Canada Biometrics for Iranians: Istanbul, Yerevan, and Dubai VAC Options
Canada has no Visa Application Centre (VAC) inside Iran and no Canadian embassy or consulate in Tehran. This means every Iranian applying for Express Entry must travel abroad to give biometrics — fingerprints and a photo. There is no way to complete this step remotely or to skip it.
Once IRCC issues your Biometrics Instruction Letter (BIL), you have 30 days to visit an authorized VAC. The three practical hubs for Iranians are Istanbul, Yerevan, and Dubai. Here is what each option actually costs and requires.
When You Receive Your BIL
The Biometrics Instruction Letter arrives by email from IRCC after your application is accepted and your biometrics fee has been processed. The 30-day clock starts from the date on the letter — not from when you open it, so check your email regularly after submission.
Your biometrics fee is CAD 85 for an individual applicant. This is paid as part of your e-APR submission, not separately at the VAC.
If you miss the 30-day window, your application will not automatically be refused, but you must contact IRCC to explain and request an extension. Do not let the deadline pass without acting.
Option 1: Istanbul, Turkey
Istanbul is the default choice for most Iranian applicants. The reasons are practical: Iranian passport holders can enter Turkey without a visa for up to 90 days, flights from Tehran, Mashhad, and Isfahan to Istanbul are frequent and relatively inexpensive, and Istanbul has two VFS Global locations handling Canadian applications — one in Sultangazi and one in the city centre.
Process:
- Book a biometrics appointment at the Istanbul VFS Global Canada application centre through the VFS website (canada.vfsglobal.com)
- Arrive with your passport, Biometrics Instruction Letter (printed), and the appointment confirmation
- The appointment itself takes 15–30 minutes
- Biometric data is transmitted electronically to IRCC — you do not carry anything back with you
Costs:
- Flight (Tehran to Istanbul, return): approximately USD 150–300 depending on season and booking lead time
- Accommodation (1–2 nights): approximately USD 60–150
- VFS Global service fee: USD 30–50 (varies by appointment type)
- Total trip: USD 240–500
Combining with other requirements: Istanbul is the most efficient city for combining biometrics, an IELTS or PTE test, and a medical exam in a single trip. If your BIL timing aligns with when you need to sit your language test or complete an IME, planning a single multi-purpose trip to Istanbul saves both time and money.
Option 2: Yerevan, Armenia
Armenia allows Iranians to enter visa-free for up to 90 days. Yerevan has a VFS Global Canada application centre and is a viable alternative to Istanbul, particularly for applicants in western and northern Iran who are closer to the Armenian border.
Process: The booking and appointment process is identical to Istanbul — through the VFS Global website, same documentation.
Costs:
- Flight (Tehran to Yerevan, return): approximately USD 200–350
- Accommodation (1–2 nights): approximately USD 50–120
- VFS service fee: similar to Istanbul
- Total trip: approximately USD 280–500
Considerations: Flight frequency to Yerevan is lower than to Istanbul, which can make scheduling around VFS appointment availability more challenging. The upside is that Yerevan tends to be less crowded at the VAC, and appointments may be more readily available during peak periods when Istanbul books up quickly.

Option 3: Dubai, UAE
Dubai is the best option for Iranian applicants who are already residing in the Gulf region. For those traveling from Iran specifically to do biometrics, Dubai is the most expensive option because Iranian nationals require a UAE visitor visa — an additional step that takes time and involves its own fee.
Process:
- Apply for a UAE visitor visa (if not already a UAE resident)
- Book VFS Global appointment in Dubai
- Complete the appointment
Costs:
- UAE visitor visa: approximately USD 90–150
- Flight (Tehran to Dubai, return): approximately USD 250–400
- Accommodation (1–2 nights): approximately USD 120–250
- Total trip: approximately USD 460–800+
For Iranians already living in Dubai or Abu Dhabi on a UAE residency visa, this is the obvious choice — no travel required beyond getting to the VAC.
Booking the VFS Appointment
Use the official VFS Global website (canada.vfsglobal.com) to book your appointment. Select the country where the VAC is located (Turkey, Armenia, or UAE), then select Canada as the application type.
You will need:
- Your IRCC application number
- Your Biometrics Instruction Letter reference number
- A valid email address for appointment confirmation
Do not use third-party booking services that claim to "guarantee" VFS appointments — these are either scams or charge unnecessary fees for a process you can complete directly on the VFS website.
What Happens at the Appointment
The appointment is brief and non-stressful. A VFS staff member will:
- Verify your identity against your passport and BIL
- Take your digital fingerprints (all ten fingers)
- Take a digital photograph
- Transmit the data electronically to IRCC
You do not leave with anything. There is no biometric certificate or confirmation document. IRCC will show updated status in your portal within a few days of the appointment. Once biometrics are on file, they remain valid for 10 years — you will not need to repeat this step for future applications within that period.
Planning Around Your 30-Day Window
Iranian Express Entry applicants are well-advised to have a passport with at least 6 months of validity remaining before submitting an e-APR, because the BIL arrives early in the process and you need a valid passport to travel. If your Iranian passport is expiring within the next year, apply for renewal through an Iranian consulate or embassy before submitting your Express Entry application.
