For Express Entry, what matters is your Canadian Language Benchmark (CLB) level. Here is how each test maps:

CLB 9 (target for maximum CRS points):

CLB 7 (minimum for Federal Skilled Worker Program):

CRS Impact of Language Scores

The difference between CLB 7 and CLB 9 in Express Entry is substantial:

  • CLB 7 across all skills: approximately 68-72 CRS points for first language
  • CLB 9 across all skills: approximately 116-124 CRS points for first language

That is a 50+ point gap — often the difference between receiving an ITA and waiting in the pool indefinitely.

For Filipino applicants educated in English-medium institutions, CLB 9 is a realistic target. The Philippine education system uses English for all higher education, and most Filipino professionals use English daily in workplace settings.

Test Preparation Strategy

For IELTS: Focus on the Writing module. Practice Task 2 essay structure (introduction, two body paragraphs, conclusion) with strict 40-minute timing. The most common Filipino mistake is spending too long on Task 1 (letter) and rushing Task 2.

For PTE Core: Focus on the Read Aloud and Repeat Sentence tasks in Speaking — these contribute to multiple scores simultaneously (speaking, reading, and oral fluency). Practice speaking at a measured pace rather than rushing.

For both: Take a full-length practice test under timed conditions before booking your actual exam date. If practice scores consistently hit CLB 9, book the real test. If not, invest 2-4 weeks in targeted preparation before spending PHP 12,000 on a test you may need to retake.

The Retake Calculation

If you score CLB 8 on your first attempt, should you retake?

Moving from CLB 8 to CLB 9 adds approximately 20-30 CRS points. For healthcare category draws with cut-offs at 462-476, those extra points may not be necessary if your other factors are strong. But for general draws at 507-550, the retake is almost always worth it.

PTE Core's 48-hour result turnaround and daily test slots mean you can retake within a week. IELTS retakes may require a 2-3 week wait.

Test Center Availability for OFWs

If you are working abroad, test availability varies:

  • Saudi Arabia, UAE, Qatar: Multiple IELTS centers in Riyadh, Jeddah, Dubai, Abu Dhabi, Doha. PTE Academic is available but PTE Core for Canadian immigration may have limited slots — verify before booking.
  • Singapore: Both IELTS and PTE available with frequent slots.
  • Hong Kong: Both tests available, though booking is competitive during peak months.

Take the test wherever you currently reside — you do not need to fly back to the Philippines. IRCC accepts results from any authorized test center worldwide.

Can You Submit Scores From Both Tests?

No. You must submit scores from one test only. IRCC does not let you cherry-pick your best Listening score from IELTS and your best Writing score from PTE Core. Choose the test that gives you the strongest overall CLB across all four skills.

However, nothing prevents you from taking both tests privately to compare your scores, then submitting only the better result. If you score CLB 8 on IELTS Writing but CLB 9 on PTE Core Writing, submitting PTE Core scores may give you a higher overall CLB — and the CRS points that come with it.
