After receiving your Invitation to Apply (ITA) and submitting your permanent residence application, two logistical steps run in parallel: biometrics at VFS Global, and obtaining a Police Character Certificate. Both are mandatory, both have validity constraints, and both require advance planning to avoid delays in your application timeline.
VFS Global Pakistan: What It Handles for Canada PR
VFS Global operates Canada Visa Application Centres (CVACs) in Pakistan on behalf of IRCC. For Express Entry PR applicants, VFS Global's role is specifically biometric enrollment — fingerprints and a photograph. This is separate from the tourist/visitor visa process, where VFS also handles document submission.
CVAC locations for Canada PR:
- Islamabad: Shalimar Plaza, F-7/2
- Lahore: 47-C, Gulberg III
- Karachi: Plot F-14, Block 6, PECHS
How the Biometrics Process Works
After submitting your PR application online to IRCC, you will receive a Biometric Instruction Letter (BIL) via email — typically within 1 to 3 weeks of application submission. The BIL contains your 13-digit IRCC reference number, which is required to book a VFS appointment.
Step 1: Book your appointment on the VFS portal. Go to visa.vfsglobal.com/pak/en/can/book-an-appointment. You cannot walk in without an appointment. Use your IRCC reference number from the BIL to access the booking system.
Step 2: Plan for slot availability. During peak season — May through August — appointments in Lahore and Karachi can be fully booked two to three weeks in advance. If you receive your BIL in June or July, do not wait a week to book. Check the portal the day you receive your BIL.
A practical tip: VFS releases additional appointment slots in batches, often in the early morning hours (6–8 AM). Checking the portal at that time increases your chance of finding newly released appointments.
Step 3: What to bring to your VFS appointment.
- Your original passport (and any previous passports, if IRCC requested them)
- A printout of your Biometric Instruction Letter
- Your IRCC Application Reference Number
- One recent passport-sized photograph (though biometrics capture a digital photo at the center)
Note: the $85 CAD government biometrics fee should already have been paid when you submitted your online PR application. There is no additional fee at the VFS counter for biometric enrollment itself, though VFS charges for supplementary services (courier, photocopying, SMS alerts).
Step 4: Biometric enrollment. The enrollment itself takes approximately 15 to 20 minutes. Staff scan all ten fingerprints and take a digital photograph. You receive a receipt confirming completion.
After Biometrics: What Happens Next
Once IRCC receives your biometrics and your medical exam results, your file moves into the security screening and background check phase. For Pakistani files, this phase typically takes 8 to 14 months due to enhanced screening protocols — longer than IRCC's stated 6-month service standard. This is routine and does not indicate a problem with your application.

Police Character Certificate: Punjab and ICT (Police Khidmat Markaz)
A Police Character Certificate (PCC) is required for every country where you have lived for six months or more since age 18. For Pakistan, every family member over 18 years old needs a Pakistan PCC.
Punjab and Islamabad Capital Territory: The modernized route is through the Police Khidmat Markaz (PKM) Global Portal.
How to apply:
- Visit any Police Khidmat Markaz branch in Punjab or Islamabad. There are branches in major cities including Lahore, Rawalpindi, Islamabad, Faisalabad, Gujranwala, and others.
- Bring your original CNIC and original passport.
- Submit the application at the counter — no online booking required for in-person applications.
- Processing time: typically 3 to 10 working days.
- The PCC is issued with a QR code for verification and is valid for 180 days from the issue date.
Fees at PKM are minimal (a few hundred rupees for the certificate). If you need the certificate attested for use abroad, additional attestation from the Ministry of Foreign Affairs (MOFA) and the Pakistan Embassy/High Commission in Canada can be arranged, though IRCC generally accepts PCCs in their standard form without foreign attestation.
Important: The 2026 Lahore High Court judgment (Writ Petition No. 75151/2025) ruled that police authorities should not disclose First Information Reports (FIRs) in character certificates if the individual was acquitted or released on probation. If you have a historical FIR that resulted in no conviction, you are legally protected from having it disclosed on your PCC under this ruling.
Police Character Certificate: Sindh and KPK
In Sindh and Khyber Pakhtunkhwa, the process is less centralized than Punjab's PKM system.
If you are in Pakistan: Visit the District Police Office (DPO) in your district or the provincial police headquarters. Bring your original CNIC and passport, plus a formal application letter requesting a character certificate for Canadian immigration purposes.
If you are living abroad: You must issue a notarized Authority Letter to a family member or representative in Pakistan. This Authority Letter must be:
- Drafted and notarized in your country of residence
- Attested by the Pakistani Consulate or High Commission in that country
- Given to your representative, who then presents it at the DPO along with copies of your CNIC and passport
Processing time at the DPO is less predictable than PKM — allow 2 to 4 weeks, and have your representative follow up in person.
The Critical Timing Issue: 180-Day Validity
A Pakistan Police Character Certificate is valid for 180 days from the date of issue. This creates a timing puzzle for Express Entry applicants:
- If you get your PCC before entering the pool, and then wait 6 months for an ITA, the certificate may expire before you can submit it with your PR application.
- If you get your PCC after receiving your ITA, you have 60 days to submit your application — PCC processing time is 3 to 10 days in Punjab, which is manageable.
Recommended approach:
- Do not apply for your PCC until after you enter the Express Entry pool and have a realistic expectation of receiving an ITA within 60 to 90 days.
- If your CRS score is competitive for STEM or healthcare draws (480+), you can apply for the PCC as soon as your profile is active — the draw gap is typically short enough.
- If your CRS is lower and you expect to wait several months, hold off on the PCC until your score is closer to current draw cutoffs.
If your PCC expires before you can submit your PR application, you simply need to obtain a fresh one — the police offices do not require justification for a repeat application. It adds cost and time, but it is not a disqualifying problem.
IRCC-Approved Medical Exam in Pakistan
Alongside biometrics and the PCC, your Immigration Medical Examination (IME) must be done by an IRCC-approved Panel Physician. In Pakistan, the International Organization for Migration (IOM) manages approved medical centers:

The 2026 fee for an adult (15+ years) medical examination in Pakistan is approximately 30,500 to 31,000 PKR. The exam includes a physical examination, chest X-ray, urine analysis, and blood tests for HIV and syphilis. Bring your original passport and the IRCC medical instruction form (received after submitting your PR application) to the appointment.
Results go directly from the IOM clinic to IRCC electronically — you do not receive a paper copy to submit yourself.
