OINP French-Speaking Skilled Worker Stream: A Path for Colombian Professionals
The Ontario French-Speaking Skilled Worker stream described in older Express Entry guides is no longer open for new invitations. Ontario closed the former stream on May 30, 2026 as part of an OINP redesign. A nomination under an open Express Entry-linked stream adds 600 CRS points, but an ITA still depends on the current program, nomination approval, and an invitation round.
For Colombian applicants who have reached NCLC 7 French but whose overall CRS still falls short of federal French draw thresholds, the practical next step is to check the current OINP streams rather than rely on the former stream.
What the Former OINP French-Speaking Skilled Worker Stream Was
The Ontario Immigrant Nominee Program (OINP) is integrated with the federal Express Entry system. Ontario accessed the Express Entry pool and used its own criteria to identify candidates it wanted to nominate. The French-Speaking Skilled Worker stream was one of the former streams in this framework; it is not currently accepting new invitations.
A provincial nomination adds 600 points to your CRS. Since general all-program draws in 2025 required scores in the 515–534 range, that addition generally placed a nominee above those cutoffs, subject to the applicable invitation round.
Historically, this was a passive process at the first stage — Ontario searched the pool and sent a notification of interest. It should not be treated as a current application route unless Ontario lists a replacement stream.
Historical Requirements for the Former Stream
Before closure, Ontario's French-Speaking Skilled Worker stream had these core criteria:
1. Express Entry profile active in the pool: You must have a valid, active Express Entry profile. You must be eligible under one of the three federal programs: Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), or Federal Skilled Trades Program (FSTP). For most Colombian applicants applying from Colombia without Canadian work experience, this means qualifying under FSWP.
2. French language proficiency at NCLC 7: You must demonstrate NCLC 7 in all four French skills: reading, writing, listening, and speaking. This can be established through TEF Canada or TCF Canada results. The NCLC 7 threshold is B2 on the CEFR scale — the level that can qualify you for the federal 50-point bilingualism bonus when you also meet the English-language condition.
3. English language proficiency at CLB 6: You need a minimum of CLB 6 in all four English skills. This is a lower bar than the CLB 7 or CLB 9 typically pursued for CRS optimization. CLB 6 on the IELTS General Training corresponds approximately to 5.0 in reading and 5.5 in writing, listening, and speaking. Most Colombian applicants preparing for Express Entry will exceed this floor.
Occupation: Your occupation must be at TEER category 0, 1, 2, or 3 under the NOC. This excludes TEER 4 and 5 occupations (lower-skilled roles). For Colombian engineers, IT professionals, healthcare workers, and business professionals, this requirement is generally met.
There was no job offer required for the former stream. This historical requirement does not make the stream available now.
The Former Process: Passive, Then an OINP Application
Before closure, the OINP linked stream differed from other pathways. The historical sequence was:
- You create and activate your Express Entry profile with accurate NOC, education, and language scores
- Ontario periodically searches the pool for candidates who meet the French-Speaking Skilled Worker criteria
- Ontario sends a notification of interest through your IRCC account — this is not an ITA, it is an invitation to apply to the OINP specifically
- You log into the Ontario e-Filing portal and complete the OINP application, which had its own fee and documentation requirements
- If Ontario nominates you, you receive an OINP nomination certificate
- You update your Express Entry profile to indicate your nomination — your CRS immediately increases by 600 points
- IRCC may issue an ITA in a subsequent draw if the profile meets the applicable requirements and the invitation round includes it
The former stream's processing time varied. For a pre-closure notification of interest, the historical application deadline was 45 calendar days; follow the deadline in the notice and the current OINP instructions.

How This Compares to Federal French Draws
Both the federal French-language category draws and the OINP French-Speaking Skilled Worker stream require NCLC 7 French proficiency. The key differences:

The settlement intention requirement for Ontario matters: if you receive an OINP nomination, you are committing to settling in Ontario (typically the Toronto metro area, Ottawa, or other Ontario cities). You are not legally bound to remain in Ontario forever — Canadians can move freely between provinces after receiving PR — but immigration officers assess the genuineness of your settlement intent at landing.
For Colombian applicants who want to settle in Toronto — which has the largest Colombian community in Canada and the strongest job market for IT, engineering, finance, and healthcare — this is typically not a constraint.
Other French PNP Options If Your CRS Falls Below Federal Thresholds
Ontario is not the only province with French-linked streams. For Colombian applicants at lower CRS levels:
- New Brunswick Strategic Initiative Stream: Accepts NCLC 5 (B1) French, which Colombian Spanish speakers can reach in approximately three to four months from zero. New Brunswick is Canada's only officially bilingual province and actively recruits francophone immigrants.
- Manitoba Francophone Community Pathway: Has accessible French requirements for candidates who demonstrate a connection to Manitoba's francophone communities.
- Nova Scotia French-Speaking Skilled Worker: Requires NCLC 7 but has smaller, more targeted draws.
For a Colombian applicant, pursue current federal French draws first and check Ontario's current program list for any replacement stream. Do not rely on the former OINP stream as a backup while it is closed.
Practical Steps for Colombians Pursuing This Stream
Check the current OINP program list: The former French-Speaking Skilled Worker stream is closed. Confirm that any stream you are considering is open before preparing an application.
Take TEF Canada or TCF Canada: NCLC 7 French remains useful for federal category selection. Plan preparation through Alliance Française or another accepted test provider in Colombia.
Complete your WES ECA: If a current stream requires an ECA, ensure your report accurately reflects your Colombian degree and includes any credential you are relying on.
Keep your Express Entry profile complete and active: A province can only consider you through the criteria of a current stream. Missing information or expired documents can affect eligibility.
Monitor official OINP and IRCC pages: If a current stream issues a notification, follow the delivery method and response deadline stated in the notice.
