you can complete biometrics at any Canadian VAC location — there are many across major cities. You do not need to travel abroad. This is another meaningful advantage of the in-Canada pathway.
