What the OINP French-Speaking Skilled Worker Stream Is

The Ontario Immigrant Nominee Program (OINP) is integrated with the federal Express Entry system. Ontario accesses the Express Entry pool and uses its own criteria to identify candidates it wants to nominate. The French-Speaking Skilled Worker stream is one of the streams Ontario operates within this framework.

Minimum Requirements for the Stream

Ontario's French-Speaking Skilled Worker stream has three core criteria:

1. Express Entry profile active in the pool: You must have a valid, active Express Entry profile. You must be eligible under one of the three federal programs: Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), or Federal Skilled Trades Program (FSTP). For most Colombian applicants applying from Colombia without Canadian work experience, this means qualifying under FSWP.

2. French language proficiency at NCLC 7: You must demonstrate NCLC 7 in all four French skills: reading, writing, listening, and speaking. This can be established through TEF Canada or TCF Canada results. The NCLC 7 threshold is B2 on the CEFR scale — the same level that earns you the federal 50-point bilingualism bonus.

3. English language proficiency at CLB 6: You need a minimum of CLB 6 in all four English skills. This is a lower bar than the CLB 7 or CLB 9 typically pursued for CRS optimization. CLB 6 on the IELTS General Training corresponds approximately to 5.5 in reading, 6.0 in writing, 6.0 in listening, and 5.5 in speaking. Most Colombian applicants preparing for Express Entry will exceed this floor.

Occupation: Your occupation must be at TEER category 0, 1, 2, or 3 under the NOC. This excludes TEER 4 and 5 occupations (lower-skilled roles). For Colombian engineers, IT professionals, healthcare workers, and business professionals, this requirement is generally met.

There is no job offer required for this stream. This is significant — Ontario explicitly designed the French-Speaking Skilled Worker stream to recruit francophone talent regardless of pre-existing employment connections in Ontario.

The Process: Passive, Not Active

This is where the OINP linked stream differs fundamentally from other immigration pathways. You do not submit an application or pay a fee to Ontario first. The sequence is:

  1. You create and activate your Express Entry profile with accurate NOC, education, and language scores
  2. Ontario periodically searches the pool for candidates who meet the French-Speaking Skilled Worker criteria
  3. Ontario sends a notification of interest through your IRCC account — this is not an ITA, it is an invitation to apply to the OINP specifically
  4. You log into the Ontario e-Registration portal and complete the OINP application (which has its own fee and documentation requirements)
  5. If Ontario nominates you, you receive an OINP nomination certificate
  6. You update your Express Entry profile to indicate your nomination — your CRS immediately increases by 600 points

Both the federal French-language category draws and the OINP French-Speaking Skilled Worker stream require NCLC 7 French proficiency. The key differences:

Ontario is not the only province with French-linked streams. For Colombian applicants at lower CRS levels:

  • New Brunswick Strategic Initiative Stream: Accepts NCLC 5 (B1) French, which Colombian Spanish speakers can reach in approximately three to four months from zero. New Brunswick is Canada's only officially bilingual province and actively recruits francophone immigrants.
  • Manitoba Francophone Community Pathway: Has accessible French requirements for candidates who demonstrate a connection to Manitoba's francophone communities.
  • Nova Scotia French-Speaking Skilled Worker: Requires NCLC 7 but has smaller, more targeted draws.

For a Colombian applicant, the strategic sequence is typically: pursue federal French draws first (since they require no separate application), then use OINP as a backup if your CRS lands in the 400–450 range and you are not getting picked up in federal draws.

Practical Steps for Colombians Pursuing This Stream

  1. Check your current FSWP eligibility: You need one year of continuous skilled work experience in the past 10 years to enter the FSWP pool. For Colombians employed in professional roles, this is typically met.

  2. Take TEF Canada or TCF Canada: The NCLC 7 requirement means you need at least B2-level French. Plan four to nine months of intensive preparation through Alliance Française in Bogotá, Medellín, or Cali.

  3. Complete your WES ECA: Ontario's review will examine your education credentials. Ensure your WES report accurately reflects your Colombian degree — and includes your Especialización if applicable.

  4. Keep your Express Entry profile complete and active: Ontario can only notify you if your profile is properly filled in. Missing information or expired documents mean you may be filtered out of Ontario's search.

  5. Monitor your IRCC account regularly: Ontario's notification of interest arrives via the IRCC portal, not by email. Applicants who do not check regularly can miss their window — Ontario notifications have a response deadline.
