OINP Streams Explained: Which One Fits Your Situation
The Ontario Immigrant Nominee Program is not a single application — it is eight different pathways with different eligibility criteria, application mechanics, and score thresholds. Choosing the wrong stream does not just waste time; it risks a non-refundable $1,500–$2,000 provincial fee. Here is what each stream actually requires and who it is built for.
The Two Systems Behind the Streams
Before looking at individual streams, you need to understand the two mechanisms OINP uses to select candidates.
Express Entry-linked streams (Human Capital Priorities, French-Speaking Skilled Workers): Ontario scans the federal Express Entry pool and issues a Notification of Interest (NOI) to qualifying candidates. If nominated, you receive a 600-point boost to your CRS score — effectively guaranteeing a federal ITA. You do not apply to Ontario directly; Ontario comes to you.
EOI-based streams (all Employer Job Offer streams and Graduate streams): You register an Expression of Interest in Ontario's own portal. Ontario runs draws and issues Invitations to Apply (ITA). After an ITA, you have 14–17 days to submit a full application.
Employer Job Offer: Foreign Worker Stream
Who it is for: Skilled workers outside Canada, or those in Canada, with a full-time job offer in a TEER 0, 1, 2, or 3 occupation.
Key requirements:
- Job offer from an eligible Ontario employer
- Two years of cumulative, paid, full-time work experience in the same NOC code as the job offer — acquired within the last five years
- CLB 7 or higher in all language abilities
- If the role requires a mandatory provincial license (e.g., licensed practical nurse, electrician), you must hold that license, which waives the work experience requirement
Important: Since July 2025, the employer must initiate the application through the OINP Employer Portal before the candidate can register an EOI. The employer must meet minimum thresholds: 3+ years in business, CAD $1,000,000 gross revenue for GTA employers ($500,000 outside GTA), and at least 5 full-time Canadian/PR employees (3 outside GTA).
Employer Job Offer: International Student Stream
Who it is for: Recent graduates of eligible Canadian post-secondary institutions who have a full-time job offer in Ontario.
Key requirements:
- Degree, diploma, or graduate certificate of at least two years' duration (or a one-year graduate certificate after a degree)
- Application submitted within two years of completing degree requirements — not convocation, but when requirements were fulfilled
- Job offer in a TEER 0, 1, 2, or 3 occupation
- CLB 7 or higher
This is the most common pathway for international students who transitioned from a Post-Graduate Work Permit (PGWP) to a full-time role. The employer portal requirement applies here too — your employer must create the job offer in the portal first.

Employer Job Offer: In-Demand Skills Stream
Who it is for: Workers in specific essential occupations at TEER 4 and 5 levels — agriculture, construction, and home support.
Key requirements:
- Nine months of cumulative, paid, full-time or part-time Ontario work experience in the same NOC as the job offer
- High school diploma or equivalent
- CLB 4 or higher
- Full-time job offer in Ontario for a qualifying NOC code
The lower language and education thresholds make this stream accessible for candidates who would not qualify for other pathways. Score thresholds in draws have ranged from the mid-30s to mid-40s for regional employers.
Human Capital Priorities (Express Entry-Linked)
Who it is for: High-skilled candidates already in the federal Express Entry pool — specifically those in the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC).
Key requirements:
- Active federal Express Entry profile
- Canadian degree equivalent (or verified foreign credential via ECA)
- CLB 7 or higher in all abilities
- One year of continuous, paid, skilled work experience in a TEER 0, 1, 2, or 3 occupation
You do not apply. Ontario issues a Notification of Interest if your profile matches a draw's parameters. General HCP draws have had CRS thresholds of 460–510 in 2025–2026. Tech-specific draws targeting NOC codes like software engineers (21231) and cybersecurity specialists (21220) have had thresholds of 450–485.
Deadline to note: The HCP stream is scheduled for restructuring in Phase 2 of the 2026 OINP overhaul. Candidates currently in the pool should aim for an NOI under existing rules.
French-Speaking Skilled Worker Stream (Express Entry-Linked)
Who it is for: Bilingual candidates in the Express Entry pool who meet both English and French proficiency thresholds.
Key requirements:
- Active Express Entry profile (FSWP or CEC)
- CLB 7 or higher in English AND CLB 7 or higher in French (all abilities)
- At least one year of skilled work experience (TEER 0–3)
Candidates who qualify as bilingual receive a significant EOI scoring bonus — 10 additional points for having CLB 6 or higher in a second language. This "bilingual bonus" is often the tie-breaker in competitive draws.
Masters Graduate Stream
Who it is for: International students who have completed (or are about to complete) a Master's degree at an eligible Ontario university.
Key requirements:
- Master's degree from an eligible Ontario university, with at least one full academic year of full-time study
- Legally resided in Ontario for at least one year within the two years before applying
- CLB 7 or higher in all abilities
- No job offer required
EOI scoring heavily rewards field of study: STEM, Health, and Trades fields earn 12 points; Business and Social Sciences earn 6; Arts and Humanities earn 0. A job in Northern Ontario or outside the GTA adds 8–10 points to your score — this geographic factor matters significantly.
Warning: The Masters Graduate stream is among the most vulnerable to the May 30, 2026 stream overhaul. Ontario is moving away from "passive" credential-based selection toward labor market attachment. Apply under current rules if you qualify.
PhD Graduate Stream
Who it is for: Candidates who have completed doctoral studies at an eligible Ontario university.
Key requirements:
- Completion of a PhD at an eligible Ontario university, with at least two years of doctoral studies in Ontario
- Candidates can apply before formal convocation — a letter confirming all degree requirements are met suffices
- No minimum CLB score for the provincial stage (language results still factor into scoring and are required federally)
- No job offer required
Scoring: a PhD earns 10 EOI points for education level (vs. 8 for a Master's), and Northern Ontario study adds another 10 points.
Exceptional Talent Stream (Forthcoming)
Ontario has signaled a new "Exceptional Talent" pathway as part of Phase 2 of the 2026 overhaul. Based on published policy guidance, this stream is expected to:
- Use qualitative assessments rather than purely points-based selection
- Incorporate a "Trusted Employer" model where hospitals and major technology firms receive expedited processing for nominated employees
- Target candidates in regulated professions (physicians, nurses, architects) who have already begun licensing with Ontario regulatory bodies
The stream is projected for late 2026. No application pathway is open yet.

The correct stream is determined by your NOC code, your employer's eligibility, and your EOI score — not just your general background. Misapplying under the wrong stream wastes the application fee and, more critically, wastes your 14-day ITA window.
